MSB is looking for qualified EOD supervisor and EOD Technical Advisors to our roster

Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. MSB have great experience in working together with other organizations such as UN and EU to strengthen their capacities towards crisis, conflicts or other disasters.

MSB is now opening our roster for qualified EOD supervisor and EOD Technical Advisors interested in working with us within Humanitarian, Resilience and peace support operations.
When deployed as an EOD supervisor/ Technical Advisor, the mission length can be a couple of weeks to several months and up to one year at the time.

MSBs mandate upon request is to support and strengthen international aid actors with skilled personnel and equipment within the Mina action area. MSBs area of expertise contributes in reducing the risks of mines and unexploded ammunition for the exposed population. The ability consists in carrying out activities within risk analysis, information management, manual and mechanical clearance, as well as assisting with technical management support. At current, MSB have the capacity and equipment ranging from, rapid response EOD kits, mechanical resources (armored wheel loaders), and several expert categories, including Team Leaders, EOD operators, specialist trained nurses, information management experts, weapons and ammunition specialists (Weapons and Ammunition Management - WAM).

When registered on the MSB roster you will continuously receive interesting international work opportunities and invitations for trainings and exercises that are stimulating and valuable. Prior participation on any missions for MSB all staff has to undertake the MSB induction training.

Myndigheten för samhällsskydd och beredskap (MSB) arbetar dagligen med att stödja andra aktörer genom olika insatser runt om i världen och även i Sverige. MSB har stor erfarenhet av att samarbeta och stärka andra organisationer som exempelvis FN och EU i katastrof- och konfliktsituationer.

MSB öppnar nu resursbasen för EOD Supervisor och EOD Technical Advisors som är intresserade av att delta i internationella insatser. MSB arbetar både inom humanitärt bistånd, tidig återbyggnad, katastrofriskreducering och civil konflikthantering.
Insatstiden för en EOD supervisor/Technical Advisor kan varar allt från några veckor upp till ett år, men det vanligaste är några månader upp till 6 månader. Vid vissa akuta händelser kan inställelsetiden vara så kort som max 72 timmar.

MSB ska kunna stärka internationella biståndsaktörer med kompetens och materiel inom min- och ammunitionshantering. MSB:s insatser inom minhantering innebär att reducera riskerna med minor och oexploderad ammunition för den utsatta befolkningen. Förmågan består i att genomföra insatser avseende riskanalys, informationshantering, manuell och maskinell röjning, samt bistå med tekniskt ledningsstöd samt annan stödjande personal. MSB har bland annat snabbinsats kit, maskinella resurser (bepansrade hjullastare), samt flertalet expertkategorier, bland annat EOD/Ammunitionsröjningsledare, EOD-operatörer, specialistutbildade sjuksköterskor, informationshanterare, vapen- och ammunitionsspecialister (Weapons and Ammunition Management – WAM).

Duties

In the field, you will act as MSB's extended arm; this means that you will represent MSB in any communication and negotiation with all partners. You will be expected to represent MSB at high-level meetings.

You will be expected to be able to independently:
• Establish site supervision, organize, and safely carry out disposal any type of explosive ordnance.
• Develop and implement SOP’s and other procedures and guidelines.
• Be able to plan, train, build capacity, supervise and/or coordinate exercises and trainings.
• Lead, coordinate and assign the work to team members and assigned support for the task or mission.
• Ensure that daily required capability tests and Quality Assurance/Quality Control (QA/QC) checks are carried out
• Ensure that capacity building and sharing of knowledge remains a high priority for the team members.
• Be responsible for the strategic planning of the operation.
• Ensure that all activities undertaken by the team and possible assigned support comply with approved Standard Operating Procedures (SOP's) and have adherence for all safety regulations.
• Liaison and coordinate with various organizations and other relevant partners.
• Ensure coherent and accurate reporting, data entry and handover of produced documentation to Mine action authority.

When assigned as a Supervisor you are responsible for the whole operation. You are responsible for mediating the aim of the operation to your team members, which means you, will assign their work and make sure that the team also reaches the goals set for the operation. You will have operational- and supervisory responsibilities. Depending on the organizational set- up, you may also have staff, safety and financial responsibility.

Qualifications

Experience
A Minimum of 4 years recent (within the last five years) experience within Mine Action, EOD, BAC, Mine Clearance, Survey/Land Release.

A minimum 6 months in a senior position with operational and supervisory responsibility

We expect you to have documented experience of conducting training and to develop and implementing of SOP’s.

Experience from working within UN is an advantage.
Education
First Level University Degree or/and graduate from a national military or police with in relevant field. You need a valid certificate for EOD IMAS level 3, CMD 2, Land Release Concept.
Languages
Very good spoken and written English. A minimum of level B1 (Pre-Intermediate)

Knowledge in French, Spanish of Russian is an asset.


Other requirements
You are expected to be available for both longer and shorter assignments and trainings.

We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.

Before a registration on MSB's roster, you need to fill in a self-assessed health declaration. If recruited for an international mission, you also need to undergo a health examination before departure.

You must inform your regular employer of your potential assignment with the MSB.

Profile

You must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments.

A capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.

You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.

You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

The MSB roster contains a variety of professions and competences. A registration on our roster is initially for three years. It is your responsibility that your information on Mypages always is up to date during this period. After this period, your registration will be evaluated and you may be offered an extended registration.
It is mandatory to participate in MSB:s introduction course for field staff before you are being deployed. The course is for one week and MSB are hosting the course a couple of times every yea, during the course you are offered a smaller salary. Other mandatory courses and trainings may occur before can be deployed.

Working with MSB on international operations means that you are temporary employees of MSB. MSB pays salaries and other benefit packages depending on the mission, including free return travel and access to health and safety support functions from MSB 24/7 during your mission.
