Duties and Responsibilities

The United Nations Human Settlements Programme (UN-Habitat) is the lead United Nations agency for cities and human settlements. The agency is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all and sustainable development. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, the Habitat Agenda, the Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and UN General Assembly Resolution A/56/206.

The consultant will directly report to the Inter-regional Advisor based at the Programme Development Branch of Global Solution Division. In addition, the consultant will work closely with the Chief of Staff of UN-Habitat’s Office of the Executive Director on the political dimension of the assignment as well as the Chief of Global Solutions Branch, Urban Practices Branch on substantive matters, the incumbent will undertake the following tasks:

RESPONSIBILITIES:

The consultant will directly report to the Inter-regional Advisor based at the Global Solutions Branch, Programme Development Branch. In addition, the consultant will work closely with the Chief of Staff of UN-Habitat’s Office of the Executive Director on the political dimension of the assignment as well as the Chief of Global Solutions Branch, Urban Practices Branch on substantive matters.

The consultancy is required to prepare main deliverables in support of mainstreaming of the United Nations System-Wide Strategy on Sustainable Urban Development of the work of the UNCT, particularly the RCO alongside the establishment of UN-Habitat’s technical support programme in the Republic of Serbia.

Liaise with key stakeholders in the urban sector in the Republic of Serbia, including sector ministries, local government, private sector, academia, and research institutions, CSOs, IFIs, donor community, etc. in close coordination with UN-Habitat Inter-regional Advisor and the RCO/ UNCT.

Take stock of recent and existing housing and urban programmes/projects/initiatives before undertaking the forward-looking strategic value proposition and programme concept notes for new focus areas, geographies, programming, partnerships, and resource mobilisation opportunities for UN-Habitat in the Republic of Serbia in the upcoming years.

Conduct policy review of Serbian policy documents relating to all dimensions of resilient, safe, inclusive and sustainable urbanization as well as migration, climate change, etc.

Map of key financing institutions and donors as well as partners relevant to UN-Habitat portfolio in the Republic of Serbia, and preparation of a resource/ partnership strategy for UN-Habitat in the country.

Finalise the Habitat Country Programme Document (HCPD) for the Republic of Serbia for the period 2023 - 2025 (3 years) responding to identified national and local challenges from an urban lens, fully aligned to nationally identified priorities, and ongoing UN and international community frameworks.

Coordinate with the UNCT in operationalizing Habitat Country Programme Document (HCPD) that aims to respond to identified national and local challenges from an urban lens, fully aligned to nationally identified priorities, and ongoing UN and international community frameworks.

Extend technical advisory services based on request by both UN-Habitat as well as RCO in the field of UN-Habitat’s mandate.

Prepare at least two project documents and funding proposals (including joint programming) in-line with the objectives and scope of the cooperation, in close collaboration with relevant HQ units and in consultation with relevant in-country stakeholders.

Qualifications/special skills

Education: Advanced university degree (Master’s degree or equivalent) in Architecture, Urban Planning, Development Studies, Public Administration, or similar discipline relevant to sustainable urbanization and international development or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of seven years (7) years of progressively responsible experience in project management in urbanization, strategic planning, housing is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, both oral and written, is required. Knowledge of another official UN language is an added advantage, in addition to Serbian language fluency.
