The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance and supports the results of UNDP’s 2022-2025 Strategic Plan, summarized in its “3x6x3” framework including, strengthening institutions to progressively deliver universal access to basic services based on Structural transformation, Building resilience and Leaving no-one behind. The HIV, Health and Development Group (HHD Group), within BPPS, is helping to contribute towards this outcome. The HIV and Health Strategy 2022-2025: ‘Connecting the Dots’ elaborates UNDP's work on HIV and health in the context of the 2030 Agenda for Sustainable Development.
UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural, and economic determinants of HIV and health, in partnership with UN entities and other organizations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels.
As a trusted, long-term partner with extensive operational experience, UNDP supports countries in the effective implementation of complex, multilateral and multi-sectoral health programmes while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. UNDP partners with countries in crisis/post-crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. When requested, UNDP provide support through various implementation modalities, including technical assistance, fund administration, interim Principal Recipient (PR) in these settings, working with national partners and The Global Fund (GF) to improve management, implementation, and oversight, while simultaneously developing national capacity for governments or local entities to be able to assume the PR role over time. UNDP has been identified by the Global Fund to support the national stakeholders as the PR for the Belarus HIV and TB grant (the ‘Grant’).
Position Purpose
To manage the Grant and achieve its afore mentioned goal, a dedicated Project Management Unit (PMU), will be established to ensure strategic, programmatic, and operational management and oversight of the grant. Leading this PMU, under the day-to-day supervision of the Deputy Resident Representative, the Programme Analyst will be responsible for leading a multi-disciplinary team, achieving a high level of programme performance, effective oversight, and building strategic partnerships, providing policy and strategic technical guidance, and engaging with partners on strengthening national systems and health institutions. This will be done in accordance with UNDP rules, policies and procedures and corporate agreements with the GF, and working in close coordination with national stakeholders, the GF (including Local Fund Agent), CCM, and technical and UN partners, the GF/HIST and other UNDP programmes.
Key Duties and Accountabilities
Formulates/ implements programme strategies, ensures effective management of the Global Fund programme focusing on the achievement of the following results:
- Ensures full compliance with UN/UNDP rules, regulations and policies and procedures, the grant agreements and corporate agreements with the Global Fund ensuring integration of the functional areas.
- Ensures the coordination, management, supervision, and oversight of the PMU across all functional areas (including programme, finance, PSM, SR management, asset management, monitoring, and evaluation) to achieve programme goals, provide quality services and ensure programme delivery with full utilization of GF allocation and strong achievement of programme targets.
- Evaluates the programme impact, performs monitoring of programme delivery and evaluates programme’ performance follows up on reviews with national and implementing partners, Sub-recipients for underperformance, bottlenecks and ensures timely implementation of corrective action(s).
- Liaises with UNDP regional and headquarters, GF/HIST on planning, management, oversight implementation and donor communication.
Ensures financial, asset and health product management and oversight and controls are met and , performs risk assessments focusing on achievement of the following results:
- Ensures on preparation of programme documents required by the donor, including work plans, budgets, monitoring and evaluation plans, and procurement and supply management plans and leads the negotiation of grant agreements, timely reprogramming requests and identification of cost savings.
- Ensures UNDP’s financial, asset and health product (including quality control, insurance) management policies, procedures, and SOPs are followed and validated by internal reviews.
- Manages the timely preparation and quality submissions of financial and programmatic donor reports and responses to management actions, compliance with grant conditions and revisions to the grant agreements.
- Manages the risk assessments, develops and implements risk management matrix/plan with the PMU staff and implementing partners, Sub-recipients and ensures adequate oversight and support is provided, with timely incident reporting and updating of corporate risk registers.
- Ensures compliance of procedures and systems to ensure safety and security of staff, assets, and health products in line with UNDP’s rules, policies, and procedures.
- Supervises and ensures accountability for Service Providers, Sub-recipient (SR) assessments, contracting, monitoring, with SRs work plan and budgets implemented in compliance with UNDP’s SR grant agreements, while ensuring the quality of the programme and achievement of goals of the programme; and
- Manages programme audits (including Sub-recipients) and investigations under the guidance of UNDP RR and GF/HIST and ensures timely follow up on management actions.
Ensures sustainability and expansion of strategic partnerships, supports the implementation of the resource mobilization focusing on achievement of the following results:
- Develops strategic partnerships and maintains strong working relationships with the Ministry of Health, programme implementers, national stakeholders, technical partners, and UN entities to ensure transparent and effective management and oversight of the programme.
- Supports the national strategic planning processes for the programme based on evidence gained during implementation of the programme.
- Advises on the range of value-added services that UNDP can provide to the government in the implementation of GF programme and cost-recovery mechanisms including General Management Services (GMS) and Direct Project costs.
- Maintains close co-ordination between the programme and other health and development initiatives in the country, to promote partnership building and avoid duplication of programmatic activities and to exchange critical and technical information and resolve implementation issues.
- Engages with the GF Country Team and develops a strong professional relationship based upon mutual trust and respect and supports during missions.
Ensures provision of top policy advice and technical guidance focusing on achievement of the following results:
- Ensures harmonization and integration of the programme into the national strategic documents on disease programme.
- Provides policy and technical advice to the national stakeholders, implementing partners and supports work on programme adjustments as necessary.
- Participates in meetings and technical committees of the CCM and other national health and development committees, as required.
- Supports implementation of interventions and policy guidance related to the removal of human rights and gender related barriers to the access to and uptake of services; and
- Coordinates planned studies and programme review(s) with the national programme, in collaboration with the implementing partners, CCM, financial and technical partners, UN entities, and the GF.
Contributes to facilitation of knowledge building and sharing focusing on achievement of the following results:
- Identifies sources of information related to policy-driven issues. Identifies and syntheses best practices and lessons learnt directly linked to programme country policy goals;
- Supports development of communications (print, video) highlighting key programme achievements, best practices, and lessons learnt and contributes to information sharing with the Ministry of Health, implementing partners, CSOs, UN entities, financial and technical partners, the GF and the CCM; and
- Participates in UNDP and other relevant external networks to promote the programme and UNDP’s health and development work (e.g., conferences, community of practice, Yammer);
- Represents UNDP in relevant technical and partner meetings, working groups at country, regional and global level and gathers lessons learnt to apply to the programme.

- Master’s degree in Public Health, International Development, Business Administration, Economics, Social Sciences, or other any other related field;
- Bachelor’s degree with 2 additional years of experience may be taken into consideration in lieu of a Master’s degree.
- A minimum of 2 years relevant experience with a Master’s degree or 4 years of experience with a Bachelor’s degree in the management of health and development programmes.
- Master’s degree in Public Health or Epidemiology is an asset but not a requirement.
- Strong knowledge of UN or UNDP rules, policies, and procedures is an asset.
- Knowledge of Global Fund’s rules, policies and procedures is an asset.
- Work experience in the management of health and development programmes in challenging operating environment.
- Demonstrated experience in developing and managing effective partnerships with government and civil society organizations in health and development programmes.
- Demonstrated experience in building capacity of national entities in the context of health and development programmes.
- Knowledge of TB and HIV is an asset.
- Fluency in Russian and English.
