THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General.  Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid.  As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE PROGRAMME, BUDGET AND FINANCIAL MANAGEMENT SERVICE (EXD/PBF)

Within the Executive Directorate (EXD), the Programme, Budget and Financial Management Service (EXD/PBF), employs a workforce of approximately 115 staff who provide stewardship of the Organisation’s financial resources on behalf of the Secretary-General. The service is composed of six main business units\: Accounting & Financial Support Division; Corporate Procurement Group; Engagement and Strategic Transformation Division; Programme of Work Management Division; Resource Management Systems Division; and Voluntary Contribution Management Group.

Within EXD/PBF, the Resource Management Systems Division (EXD/PBF/RMS), plays a leading role in working collaboratively with other EXD services to digitalise and modernise corporate tools; in so doing, it promotes creativity and optimisation of new technologies.

THE POSITION

EXD/PBF is looking for a SAP developer in the SAP Stream of the Resource Management Systems Division to participate in defining technical specifications, developing, implementing and supporting enterprise wide, mission critical applications. The selected candidate will report to the SAP Architect and Development Manager.

Main Responsibilities

Business Solutions Development and Management

  • Participate in the analysis, definition and implementation of technical solutions\: design application (database, processes, user interface, external interfaces); develop application software as required, or improve existing application software to meet changes in functional and technical specifications, architectures and  performance needs; review and evaluate commercial packages; develop, configure and customise application or package modules; define interfaces with external applications; configure software; conduct integration testing and participate in acceptance testing.
  • Take part in reviewing business needs and defining systems solutions, including improving existing systems, in close collaboration with business owners and client Directorates, using standard methodologies.  Participate in defining project plans and managing the project life cycle, being a part of the project team as necessary and ensuring timely production of stage deliverables.
  • Liaise with the user area client support teams responsible for projects; actively participate in working groups on project definition, analysis and stage reviews. Adapt plans and specifications as required.

Co-ordination and Collaboration

  • Co-ordinate the technical support and evolution of existing SAP applications, with the first level support teams and other team members.
  • Participate in the definition of Enterprise Resource Planning (ERP) implementation, upgrade and technology strategies.

Contribute to horizontal working groups as necessary

  • Flexibility to undertake other related tasks as required.

Ideal Candidate Profile

Academic Background

  • A university degree in information systems, computer engineer or a related discipline.

Professional Background

  • A minimum of four years’ experience analysing business needs and implementing SAP solutions. Experience should include the definition of contingency plans and the assessment of critical incidents identifying workaround and long term solutions.
  • Sound experience in developing and implementing SAP Solutions at enterprise level; understanding and defining control, usability, supportability, and security aspects of SAP solutions; implementing business process changes using SAP.
  • Proven ability to interact with information technology and ERP specialists, both internal and external, to acquire knowledge and skills and find solutions to specific problems.
  • Proven experience developing innovative solutions for business needs, demonstrating the ability to think outside of the box.
  • Good analytical and problem-solving skills.

Tools

  • Knowledge and proven experience in SAPUI5, ABAP OO, ABAP Webdynpro, FloorPlan Manager, OData, CDS view, SAP FES 6.0, SAP WEB IDE, SAP Business Application Studio.
  • Proven experience in Concur implementations, especially on the Concur-SAP integration would be an advantage.
  • Proven understanding of SAP ABAP development concepts, guidelines and SAP architecture.
  • Experience with SAP BTP platform, integration knowledge.
  • Functional/technical knowledge of one or more SAP modules\: FI, MM, FM, PS, GM, SRM, PA, PY, would be an advantage.
  • Working knowledge of Microsoft PowerBI and digital innovations such as machine learning, chatbots and robotic process automation will be an asset.
  • Experience in managing SAP users, authorizations, and profiles.
  • Experience in SAP Basis Administration is a plus.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

What the OECD offers

  • Monthly base salary starting from 4 938 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process

For retained candidates, phone interviews are foreseen in January and panel interviews and written tests are planned for February.
