In line with the strategic objectives of the Secretary-General, the Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for OECD work on building more cohesive and healthier societies through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and exclusion, better health-care systems and good management of migration flows.
ELS is looking for Labour Market Economists / Policy Analysts to carry out research on labour markets disparities and the effectiveness of employment and social policies to promote greater inclusion and productivity. The Directorate provides advice to OECD governments on how to build more resilient and inclusive labour markets across a range of key policy areas such as job quality and collective bargaining, skills and active labour market policies, employment protection and the minimum wage, the integration of migrants and their children, labour migration taxes and benefits, social policies, gender equality, and the distribution of earnings and incomes. The Directorate’s outputs include cross-country analysis as well as country-specific, tailored policy recommendations to help governments create more and better jobs. A special focus is put on vulnerable labour market groups, such as young workers, older workers, the low skilled, the long-term unemployed, immigrants, ethnic/racial minorities, and parents with young childrenThe work involves a mix of analytical and policy-oriented research that is conducted in a dynamic, multicultural environment by teams of highly-qualified and experienced economists.
Main Responsibilities
- Analyse policy-relevant issues , conduct quantitative analysis using national and international microdata from surveys and administrative sources, and draw policy conclusions;
- Liaise with delegates in OECD and key partner countries, organise fact-finding missions and workshops, and participate actively in, and possibly lead, missions to member and non-member countries as required;
- Draft reports and publications in collaboration with colleagues and external experts, and prepare policy briefs to summarise the conclusions for non-technical audiences;
- Support the head of the team in developping new lines of work, notably in relation to the labour market and social impact of the green transition; help identify fundraising opportunities by liaiasing with country delegates;
- Oversee the work of junior analysts, statisticians and interns, and manage external consultants;
- Participate in the general dissemination work of the Directorate, including drafting of briefing material and speeches for senior OECD officials, reviewing and drafting analytical and policy documents, as well as contributing to horizontal and intra-directorate projects as appropriate; represent the OECD at external seminars and conferences;
- Develop and maintain strategic working relations with senior officials in member country administrations and other international organisations, as well as with academics;
Ideal Candidate Profile
Academic Background
- An advanced university degree in economics, social sciences or a related area, with a strong foundation in quantitative analysis. A PhD/doctorate in one of these areas would be considered anasset.
Professional Background
- At least three to five years of applied research and policy analysis experience in the areas of labour market or social policies, acquired in a national administration, international organisation, university or research centre/think tank;
- Experience in quantitative analysis of large datasets, such as household surveys or administrative microdata;
- Good organisational skills, ability to work effectively on the basis of general instructions and with minimum supervision;
- Excellent interpersonal skills and ability to collaborate effectively with teams and integrate ideas from diverse sources.
- The ability to formulate clear policy recommendations based on solid analytical work and proven ability to draft.
Tools
- Excellent knowledge and experience in the use of statistical and econometric software (e.g. Stata, R, Python).
Languages
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
- well in one of the two OECD official languages
- Knowledge of other member country languages would be an advantage.

Contract Duration
- One to two year fixed term appointment, with the possibility of renewal.
- Depending on level of experience, monthly salary starts at either 6,415 EUR or 7,915 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen November 2022 and panel interviews are planned for December 2022 and/or January 2023.
