Experienced in external relations, business development and people management and ready to represent War Child in Ukraine, responsible for developing and executing programming and fundraising strategy through partnerships and project implementation 

This is a temporary position for 12 months, to start Jan 2023 

War Child in Ukraine

War Child is an independent, and impartial international non-governmental organization investing in a peaceful future for children and young people affected by armed conflict. 

War Child interventions aim at improving the well-being and resilience of vulnerable children and youth, by supporting them to shape their own future, together with partners, care givers and communities, creating a lasting impact. The interventions are carried out through a participatory community-based approach that seeks to strengthen existing systems and structures within the communities to (re)create a stable, safe, and supportive environment for children and youth, besides involvement of relevant government agencies in the implementation. 

Following the outbreak of the war in Ukraine, War Child began responding through a local partnership model in Moldova, Romania, and Ukraine. Within the first six months of the response, War Child and its partners reached over 800 frontline workers with MHPSS or CP training, and over 25,000 individuals with PSS services, ECD activities, child protection messaging, or vouchers to support basic needs. 

After the achievements of the first six months of the response, War Child plans to register with a representative office in Ukraine, and work in partnership to expand its response to conflict affected communities. 

Your challenge

You will represent War Child and lead the growth and development of War Child’s programming in Ukraine together with local partners. This involves developing and maintaining strategic and effective relationships with relevant Ukrainian authorities and key stakeholders – INGOs, NNGOs, government agencies, UN agencies and institutional donors.

Together with the Head of Humanitarian Programming, you will be responsible for developing and executing the programming and fundraising strategy for the Ukraine with the aim of increasing institutional funding for the programme. A crucial component will be overseeing in-country partnerships and leading the Ukraine core team in the quality implementation of all projects. 

Your responsibilities

1. Representation, Business development and stakeholder management

External engagement

·       Represents War Child in Ukraine, including in donor meetings and coordination platforms, ensuring War Child’s active participation

·       Raises War Child’s profile through collaborating with communications colleagues on communications and advocacy products 

Relationships with government

·       Build strategic relationships with the Ukrainian government and ministries, recognising them as a critical partner in War Child’s work and mandate

·       Forge out plans to scale War Child’s work through governmental relationships 

Fundraising

·       Proactively identify donors in line with the country strategy, developing strategic relationships with them

·       Identify key INGO and UN contacts and forge out consortia to enter into funding applications

·       Oversee grant applications 

Partnership

·       Engage with Ukraine civil society and build relationships

·       Identify local partners with shared values and missions

·       Develop partnership plans that support local partners to grow in capacity and sustainability  

2. Country Programme Development and Management 

Country strategy development and review

·       Together with the HoHP, lead the country strategy development and approval process

·       Coordinate the Annual Planning and Report cycles 

·       Oversee the implementation of audits recommendations 

Programme implementation and quality

·       Overall responsibility for the management of local partnerships including project implementation and sub-granting.

·       Ensure that programme quality standards are integrated at all stages of programme design, implementation, and evaluation

·       Ensure that projects meet expected results, and comply with donor requirements

·       Promote and uphold the War Child Integrity Framework and "Do No Harm" principles, aiming at strong awareness and respect by War Child staff and partners of all War Child policies- Child Safeguarding, Code of Conduct, Anti-Fraud Anti-Corruption 

Team management

·       Manage a team of core staff members and work to create a mental health aware, and supportive work environment  

·       Ensure staff training and professional development trainings

·       Oversee recruitment to ensure fully staffed team 

Operational management

·       Oversee the master budget of the Ukraine representative office

·       Troubleshoot issue related to the establishment of the local presence within the first year of War Child’s registration in Ukraine 

Your Profile

  • Experience in external relations
  • Experience in program development and implementation, fundraising / resources mobilization, and strategy development and implementation
  • Experience in partnership development and management for the implementation of quality programming
  • Proven experience in leading and managing people, including in capacity development of teams and partners
  • Relevant academic background e.g., Management, Social Sciences, Community Development, Child Rights, Social Work, Education, etc
  • Demonstrated experience in developing strategic partnerships, networking and representation, with actors such as ministries, institutional governmental donors, UN agencies, INGOs and civil society actors
  • Fluency in English, both written and spoken
  • Strong leadership & solid management skills with results focus
  • Excellent communication, relationship building, interpersonal skills and cultural sensitivity
  • Highly proactive and a self-starter
  • Strong coaching skills and ability to facilitate learning
  • Stress-resilient to be able to cope with complex problems, security issues and deadlines
  • Affinity with War Child’s mandate, mission, and core values (Impact, Creativity, Inspiration and Integrity)
  •        Full time, contract duration 12 months, to start Jan 2023
