Update
Context
This IUNV post is located within the Engineering and Facilities Management Unit in the Mission Support Services of the United Nations Support Mission in Libya. The post is located in Tripoli, Libya (Tripoli is classified as a hardship “E” duty station). The incumbent will be under the direct supervision of the Chief Engineering and Facilities Management Unit. With the mandate as renewed as set out SC resolution 2542 (2020) and resolution 2570 (2021), the Security Council has taken UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) coordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. (xii) its strong commitment to a Libyan-led and Libyan-owned political process, facilitated by the United Nations, to create a path to hold free, fair and inclusive national Presidential and Parliamentary elections in Libya as soon as possible,(xiii) Expressing support for the ongoing facilitation of intra-Libyan consultations to create the conditions and circumstances for elections on a constitutional and legal basis, and recalling the timeline elaborated in the Libyan Political Dialogue Forum (LPDF) roadmap and the role of all relevant institutions in delivering elections,
Task description
Within the delegated authority and under the supervision of Chief Engineering or his/her designated mandated representative(s), the UN Volunteer Facilities management officer will: • Assist in supervision of construction project implementation and contract management; • Manage the construction and maintenance of buildings, roads in premises; • Manage office and accommodation facilities for the mission; • Prepare project plan, preliminary designs, scope of works, preliminary cost estimates and implementation schedules for approval; • Maintain a base or field-camp facility sufficient to support various project needs in full compliance with relevant security regulations; • Coordinate the timely payment to all support personnel under direct supervision. • Plan, assist, arrange, and implement the provision of logistical support to the project offices located within the base or field camp facility; • Conduct the routine and ongoing running of all systems within the facility including overseeing any contracted firm’s activities within the facility; • Assist in maintaining the equipment inventory by conducting regular and random checks of the equipment and other valuable items; • Address all maintenance problems within the facility; • Maintain a reasonable and acceptable standard of health and hygiene through the effective management and maintenance of facility utilities; • Develop drafts and review scope of works, bill of quantities, technical specifications, and other required procurement documents; • Maintain the contract file and ensure that the contractor follow the terms and condition of the contract; • Prepare progress reports. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs • As an active UNSMIL Engineering and Facilities Management team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNSMIL and its beneficiaries in the accomplishment of her/his functions, including: • Assign and manage the Office, accommodation space for UNSMIL compound in Tripoli; • Successful and safe construction and facilities camp activities carried out within specified time and allocated resources according to the project; • Submission of daily, weekly, monthly, and annual reports within the allotted time as requested by the Project Manager/Field Engineer and/or Chief Engineering; • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed; • Implementation of various projects assigned to the UNV Facilities Camp Manager to the highest standards and minimum costs to the Mission; • Capacity building of national staff and other local personnel attached to the Engineering team; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
