Organizational Setting

In the Partnerships and Outreach Stream, the Project Support Division (PSS) has the lead responsibility for ensuring that corporate guidance on Project Cycle, projects monitoring and TCP, New Operational Modalities and Due Diligence are fit for purpose and contribute as part of a reinvigorated business environment to the Strategic Framework and the Sustainable Development Goals (SDGs). The Director, PSS, leads the Organization's work in oversight and monitoring of projects; project cycle management; management and oversight of the Technical Cooperation Programme (TCP); due diligence and risk assessment review of partnerships with non-state actors; and the development and support to new operational modalities.

The consultancy position is located in the PSS Division, which develops and keeps up-to-date FAO’s corporate policies, approaches, tools and procedures related to projects and programmes, including M&E. The Division also provides capacity building, training and help desk assistance in project/programmes related matters.

Reporting Lines

The Specialist reports to the Senior Programme Officer, PSS.

Technical Focus

Project Cycle policy and project management, results-based management, operational guidance and procedures, quality assurance, project operations and project monitoring and evaluation (M&E).

Tasks and responsibilities

Under the supervision of the Senior Programme Officer, Project Support Division, and in close collaboration with other units involved in the development of project/ programme management support within FAO, the incumbent will perform the following duties:

  • Contribute to the development of policies and procedures as part of the Project Cycle Manual or other corporate manuals;
  • Support Project Task Forces (PTFs) in project cycle related aspects (from formulation to closure) liaising with relevant stakeholders as needed;
  • Carry out research on selected aspects of projects, programmes, operations and other activities, including the collection, analysis and presentation of data and other information gathered from diverse sources;
  • Contribute to the preparation of operational guidelines on project and programme management aspects, including the provision of inputs related to operational and process-related issues;
  • Support the development of monitoring approaches and oversight tools for results-based monitoring and evaluation of projects and programmes;
  • Support and participate in conceptualization, development and testing of related new project and programme system tools and modules;
  • Perform data analysis and support monitoring efforts on project operational and appraisal requirements;
  • Support the operational closure of FAO projects in coordination with project task forces in a seamless and timely manner;
  • Support the work of the Programme and Project Review Committee (PPRC) secretariat at Headquarters and follow up on project appraisals;
  • Maintain data related to PSS workflows and keep accurate archive of documents as per FAO policies;
  • Organize and participate in meetings related to review and analysis of emerging issues and trends from projects managed in headquarters and by Decentralized Offices;
  • Assist with training, capacity development and outreach activities related to the project cycle;
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in development studies, political science, business or public administration, public policy, economics, or another field relevant to the work of the Organisation.
  • At least three years of relevant experience in project management, results-based management, operational guidance, project operations or project monitoring and evaluation (M&E).
  • Working knowledge (level C) of English, and limited knowledge (level B) of one of another FAO official language: French, Spanish, Arabic, Chinese or Russian. For PSA, working knowledge of English is required.

Selection Criteria

  • Knowledge of risk-based management approaches, plus practical experience in their use.
  • Experience working in development or humanitarian project implementation in the field, especially in project management, work-planning and M&E, in more than one country.
  • Experience working under operational programme modalities involving national execution/implementation is an advantage.
  • Demonstrated ability to design, initiate and support complex consultative processes involving internal and external stakeholders for policy and procedures development or review.
  • Experience in design and delivery of capacity building programmes in an international context.
