ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

The Directorate of Global Partnerships and External Relations (GLO), headed by a Managing Director, is responsible for UNIDO's relations with Member States and all external partners, including through the Policymaking Organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization.

 

The Division of ITPOs and Institutional Partnerships (GLO/ITP) will link UNIDO's Investment and Technology Promotion Offices (ITPOs) with international corporate partners and use the ITP network to forge, in collaboration with IET/PPP and GLO/FLS, partnerships with development partners. It will engage in match-making and partnership development at corporate, institutional, and political levels to support developing countries and countries with economies in transition in becoming attractive investment locations resulting in increased levels of investments and, through investors and partners that the ITPOs bring to the table, engage in technology exchange partnerships that enable them to adopt new technologies for sustainable industrial development.

 

PROJECT CONTEXT

 

At the request of the Government of China (China International Centre for Economic and Technical Exchanges – CICETE) and the local Government of Shanghai (Shanghai Municipal Commission of Commerce – SCOFCOM), UNIDO has extended the project of ITPO Shanghai/SIPC for a new project cycle. ITPO Shanghai/SIPC will provide value-added advisory services to institutions including business development organizations, local governments, and investment promotion agencies (IPAs) to mobilize investment, technology, knowledge and technical skills for the implementation of sustainable, inclusive and innovative projects in developing countries and in China.  

 

The project addresses issues related to SDG 8 (Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all), SDG 9 (Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation), SDG 17 (Strengthen the means of implementation and revitalize the global partnership for sustainable development) and falls in line with UNIDO’s vision of “Inclusive and Sustainable Industrial Development - ISID”.

 

 

FUNCTIONAL RESPONSIBILITIES

Under the overall supervision of the Chief of ITPOs and Institutional Partnerships Division, and direct supervision of the Head of the UNIDO ITPO/SIPC Shanghai, the incumbent shall be responsible for the following duties/assignments listed:

  1. Provide operational support in the efficient running of the daily operations of ITPO Shanghai/SIPC, ensuring that assigned inputs and outputs are delivered on time at the right level of quality and within the allocated budget;

 

  1. Prepare the annual work program, annual report, ad-hoc reports including technical and concept papers or other inputs for seminars, conferences, expert group meetings, etc. as required;

 

  1. Research, analyze and monitor the developments in investment as well as environment friendly or energy saving technology trends, particularly in regards to Shanghai and throughout China and recommend appropriate strategies to the Head;

 

  1. Advise local enterprises, especially SMEs in the identification of investment transfer and/or technology transfer opportunities, in particular sustainable, environment-friendly and energy saving technologies and facilitate the establishment of contacts between interested parties, providing close follow up and counseling during project negotiations and implementation;

 

  1. Establish and maintain a database of investment project profiles as well as local SMEs seeking partners in Shanghai;

 

  1. Prepare, disseminate and promote investment and/or technology project profiles among: UNIDO ITPO Network, local and foreign Investment Promotion Agencies and business related organizations and any other appropriate promotional channel;

 

  1. Maintain regular contacts and cooperation with relevant public and private sector agencies and institutions in Shanghai and throughout China mandated with the promotion of investment, especially for the organization of investment and technology fora and other promotional events, locally and abroad;

 

  1. Facilitate and support the organization of institutional and business missions to and from China, in order to bring existing investment opportunities and sectors to the attention of potential partners and institutional investors, by arranging investment road shows as well as visits to project sites;

 

  1. Advise and support the ITPO Head in the establishment of strategic institutional partnerships for ITPO Shanghai/SIPC and for UNIDO;

 

  1. Assess investment and technology transfer project proposals for relevance and coherence;

 

  1. Provide substantive and logistical support in the organization of national and international investment and technology promotion events aiming at match-making between Chinese and foreign enterprises, in close cooperation with the UNIDO ITPO Network;

 

  1. Coordinate and facilitate the dissemination and promotion of UNIDO methodology and tools, such as COMFAR, by organizing training workshops for ITPO stakeholders and clients;

 

  1. Liaise and cooperate closely with ITPO Coordination (PTC/TII/INV) to ensure a constant flow of information on activities and results for reporting and communication purposes; in particular provide ITPO Shanghai/SIPC’s timely inputs for preparation of advocacy, promotional and information material and tools (brochures, reports, websites) by ITPO Coordination;

 

  1. Support the ITPO Head in developing synergies and networking with other ITPOs and UNIDO services in order to achieve more outputs and more impact;

 

  1. Contribute to UNIDO’s global forum activities (conferences, seminars, expert group meetings, workshops, exhibitions) and provide technical, logistical, and other substantive support;

 

  1. Prepare final report;

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education: Advanced degree in Economics, Business Administration, Engineering, or relevant discipline with specialization in an area related to UNIDO’s mandate as described in the organizational context.

 

Technical and Functional Experience:

A minimum of 5 years of relevant experience in industrial development and/or economic cooperation, preferably with a strong focus on investment promotion and/or sustainable technologies. Familiarity with the business, investment, and industrial climate in Shanghai and throughout China required. Knowledge and experience in management and strategical planning, communication, and client coordination desirable.

 

Languages: Fluency in written and spoken English and Chinese is required. Working knowledge of another official UN language is desirable.
