Purpose of consultancy

To provide technical assistance in implementing the APRFHE workplan 2020-2024 during the under the Chairpersonship of Indonesia under the supervisory guidance of WHO and UNEP as joint secretariat of APRFHE.

Background

The Asia Pacific Regional Forum on Health and the Environment (hereinafter is referred as Regional Forum or in short RF) was established in 2004 to bring the cooperation between the environment and health sectors in the Southeast and East Asian countries. The Regional Forum started with the participation of 10 ASEAN countries - Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam - and four East Asian countries - China, Japan, Mongolia, and the Republic of Korea. Later the membership of the Regional Forum was expanded to include the other Member States of the WHO regional offices for South-East Asia (WHO-SEARO) and the Western Pacific (WHO-SEARO), as well as the UN Environment Regional Office for Asia Pacific (UNEP-ROAP). WHO-SEARO and WPRO as well as UNEP-ROAP are the three international secretariat members of the Regional Forum.

The operation of the Regional Forum was guided by its charter of cooperation which started with its first charter – Bangkok Declaration; then the Jeju Declaration; Kuala Lumpur Declaration and finally the Manila Declaration.

The goal of the Forum is “to create a platform for national and regional policy and action to enhance and safeguard health and environment towards the achievement of the Sustainable Development Goals”.

The general objective of this regional initiative is to effectively deal with the environmental health problems within countries and among themselves by increasing the capacity of Southeast and East Asian countries on environmental health management.

The Republic of Indonesia as the Fifth Chair of the Regional Forum commencing from 2020 to 2024 – this was decided at the 10th High Level Officials Meeting (HLOM) held in Manila, Philippines in September 2019. As the Fifth Chair, Indonesia highlights the main theme on “The role of strategic health and environment on national development to achieve the SDGs” through strengthening the structure and effectiveness of the regional forum, enhancing cooperation among members, sustaining the regional forum through monitoring, evaluation, reporting and disseminating actions.

As Chairperson of the Forum, Indonesia will hold a Ministerial Meeting and two High-Level Official Meetings, and at least twice in five-years for Thematic Working Groups (TWG) meetings, and once a year of Scientific Panel Meeting.

Therefore, WHO Indonesia has initiated to hire a consultant to assist APRFHE Chair Secretariat in implementing the workplan, particularly technical support for the organization of the Ministerial Meeting High-Level Official Meeting and other meetings hosted by the Chair

Deliverables

a.Joint-Secretariat Meeting with expected deliverables:

  • Pre-event: Document preparation.
  • During event: Technical Notes and Recommendation.
  • Post Event: Final technical report.

b.The 11th High Level Official Meeting

  • Pre-event: Document preparation.
  • During event: Technical Notes and Recommendation.
  • Post Event: Final Proceeding.

c.The 5th Ministerial Meeting

  • Pre-event: Document preparation.
  • During event: Technical Notes and Recommendation.
  • Post Event: Final Proceeding.

d.Interim Report of the Chairperson of Asia-Pacific Regional Forum on Health and Environment (APRFHE)

  • Final Implementation Report, including gap analysis and way forward.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Bachelor’s degree in environmental or public health, environmental science, or policy study.

Master’s degree in environmental or public health, environmental science, or policy study.

Experience

Essential: At least 3 year’s professional experience related to environmental health, climate change and WASH, including practical experience in strategic planning, implementation, and monitoring.

Desirable: Experience in international activities, project management, and capacity development. Experience of being involved in multisectoral intergovernmental forums would be an asset.

Skills/Knowledge:

  • Knowledge of global environmental health issues and approaches and theories, principles, tools and methods on climate change, WASH, air pollution, chemical safety, and depth knowledge on SDG 3, 6, 7 and 13.
  • Self-motivated with ability to work with minimal supervision.
  • Good interpersonal skills, able to work as a consultant and bridging the communication between Joint-Secretariat (SEARO/WPRO/UNEP ROAP) and Chair of Asia-Pacific Regional Forum on Health and Environment (Joint Ministry of Health and Ministry of Environment and Forestry of Indonesia) in a multi-cultural environment.
  • Ability to participate actively and cooperatively in knowledge sharing at various levels and also to coordinate the Government of Indonesia agencies, international / bilateral agencies, NGOs / INGOs etc.
  • Very good analytical skills including ability to collect and analyze technical data and information and to draw and present conclusions in written and spoken form.
  • Very good writing skills in English, including ability to write clear and concise progress reports, analytical reports, technical documents, plans and proposals.
  • Technical expertise and overall attitude at work are also mandatory competencies.

Languages and level required (Basic/Intermediate/Advanced):

Expert knowledge of English.

Expert knowledge of Local language (Indonesian).

Location

On site: Home basis or work in the Ministry of Health or in the Ministry of Environment and Forestry as needed

Off site: as needed

Travel

Travel within Indonesia and possibly international travel for necessary activities abroad.

Remuneration and budget (travel costs are excluded):

  • Remuneration: Pay band level – NO.C,

Daily remuneration: IDR 3,983,000 to IDR 5,289,000

Monthly remuneration: IDR 79,666,000 to IDR 105,774,000

  • This assignment is subject to local recruitment and will be filled by persons recruited in the local commuting area of the duty station/assignment location.
