Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is connected to two corporate priority areas: enhancing women’s economic empowerment (WEE), and engaging women in all aspects of peace and security processes (WPS), supported by integrated efforts to ensure gender-sensitive plans and budgets and women’s right to live free of violence. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.
To address the global challenges of VAWG, the UN Family (through UN Women, UNDP, UNFPA and IOM) are collaborating with KOICA and the Government of Timor-Leste to support efforts to end violence against women and girls. Through the Joint UN Project Together for Equality: Preventing and Responding to Gender-Based Violence in Timor-Leste (2020-2024), the United Nations has a goal for women and girls in Timor-Leste to be empowered to enjoy their right to live free of sexual harassment and other forms of violence in public and private spaces and to access quality essential services, in line with the SDGs. As part of its efforts to prevent violence before it begins, interventions addressing WEE and EVAWG will be an important part of the programme.
The T4E Project has a holistic and transformative approach that includes both service provision and efforts to change harmful social norms. Transforming social norms requires engagement across all levels of society in multiple settings, including through such important setting in Timor-Leste for changing social norms such as sports.
Within this scope, UN Women Timor-Leste wishes to hire a National consultant for Project coordinator, who will support coordinating basketball tournaments and learning sessions to prevent athletes from sexual harassment and advocate for equitable gender roles and positive masculinities in four municipalities (Baucau, Covalima, Dili and Oecussi-RAEOA).
Duties and Responsibilities
This consultancy aims to coordinate basketball tournaments and learning sessions to prevent athletes from sexual harassment and advocate for equitable gender roles and positive masculinities and prevent young athletes from sexual harassment and promote their roles as advocates for equitable gender roles and positive masculinities.
- Duties and Responsibilities
Under the overall guidance of Head of office and under the supervision of Programme Officer of Prevention of VAWG -T4E Project, in close coordination with the Programme Specialist EVAWG and WEE (T4E) the national Consultant will perform the following tasks:
- Manage the basketball tournaments in four municipalities (Baucau, Covalima, Dili, and Oecusse- RAEOA)
- Provide strategic leadership and effective implementation of basketball tournaments
- Prepare tournament plan with details of participating team, schedule, venue, cost, public relations plan, and terms and conditions for the participating team in four tournaments.
- Organize opening and closing ceremonies
- Recruit teams and provide administrative support e.g. transportation and accommodation to ensure smooth participation of the team in the tournaments according to the approved tournament plan
- Supervise and ensure the tournaments are organized according to approved time and on budget
- Preparing financial report and supporting documents of the funds utilized according to UN Women’s procedure
- Prepare reports summarizing the technical support provided
- Manage learning sessions on sexual harassment, equitable gender roles, and positive masculinities
for athletes, coaches, and the Basketball Federation staff
- Support the Trainer in conducting a needs assessment to identify subjects for learning sessions
- Develop a learning schedule in consultation with Basketball teams, Trainer and UN Women
- Organize learning sessions and provide logistics support
- Coordinate with basketball teams to ensure the participation of athletes and coaches in the learning sessions
- Organize administrative and logistics to support the learning sessions eg. prepare and deliver invitations, prepare DSA for the representatives from the municipalities, organize the promotional activities such as designing banners etc.
- Enhancing gender responsiveness and prevention of sexual harassment of the Federation of Basketball Code of Conduct
- Facilitate a discussion (Technically supported by GBV Consultant) with Board members of the Federation and members to improve the Federation Code of Conduct to prevent Sexual Harassment and Gender Based Violence
- Conduct meetings with Board member and UN Women to present and review the draft of code of conduct
- Support the finalization by getting approval from the Board members of the Federation and members integrated the code of Conduct to address sexual harassment prevention and equitable gender roles and positive masculinities
- Manage advocacy, knowledge sharing, and communication efforts for sexual harassment prevention and equitable gender roles and positive masculinities in sport
- Represent The National Federation of Basketball in meetings and policy dialogues on issues related to GBV, Sexual harassment and sports.
- Support the development of project documents, briefs and presentations related to sexual harassment prevention and equitable gender roles and positive masculinities
- Identify best practices and lessons learned and advocate for sexual harassment prevention and equitable gender roles and positive masculinities with other sports associations
- Deliverables
The National Consultant is expected to submit a monthly report, quarterly, and annual report on the following deliverables:

All the documents, including reports, questionnaires, presentations and reports should be submitted in English language, or if in Tetum, include an English summary.
Upon receipt of the deliverables and prior to the payment of the instalment all submitted reports and documents will be reviewed and approved by UN Women.
- Competences and Qualifications
Education
- Bachelor’s degree in Business Management or related discipline. Additional qualifications in sport management will be highly regarded.
Experience and skills:
- At least Bachelor’s degree with five years of experience in organizing sport-related events or managing sport association
- Experience in working with athletics and coaches
- Knowledge of gender equality, women’s rights and prevention of violence against women and girls or best practice in social change-oriented activities
- Experience with young people’s organizations, sports organization, women’s organizations,
- Demonstrated ability to produce documentation in English and Tetum
- Demonstrated ability to work with organizations to identify, plan and implement advocacy strategies
Language and other skills:
- Proficiency in oral and written English and Tetum; and
- Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.); and

- Inputs
- UN Women will provide logistics and transportation support when traveling out of Dili to Baucau, Covalima and the Special Administrative Region of Oecusse-Ambeno if required in support of the assignment.
UN Women will provide Daily Subsistence Allowance (DSA) to cover expenses outside of the Duty Station when applicable, and upon approval of a Travel Authorization

A three-stage procedure is utilised in evaluating the proposals. Candidates who are fulfilling all the required skills and expertise will go to the technical evaluation process. The evaluation of the technical proposal is being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates.
- Financial/Price Proposal evaluation:
- Only the financial proposal of candidates who have all the required skills and expertise, and have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
- The total number of points allocated for the price component is 100.
- The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
- Payments
Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
