Funded by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety of Germany and implemented by UNDP in partnership with Guidehouse Germany GmbH, COOL UP project’s main goal is to increase sustainable cooling technologies in different cooling segments of the building sector (AC in residential and RAC in commercial buildings) in the MENA countries of Egypt, Jordan, Lebanon, and Turkey; tackle the growing cooling demand while mitigating its adverse impacts on the ozone layer and the climate; promote accelerated technological change and early implementation of the Kigali Amendment to the Montreal Protocol and Paris Agreement in Egypt, Jordan, Lebanon, and Turkey, and is based on four pillars: reducing cooling demand, phasing-down hydrofluorocarbons, replacing and recycling inefficient equipment and refrigerants, and training and awareness raising. In the context of MENA region with low market penetration of sustainable cooling technologies, the development of these technologies is influenced by the regulatory and market boundary conditions. These conditions can be favored towards sustainable solutions by market pull instruments (such as policy instruments, financial schemes) and technology push instruments (such as showcasing new technologies in markets where they have particular advantage) in order to increase demand for sustainable cooling products. Therefore, the COOL UP project aims to apply a combination of activities that utilizes policy instruments, financial schemes and technology push mechanisms, and further supports market transformation with awareness raising and technical trainings. The program aims to create catalytic change in the refrigeration and air conditioning sector and ultimately upscale the deployment of sustainable cooling technologies in the market.
In the view of the above, UNDP plans to mobilize one (1) personnel as National Coordinator for the planning, day-to-day coordination and efficient and timely implementation of the project activities.
The overall duty of the National Coordinator is to provide professional support on the tasks and duties outlined below. S/he will be responsible for ensuring coordination between stakeholders and partners, ensure that they are informed of the activities carried out under the project, and of project results. It is of particular importance to keep all relevant stakeholders informed in order to ensure optimum cooperation. The National Coordinator will be responsible for the planning and implementation of the project related activities.
S/he will ensure that the project activities are implemented in a timely and efficient manner in line with UNDP rules and procedures. S/he will support Chemicals and Waste Projects Coordinator at UNDP Turkey CO and Project Specialist at UNDP MPU/Chemicals in fulfilling their duties and tasks in terms of smooth implementation of project activities, assisting both Turkey and regional component of the CoolUp project. The National Coordinator will have the following responsibilities:
- Provide technical inputs to formulation of AWPs and planning and sequencing of activities for new projects. Provide technical inputs to detailed implementation plans.
- Coordinate, organize and provide technical inputs to project technical meetings, events, reviews, site visits, board meetings, workshops, seminars, trainings, etc.
- Monitor performance of contractors (consultants, companies). Monitor bottlenecks and problems in project implementation, propose action as required.
- Prepare inputs to report and compile project reports as required (monthly reports, quarterly reports, donor reports, final report).
- Provide technical inputs for Projects and project proposals under Climate Change and Environment Portfolio as necessary.
- Draft and/or provide inputs to technical documents such as Progress reports, Final report, meeting minutes, proposals, correspondences, notes, briefs and other materials and documentation.
- Ensure close contact with relevant technical consultants and experts.
- Manage and monitor the contracts signed with third parties in order to ensure the receipt of services on time.
- Monitor progress towards overall project results through supporting regular review of activities and results at the country level, and through encouraging regular collection of data as indicated in the monitoring and results framework.
- Production of financial and managerial information such as: Annual Project Implementation Review Report (APR) and project financial reports, including analysis of expenditure; monitor and update financial data relating to the project on a timely basis.
- Coordinate communication among project partners, UN Agencies, other international organizations, Private Sector, NGOs, Academia and Government in Turkey and worldwide as necessary.
- Plan and implement the dissemination of tools, publications and products of the project.
- Participate in events, meetings, seminars and consultations planned as part of the project. Promote the dissemination of knowledge and lessons learned in the project at national and international events.
- Undertake periodic project reviews and visits to support strategic planning, monitor progress of the activities and results, promote knowledge-sharing and enhance advocacy work.
- Coordinate and supervise studies and research produced under the project framework.
- Establish systems for documenting and analysing the conditions enabling notable impact of the project initiatives. Ensure information flow on lessons learned, promising approaches, less promising approaches between project partners and UNDP.
- Support institutional learning, promote the systematization of lessons learned, results and knowledge finding as a result of the impact of the project.
- Attend Project meetings within UNDP and project partners, stakeholders, and other forums. Provide support to the Project team as necessary, including support in drafting Project related terms of references, organizing Project workshops etc.
- Provide general administrative and logistical support to the project management for conducting project activities.
- Support project experts during implementation and monitoring of site-based joint activities with local stakeholders.
- Implementing project-specific communications plans by preparing materials and inputs for the website and events.
- File and archive all relevant correspondence and project related documents such as: tender dossiers, proposals, technical reports, evaluation reports etc.
- Prepare inputs and keep UNDP ATLAS and Quantum project management modules up-to-date.
- Provide support in selection of project experts and consultants and participate in selection processes if required.
- Ensure sound financial management of the Project (including financial reporting) in close cooperation and collaboration with the Chemicals and Waste Projects Coordinator, Projects Implementation Administrator, MPU/Chemicals Project Specialist and/or the UNDP staff designated for financial/administrative issues.
- Perform finance related duties as assigned UNDP ATLAS/Quantum role.
- Fulfill additional tasks, as required.
Within this scope, the National Coordinator will work closely with the Project Team and will report to the Chemicals and Waste Projects Coordinator.
Institutional Arrangement
The National Coordinator will directly report to the UNDP Turkey Chemicals and Waste Projects Coordinator and work under guidance and coordination of MPU/Chemicals Project Specialist at UNDP HQ level.
UNDP will provide the National Coordinator with all relevant background documents. Depending to the availability of physical facilities (e.g. working space, computer, printer, telephone lines, internet connection etc.) and at the discretion of the UNDP, such facilities may be provided at the disposal of the National Coordinator.
If the National Coordinator will be expected to travel outside the duty station, the costs of these travels will be covered by the project budget.
All document and data provided to the National Coordinator are confidential and cannot be used for any other purposes or shared with a third party without any written approval from UNDP. The title rights, copyrights and all other rights whatsoever their nature in any material produced under the provisions of this ToR will be vested exclusively in UNDP Turkey CO.
The National Coordinator will work in close collaboration with the project/portfolio staff, CCE Projects Implementation Administrator and CCE M&E Officer for smooth planning and implementation of project activities and reporting of project results.

Required Skills and Experience
- Master’s degree in engineering/earth sciences/natural sciences or any other related field.
- Bachelor’s degree with additional two years of experience can be taken into consideration in lieu of Master`s degree.
- Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of relevant experience in supporting the projects/programmes in the field of Environmental Management, Energy and/or Climate Change.
- Experience working with international institutions/organizations is a very strong advantage.
Languages:
- Fluent English and Turkish (written and spoken).
Required skills:
- Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases.
Desired skills and experiences in addition to the competencies covered in the Competencies section:
- Local experience in Turkey in implementation of the national projects.
- Experience in project(s) in collaboration with governmental organizations.
- Relevant working experience in supporting the projects/programmes in the field of Environmental Engineering/Climate Change /Financing Sector/Environmental Financial Instruments.
- Work experience in project cycle management in public or private sector, NGOs or international organizations.
- Experience in the field of cooling sector/F-gas regulation in Turkey.
