MEAL Manager (National Position)

Key activities

Objective 1: Effective remote supervision of base MEAL teams

Supervise/audit monitoring activities through monthly and weekly plans prepared with support and review of MEAL Team Leaders in bases and guidance of MEAL Coordinator

Ensure high quality monitoring outputs including reports, MEAL plans and indicator tables and updates on time

Validate admin, HR, and logistics requests of staff in the team (leave, transport requests, etc.)

Support the team’s capacity building, including by monitoring and assessing the team’s capacities and gaps, providing on-the-job coaching, and liaising with the MEAL Coordinator for technical capacity development needs

Prepare regular performance appraisals and capacity and training needs assessments for supervised team members

Support recruiting, interviewing, and inducting new M&E staff and/or consultants, data collectors as per request from MEAL Coordinator

Objective 2: Work closely with the MEAL Coordinator to ensure the mission’s MEAL strategy and Learning efforts are integrated and harmonized with other bases

Regularly update the Coordinator on the MEAL framework’s implementation progress, problems, and opportunities.

To define specific processes, methodologies and tools for planning, monitoring, evaluation, learning, accountability, and reporting in line with AAH minimum requirements

Ensure open, clear, and effective relationships and communication channels between the bases’ MEAL teams and the bases’ technical and programs departments

Foster a spirit of collaboration, support, and teamwork among the MEAL team, the field base team and the Damascus-based coordination team and a learning-oriented mindset across the base

Support with training/orienting AAH implementing partners on the MEAL approach and minimum quality standards

Objective 3: Support the rollout and continuous development of MEAL tools, methodologies, guidelines

Monitor the MEAL team to ensure quality implementation and use of department tools and skillsets

Implement MEAL processes and tasks by mainstreaming cross cutting themes (gender, protection, conflict sensitivity, environmental sustainability)

Support in developing visualization reporting tools and using ICT material ( KOBO, PowerBI, etc.)

Objective 4 : Accountability: Contribute to Accountability to Affected Populations through the mission’s Feedback and Complaints Response Mechanism

Support the MEAL Coordinator and Feedback Assistant in training base staff on accountability to affected populations and improve communication with communities

Support in socializing the FCRM at field level and conducting community consultation and awareness raising sessions

Objective 5: Program Quality, Learning and Accountability

Collect and share monthly monitoring trends, drafting activity monitoring reports when needed, as per AAH guidelines and standards

Support in sharing lessons learned and evaluation findings within mission teams

Ensure lessons learned are documented, disseminated, and followed up on over time

Candidate description

Tertiary degree in social sciences, statistics or development, or related degrees with training in project management and planning.

Experience in project cycle management, research, data gathering and management, quantitative/qualitative analysis and reporting in English. Quantitative/qualitative interview and facilitation skills Experience with humanitarian needs assessments Gender and protection mainstreaming related experience is a plus

At least 4 years of experience/management in MEAL in both emergency and recovery programming, with solid experience in leading MEAL in more than one of the priority areas: WASH, FSL, Health and Nutrition.

Experience in MEAL in CVA, Protection and Gender mainstreamed, and resilience programming is preferred.

Preferrable experience in a comparable environment at an NGO, national, or international organization

Demonstrated abilities in the design and implementation of MEAL systems.

Demonstrable knowledge in qualitative and quantitative data collection approaches, methodologies, sampling and tools.

Capacity to facilitate work with community-level actors in planning, design, and implementation of MEAL systems and processes. Demonstrable track record in effective team membership and communications at a management level.

Demonstrated MEAL field experience and competencies in collecting, cleaning, analyzing, and presenting data to a variety of audiences. Ability to present findings and information to diverse audiences through presentations, training, mentoring, and other formal and non-formal methods.

Proficiency in English (speech and writing) Fluency in Arabic (speech and writing)

Microsoft Word, Excel, and PowerPoint Experience with PowerBI, KOBO/ODK. Experience with other data management, analysis, and visualization software is a plus. Experience with GIS software such as QGIS is a plus.

Mobility within Syria and outside of Syria

Remuneration package

Contract period: 6 months renewable base on Action Against Hunger fund and performance.

Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.

Duty station: Damascus.
