Overview of position

Following the revolution in 2011 that led to the overthrow of 40 years of authoritarian rule, the clashes have severely impacted both the political and economic conditions affecting the macro-stability of the country, and the lives and livelihood of the Libyan people. 

Following the country’s first free elections on 7 July 2012 of the General National Congress (GNC), Libya’s newly elected Parliament brought on the way law Nr. 59 to decentralise the highly centralised state-structures in a provincial level and a municipal level. While the introduction of provinces was suspended by the GNC, 92 out of 98 established municipalities elected their municipal councils between 2013 and 2016, one of the first steps in the implementation of law 59 Municipal Councils. The responsible Central Committee for Municipal Council Elections (CCMCE) resumed the second generation of council elections in 2019, but could only renew around 40 expired council mandates in-midstmajor security, political, financial, legal and health challenges

Until 2021, municipalities suffered from a lack of competencies and lack of state-funding with Libya remaining a highly centralised state. Only in 2021, the Government of National Unity (GNU) substantially changed the equasion by the systematically transferring competencies from the national to the local level in its effort to finally engage in attributing the required competencies to the local level. 

With an overall goal of building the capacity of Libya’s transitional governance structures and facilitating citizens’ participation in political processes, this initiative is designed to support Libya in holding credible and inclusive municipal council elections as well as to build capacity ofelected councils and their administration to help professionalising service delivery to the citizens and fostering democratic governance at local level. Additionally, the team works with the Ministry of Local Governance, and in close coordination / cooperation specifically with the GIZ and other partners, on policy matters regarding the decentralisation process.

This support is being closely coordinated with other initiatives of UNDP and international partners to municipalities supporting local governance as well as with the Ministry of Local Governance. Due to the challenging security environment resulting from the post-conflict environment and the political division of the country, the project has reinforcedits focus on electoral conflict prevention measures and increased conflict sensitivity and social cohesion to cope with existing and emerging conflicts in the context of pre-and post-electoral processes at municipal level.

In pursuance of the above, the Local Elections & Local Governance Project wishes to bring on board an international Local Governance Advisor with relevant experience at the municipal level to join the project.

Role objectives

The incumbent will contribute to UNDP’s support in promoting Libya’s decentralisation efforts, by 

(1) Support UNDP Libya and specifically the local governance project team in further designing the local governance strategy together with key stakeholders; facilitate relevant events; 
(2) Support the MoLG and key national institutions in fostering decentralisation process, by advising on design, implementation and potential policy reform issues; 
(3) Advise the Municipal Council Support team to foster democratic representation and participation, assisting councils to systematically engage with citizens in the councils’ affairs; 
(4) Support the CTA in liaising closely with key international stakeholders in local governance

Main Activities:

(1) Support UNDP Libya and specifically the local governance project team in further designing the local governance strategy together with key stakeholders; facilitate relevant events;
(2) Support the MoLG and key national institutions in fostering decentralisation process, by advising on design, implementation and potential policy reform issues; 
• Work closely with the MoLG and team on implementation of the decentralisation law the implementation of executive regulations specifically regarding the recent transfer of competencies; 
• Provide broad range of technical solutions and capacity development to national partners; 
• Engage on decentralisation reform, and support national efforts as needed, with a range of key stakeholders including the Ministry, the Legislator, and other key stakeholders, and support inclusive multi-stakeholder consultations; 
• Liaise closely and collaborate with international partners specifically the GIZ team, which is the lead partner in the area of decentralisation; 
• Support the Municipal Council Team in its efforts to support the HCLA and other international partners to fully integrate and harmonise training efforts with municipalities; 
(3) Advise the Municipal Council Support team to foster democratic representation and participation, assisting councils to systematically engage with citizens in the councils’ affairs; 
• Support democratic participation at local level through the continued implementation and further refining of communication and outreach & community participation plans at local level; 
• Help developing criteria for successful community participation, and help develop mechanisms andmaterials with municipal councils and their administration; 
• Facilitate community participation as required; 
• Partner with civil societyand media in the field of community participation to raise awareness of citizens priorities; 
• Support engagement specifically with women, youths, and other disadvantages groups in public dialogue and campaigns; 
(4) Support the CTA and the national Coordinator in liaising closely with key stakeholders in local governance, and other core tasks:
• Liaise closely with the lead agency in local governance, the GIZ, and cooperate closely in the implementation of the decentralisation policy; 
• Engage closely with other implementing partners as needed, to ensure, and increase, synergies and collaboration among international partners and with national partners; 
• Support GIZ and partners to regularly engage in a technical coordination group; 
• Maintain and cultivate relationships with all key governmental and non-governmental stakeholders including the Ministry of Local Government, the High Council for Local Administration and the Association of Libyan Municipalities to ensure good collaboration and coordination, working closely with the municipal council team;  
• Document successes, challenges, and lessons learned and share as required through reports, briefing sessions, etc. 
• Engage in any other relevantformally delegated task.

The appointee must be customer focused and highly motivated with good time management and interpersonal skills. She/he must have excellent communication and organization skills and with a high level of accuracy and reliability. S/he must have a well-established methodology for addressing local, domestic issues & problemsThe candidate shall have solidexperience in working at local governance levelincluding ,butis equally familiar with working at national level with key stakeholders including with national institutionsCandidates with fewer years of experience will have to demonstrate a strong academic background and strong interpersonal skills.
