Occupational Safety and Health Considerations:
The region is exposed to a moderate threat of earthquakes as it is outside of the South Anatolian Fault Line. It enjoys a relatively low crime rate and there is no direct crime threat against the UN. Nevertheless, strong cultural and security awareness and sensitivity are required.
The measures are in place to ensure that the UNHCR vehicles are in good driving condition, regularly maintained, and appropriately equipped for road transport. The drivers are well equipped with the skills required to drive safely in the relevant environments.
There is no designated UN examining physician/hospital in Sanliurfa. However, health facilities, including both public and private hospitals with relatively high level of care are available locally.
The operational circumstances might create a stressful work context thus capacity for self-care is critical. The health and well-being of colleagues are a top priority for UNHCR and adequate support to strengthen individual resilience will be provided by the Staff Counsellor and Peer Advisors.
Nature of Position:
Under the supervision of Sub-Office Gaziantep, the Field Unit (FU) Sanliurfa covers UNHCR's activities in three provinces of Southeast Türkiye namely Adiyaman, Mardin, and Sanliurfa, where a total of more than 491,000 registered Syrian refugees live in the host communities. The incumbent will report to the Assistant Field Officer (NOA) under the supervision of the Head of Sanliurfa Field Unit. Advice and operational support will also be received from the Senior Field Officer in Sub-Office Gaziantep. The incumbent will:
- Monitor the movements along and across the border and alert the supervisor of any incident or other relevant observation in the field.
- Observe the interviews for voluntary return with Syrian refugees, which are conducted at PDMM Sanliurfa premises in the city and at the border gate Akcakale, to ensure the voluntariness of applicants' decision for return.
- Provide counseling on the consequences of voluntary return and specific protection risk, including referral for appropriate actions to relevant institutions and/or I-NGOs.
- Prepare daily reports and statics on voluntary return interviews and record them in the online database.
- Update the provincial and district fact sheets.
- Keep regular contact with the partners, including the provincial directorates for migration management (PDMMs) and other local institutions to monitor and report on the implementation of the activities, including as a member of the Multi-Functional Team.
- Contribute to the development, implementation, and monitoring of FU’s direct implementation activities.
- Coordinate the needs assessment exercises with relevant colleagues and functional units.
- Provide timely inputs for the FU’s weekly reports and as necessary for other regular and ad hoc reports.
Living and Working Conditions:
Sanliurfa is a B category family duty station..
This is a position in Sanliurfa Field Unit (FU), operating within the structure of UNHCR Southeast Turkiye operations; the nature of the position is such that requires strong motivation and dedication, entailing daily visits to the districts, local institutions, and partner organizations as well as meetings with refugees and members of host communities when required. Additionally, as the FU’s area of responsibility covers Adiyaman province as well, the prospective staff should be able and ready to travel and stay in Mardin or other provinces as deemed appropriate. The transportation for official missions is provided by UNHCR.
Staff safety is paramount to UNHCR and all official movements have to be cleared by the UN Department of Security and Safety. The organization’s risk management focuses on the prevention of staff involvement in tasks/missions which may pose a danger to the staff’s health and safety. Mardin is classified as Security Level 4 and Sanliurfa and Adiyaman are classified as Security Level 2 locations, except for the 10 km belt area from the border between Syria and Turkiye which is classified as a Security Level 4 area. The FU office is well-protected with security guards, CCTV, and other security measures in place at the office. Security awareness is a core responsibility of staff members as well, and in this regard all UNHCR staff are required to undertake the mandatory course of basic Security in the Field (BSAFE).
UNHCR office is in the center of the city, which has a population of more than 2 million residents and 378.5 thousand Syrians.
To fulfill his/her role the incumbent will spend a substantial percentage of her/his time working outside of the office, engaging daily with authorities, various partners, and with persons of concern. This will include regular road missions to Adiyaman and Mardin, the other two provinces under the area of responsibility of the Field Unit Sanliurfa. Long working hours might be required occasionally.
Access to accommodation in Sanliurfa, supply, and transport facilities is good. Apartments and flats are available and generally in good condition with services such as water, gas, electricity, and internet. The public bus transport network is well-developed. Taxi transport is available and affordable.
There is an airport in the city with frequent, daily flights to several locations in the country.
The leisure and recreational facilities are available and accessible though limited in number.
