Background Information
The SDG Acceleration Framework Project, as a Development Services Agreement, is entered with the Government’s central authority – the General Secretariat of the Government, in order to provide services to a wider range of authorities at the national level, as the General Secretariat supports the work of the Government for general and operational affairs.
The Development Services Agreement is envisaged to provide a framework for services requested by the Government, for ongoing initiatives of the Government, for which it bears full accountability. The majority of development services envisaged under the Agreement relate to support to policy making through research, advocacy or policy alternatives, aimed at fulfilling priorities as articulated in the Government plans, presented before Parliament, and in line with progress in achieving the Sustainable Development Goals.
Following the successful construction of two mass-testing laboratories for SARS-COV-2, a modern Centre for Genome Sequencing and Bioinformatics was established at the Institute of Molecular Genetics and Genetic Research (IMGGI) in the Fall of 2021. By the end of the same year, a new vaccine facility was being built in Belgrade. Both the supercomputer and Centre for Genome Sequencing and Bioinformatics are part of the critical infrastructure for bioeconomic R&D in Serbia – but these are also only the first steps. The Government of Serbia is planning to establish BIO4 Campus located in the immediate vicinity of the Institute for Vaccines and Serums "Torlak", as a powerful platform for cooperation between various stakeholders, and several joint biomedical and AI projects already started. The Consultant shall help the General Secretariat and the Government of Serbia to develop the Food and Beverage Concept for the BIO4 Campus facilities.
Duties and Responsibilities
Scope of Work
The Government of Serbia is moving forward with developing and establishing the National BIO4 Campus. Public competition for the architectural-urban solution of the “A” phase of the BIO4 Campus was conducted in the winter of 2021-2022. The technical and project documentation is now under development and the construction works are expected to start in 2023. The BIO4 Campus, encompassing a unique spatial unit that covers about 20 hectares, will include:
- Three faculties: Faculty of Biology, Faculty of Pharmacy, and Bioengineering group of the Faculty of Technology and Metallurgy of the University of Belgrade
- Eight scientific institutes with full or partial presence: Institute for Molecular Genetics and Genetic Research, Centre for Sustainable Management of Bioresources and Natural Products of the Institute for Biological Research "Sinisa Stankovic", Institute for Medical Research, Institute for Multidisciplinary Research, Institute for Artificial Intelligence Development, Institute “Biosense”, Institute for Cardiovascular Diseases Dedinje and Institute for Appliance of Nuclear Energy.
There will also be joint facilities like the congress center “Minglarium”, sport facilities, caffes & restaurants etc, to support gatherings and random social encounters, and foster the idea of co-creation among different stakeholders. Therefore, special attention shall be given to the design of joint spaces, with the aim to spur the exchange of ideas and boost cooperation in all areas of the Campus. With this goal in mind, the Consultant for F&B Concept shall be responsible for the development of a segment for food and beverages.
Specific responsibilities shall include:
Developing a Concept of the F&B segment within the BIO4 Campus containing the following:
- SWOT analysis and target groups;
- Define the necessary number of gastro premises and their locations;
- Define which premises will be rented out and which will be managed by BIO4 Campus;
- Define scope of services that will be provided by the F&B sector of BIO4 Campus;
- Cooperate with the investors and architects in order to define the technical conditions necessary for project implementation for F&B segment;
- Define business risk management strategy of the F&B segment.

*The timelines may be slightly adjusted once the contract is signed with the consultant in order to align with actual project implementation.
*All deliverables will have to be quality reviewed and approved or accepted by the UNDP Programme Officer – in consultations with the national partner. None of the materials, reports, designs, brochures and articles produced under this Contract will not be used, released, and/or disseminated without prior approval by UNDP.
Information and data under these deliverables shall be held in confidence and shall be handled as follows. Programme Officer shall use them with the discretion to avoid disclosure, publication, or dissemination of the Discloser’s Information. The Consultant’s work will be monitored in consultation with the Programme Officer and the Cabinet of the Prime Minister.

Required Skills and Experience
Education
- BA or BSc in Economics, Marketing or similar field. MSc would be an asset.
Experience
- Ten years of professional experience in the area of entrepreneurship, tourism and F&B industry.
- Proven experience in the field of the management of catering facilities.
- Profound understanding of global trends in creative industries and tourism and catering sector in Serbia.
Language:
- Fluency in Serbian and Englis

Financial Proposal
The financial proposal shall specify a total lump sum amount in USD currency, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon approval of each deliverable. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel in Serbia, per diems, and number of anticipated working days). |
Travel
This is a home-based consultancy and travel is not envisaged.
Evaluation

Additional Information:
- Individual Contract (IC) will be applicable for individual consultants applying in their own capacity. If the applicant is employed by any legal entity, IC would be issued upon submission of Consent letter from the employer acknowledging the engagement with UNDP. In the case of engagement of Civil servants under IC contract modality a no-objection letter should be provided by the Government entity. The ‘no-objection’ letter must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status (if applicable), and include any conditions and restrictions on granting such permission, if any. If the previous is not applicable ‘leave-without-pay’ confirmation should be submitted.
Engagement of Government Officials and Employees
- Government Officials or Employees are civil servants of UN Member States. As such, if they will be engaged by UNDP under an IC which they will be signing in their individual capacity (i.e., engagement is not done through RLA signed by their government employer), the following conditions must be met prior to the award of contract:
(i) A “No-objection” letter in respect of the individual is received from the Government employing him/her, and;
(ii) The individual must provide an official documentation from his/her employer formally certifying his or her status as being on “official leave without pay” for the duration of the IC.
- The above requirements are also applicable to Government-owned and controlled enterprises and well as other semi/partially or fully owned Government entities, whether or not the Government ownership is of majority or minority status.
- UNDP recognizes the possibility that there are situations when the Government entity employing the individual that UNDP wishes to engage is one that allows its employees to receive external short-term consultancy assignments (including but not limited to research institutions, state-owned colleges/universities, etc.), whereby a status of “on-leave-without-pay” is not required. Under such circumstance, the individual entering into an IC with UNDP must still provide a “No-objection” letter from the Government employing him/her. The “no objection” letter required under (i) above must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status and include any conditions and restrictions on granting such permission, if any. The said document may be obtained by, and put on record of, UNDP, in lieu of the document (ii) listed above.
