Founded in 1933, the International Rescue Committee responds to the world's worst humanitarian crises, helping people uprooted by conflict and disaster. IRC has been operating in Jordan since 2007. Today, IRC assists Syrian refugees and Jordanian host communities in achieving improvements in economic wellbeing, health, education, early childhood development and safety. IRC operates in Amman, Mafraq and Irbid governorates, with a main office in Amman and operations in East Amman, Azraq and Za’atari camps, Mafraq, Ramtha, and Irbid. Programming includes women’s and children’s protection and empowerment, livelihoods, primary and reproductive health care, and early childhood development. The team includes over 200 national staff, 200 local volunteers, and two international staff.
Job Overview/Summary:
The field-focused Humanitarian Access & Security Officer (HASO) – Jordan will work closely with the Humanitarian Access & Security Manager (HASM) to develop and oversee the implementation of security management plans, procedures, and guidelines. The HASO supports the safe delivery of assistance to clients in both camp and urban settings. The HAS department works in alignment with and promotes humanitarian principles, Duty of Care and Gender Equality, Diversity and Inclusion (GEDI).
The HASO will:
- Ensure compliance and provide guidance on IRC safety & security policy, standards and procedures to IRC staff.
- Ensure sound and positive humanitarian access within IRC areas of operation, especially refugee camps.
- Provide technical support to IRC field management on physical and operational safety & security standards.
- Increase awareness and capacity building of staff on IRC safety and security standards, procedures, and principles.
- Provide technical support to IRC partners as per their requirements.
- Deputize for the HASM when needed.
Safety and Security Risk Management:
- Support HASM in evaluating, reviewing and updating security management plans on a regular basis. Reference and ensure compliance to the IRC Security Management Framework within the SMP and all annexes.
- Support HASM on humanitarian access management to ensure that IRC, its mission, and work in the areas of operations is known and accepted.
- Conduct security risk assessments according to IRC standards of contracted and prospective offices and residences.
- Minimize safety & security risks to the operations of IRC by conducting regular assessments of IRC sites and implementation of the mitigation measures.
- Report and manage field security incidents according to IRC Incident Management SOPs with support from HASM.
- Provide guidance and enhance the safety & security knowledge of IRC non-dedicated security focal points.
- Conduct workplace safety inspections regularly with support from the non-dedicated security focal points.
- Work with field managers and field program staff to address any safety and security concerns.
- Ensure regular assessment of security situation and communicate accurate, up-to-date information to all staff through SMS, WhatsApp or email.
- Provide orientation and capacity building to all field staff including drivers, security guards, volunteers on security policies and procedures and provide security induction to new hires and security briefing to IRC visitors.
- Ensure mechanism of security check on vehicles and support fleet department on driver’s assessment according to IRC fleet & security SOPs.
- Technically supervise field security guards in partnership with the site program lead.
- Support HASM on COVID-19 and/or other responses to ensure compliance at the field level.
Liaison, Internal and External Coordination:
- Liaise with external stakeholders, including SRAD, PSD, security focal points of I/INGOs and UN for understanding security situation and facilitate access for IRC staff and implementation of IRC programs.
- Represent IRC and attend various security forums and meetings at the field level.
- To work with and provide support and guidance to IRC Jordan country program partners on safety & security management.
