The OECD has earned a leading role in financial and enterprise issues. In line with the Strategic Orientations of the Secretary-General, the core mission of the OECD’s Directorate for Financial and Enterprise Affairs ( DAF) is to enable markets that are efficient, fair and sustainable, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF’s work is structured under two work areas - Conduct and Markets - and its mission is pursued through six substantive divisions whose teams provide member and partner countries with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate affairs, financial affairs, international investment and responsible business conduct.
The OECD Centre for Responsible Business Conduct (RBC), is in charge of supporting the implementation of the OECD Guidelines for Multinational Enterprises and the as well as sector-specific due diligence guidance in the minerals, extractives, agriculture, garment and footwear and financial sectors. The RBC Centre also provides the Secretariat of the Network of National Contact Points for RBC (NCPs) and hosts the work on Trust in Business. In addition, the Centre undertakes outreach to Member and non-Member economies across the globe to support governments and companies in implementing international RBC standards and enabling sustainable supply chains, including organising and delivering capacity building, undertaking policy advocacy and providing technical assistance, awareness raising and research.
The Centre is implementing an EU-funded project together with the International Labour Organization (ILO), the United Nations Office of the High Commissioner for Human Rights (OHCHR). This project aims to support governments and companies in selected countries in Latin America and the Caribbean (Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Mexico, Panama and Peru) in implementing international RBC standards such as the OECD Guidelines, and in enabling sustainable supply chains. OECD’s activities under the project focus on capacity building and policy advice to governments, business and other stakeholders on RBC instruments.
The Centre is looking for a project co-ordinator with excellent organisational, analytical and drafting skills to support the RBC/LAC Project implementation. The work is carried out in a multinational and multicultural environment, including emerging markets and developing countries as well as OECD member countries, in close collaboration with other international organisations. The successful candidate will be responsible for developing and implementing the work of the Centre in the region under the supervision of the Centre’s Head of Public Policy.
Main responsibilities
Research, analysis and drafting
- Undertake research and analysis on responsible business conduct and due diligence in Latin America and the Caribbean, including analysis of private sector initiatives in global supply chains, as well as research of the government efforts to implement and enable policy coherence on RBC.
- Adapt existing guidance, tools and training materials to the LAC context to support capacity building and training on RBC.
- Draft analytical reports, working papers, policy briefs, workshop summaries and other types of documents for the various activities of the Project.
- Collect, analyse and present data related to responsible business conduct, such as survey results or relevant cases handled by National Contact Points.
Project coordination
- Coordinate OECD activities under the grant ensuring adequate planning, keeping track of timelines and delivery of quality deliverables, while ensuring sounds financial and budget management
- Liaise with relevant counterparts for sound project management, this includes coordination with colleagues within the Centre and across the OECD, continuous collaboration with ILO and OHCHR and EU, as well as engagement with government, business and CSO stakeholders.
- Draft and coordinate the timely delivery of narrative, indicator and financial reports to the EU in liaison with ILO and OHCHR. This includes responsibility for and continuous monitoring of the Project’s log frame to report on the achievement of the project indicators, in accordance with the EU log frame matrix and the Declaration of the Action.
- In coordination with the Division RMA, effectively manage and provide advice to the team on the use of financial resources of the Project by using the Operational Budget Management and Reporting system (OBMR) and Excel.
- Support fund-raising efforts to promote RBC in the region (2024 and beyond)
Communication
- Develop communication tools to disseminate key messages on responsible business conduct to different audiences in LAC
- Liaise with the Directorate’s, Centre’s communications staff, as well as ILO and OHCHR officials, to ensure on-time publication of various materials.
- Manage the Project’s webpage and the ONE Communities portal of the Regional Network of NCPs of Latin America and the Caribbean.
- Coordinate the organisation of virtual and in-person meetings in Paris and in the region. Oversee logistical organisation and delivery of documentation, and liaise closely with country delegates and participants to ensure smooth communication on all aspects of events
- Engage in or support with public speaking on RBC as directed by the Head of Public Policy.
Ideal Candidate Profile
Academic background
- An advanced university degree in economics, business administration, political sciences, or development.
- Specialisation in policy development, economic or legal issues related to human rights, anti-corruption, supply chain due diligence, environmental management, risk management, social and labour issues in supply chains, access to remedy would be an advantage.
Professional Background
- At least 2 years of relevant project coordination experience in a national administration, international organisation or civil society organisation.
- Demonstrated strong analytical, research and drafting skills to address policy issues in a multidisciplinary context.
- Strong communication and presentation skills to convey complex information to specialised and non-specialised audiences.
- Awareness and understanding of key international standards relevant to responsible business conduct.
- Experience in working in Latin America, interacting with a wide range of stakeholders (governments, industry, civil society) would be an asset.
- Experience in working on data collection, management and analysis, and command of related software tools would be an asset.
Languages
- Fluency in one of the official languages of the Organisation (English and French), and knowledge of the other, with a commitment to reach a good working level.
- A good working level of Spanish would be an asset.

Contract Duration
- 1 Year fixed term appointment, with the possibility of renewal.
- Ideal start date\: 1 January 2023
- Monthly base salary starting from 5,021 EUR, plus allowances based on eligibility, exempt of French income tax.
