The OECD Health Division, part of the Directorate for Employment, Labour and Social Affairs (ELS), is the focal point for OECD work on building healthier societies through policy advice related to better health-care systems. In the public health area, the Division has developed several models for assessing the impact of policies. This work is developed by a team with a well established track record in the development of policy decision-support simulation models. The software platforms are developed in C , but the team also uses other programming languages including python and R, particularly to carry out data modelling and management tasks. As part of this work, we are looking for one or multiple software engineers/modellers with strong C object-oriented coding and system design experience (or equivalent experience in Java or in any other object-oriented language) and/or strong skills in machine learning. The selected candidate(s) will become key members of the modelling team in the Division, reporting to a senior economist.

Main Responsibilities

Software development and analysis

  • Contribute to the development of the software platforms including the design of modular systems and the development of the relevant C code;
  • Contribute to the data analysis and modelling work including the design of innovative models to estimate inputs parameters
  • Data management tasks concerning the preparation of data to be processed by the software and the management of the output datasets;
  • Contribute to the documentation of the software, any newly developed code in order to maintain track of the work and help work of other members of the team;
  • Contribute to the design of user interfaces, including a web-based tool for model dissemination;

Communication and Liaison

  • Provide expert input to and co-operate with other members of the team.
  • Communicate with technical staff and analysts, in countries and in other OECD directorates, who are working with models or analysing data.
  • Report on the work to the relevant OECD expert group(s) as well as at specialists' meetings.

Ideal Candidate Profile

Academic and professional background

  • A university degree in mathematics, statistics, engineering, computer science or another equivalent qualification is required. A multi-disciplinary curriculum, with strong skills in statistics, applied mathematics, computer science and machine learning methods would be considered equivalent. An advanced university degree in any of the sectors mentioned above would be an advantage but is not required.
  • Strong C object-oriented coding and system design experience, or equivalent experience in Java or Python and a willingness to learn C , are essential; minimum of two years of practical experience would be an asset;
  • Experience with application of statistics and machine learning to research topics would be an asset;
  • Demonstrated ability in computer simulation model development would be an asset;
  • Broader programming skills, including web-development skills would be an asset;
  • Experience with version control systems and associated platforms (Git, GitHub/Lab) would be an asset
  • Knowledge of health economics or public health would be an asset.
  • Good communications skills, including the ability to clearly communicate orally and in writing with individuals with all levels of technical knowledge are essential;

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at 4,938 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen end of November and panel interviews are planned for second half of December 2022 or early January 2023.
