Background: 

The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Overall Purpose of the role:

As the Economic Recovery Officer, you will be based in Dolow with regular visit to all field/sub-Project sites. The Officer will assist Area Manager in the Implementation of Economic Recovery Interventions for the EU-BORESHA Project in accordance with the project log frame, budget and work plan. He/she will coordinate with programme/Support Team and will be responsible to ensure EU-BORESHA Livelihoods activities are implemented in a timely, high quality and effective manner that reflects the priorities of the Target population. DRC is seeking the role holder to posses the thematic food security and Economic Recovery interventions, Cash-based Transfers, Agricultural based Economic Recovery(Crop/Livestock), Graduation Models, youth employment Schemes, Financial inclusion, Climate adaptation and disaster risk management, resilience designs and social Protection, among the Expected area of strength. He/she should at the same time promote DRC’s values through various entry points in the Project and preserve staff moral and enthusiasm for the Project.

Responsibilities:                                                                                                                                              

  • Conduct awareness/sensitization meetings on VSLA and BDS, activities among communities and local leaders
  • Facilitate the community vulnerability Analysis in target villages to define community gaps and provide basis for planning
  • Develop strategies and work plans (annual/quarterly/monthly) to ensure effective implementation of VSLA & BDS activities in target locations as outlined in detailed implementation plan
  • Facilitate the identification and/or formation and mobilization of local structures (VSLA, IGA groups, Cooperatives, financial institutions and marketing groups) in the villages and district to assist in delivery of program interventions.
  • Facilitate beneficiary identification in consultation with communities & local leaders
  • Facilitate the identification of Community Village Agents
  • Identify technical capacity gaps and problems for beneficiaries and Village Agents face and skills/knowledge they have in VSLAs, Business Development, IGAs and related fields
  • Train the beneficiaries and Village Agents in good practices and innovations related to Village Savings and Loans, BDS, RAIGO cooperatives/ organization & marketing.
  • Train Economic development Groups/Associations/Committees on governance/leadership, VSLA, BDS and IGAs activities operation and management and sustainability
  • Facilitate training of beneficiaries and Village Agents using participatory extension methodologies group approach and workshops)
  • Coach and mentor the Village Agents for effective facilitation/support of VSLA, IGAs and BDS activities
  • Strengthen the capacity of partners – local government, associations and cooperatives in implementation and managing of VSLA, IGAs, VST and BDS activities
  • Assist detailed implementation plan and monthly/weekly plans and stick to the plan
  • In collaboration with the M&E Officer, regularly gather evidence and data from projects in the field
  • Participate in the design of baseline, mid-term and end of project evaluations
  • Participate in the documenting lessons learnt, best practice and case studies to contribute to sector learning.
  • Uphold Core Humanitarian standards are taken in to practice throughout FSL activity implementation
  • Coordinate and Regularly participate food security clusters, Cash working Group
  • Participate interagency Deyr and Gu need assessment
  • Produce high quality weekly, monthly, and quarter progress reports.
  • Facilitate liaison with community-based organizations and coordinate with community leaders in identifying target groups for DRC FSL activities in urban, rural and lDP settlements.
  • facilitate the CAPs and needs assessment survey or any other assessment in the target groups or communities.
  • Any other duty assigned by the line Manager

Education, experience & technical competencies. (include years of experience)

 Essential:

  • (University/ Dip in community developments, in Sociology, BA, PA, Agronomy, NRM, Economics or any other relevant fields
  • Minimum of 4 years of progressive experience in implementing FSL/WASH Projects, with demonstrated experience in resilience programming.
  • Demonstrated knowledge of community mobilization/involvement techniques.
  • Experience in working with local communities through development of CAAPs, local community resource mobilization and coordination with local authorities, diaspora and private sector partners
  • Experience working with pastoral communities, fluency in Somali language is required.
  • Excellent in managerial skills (planning and organizational skills, problem solving   capabilities, innovative and industrious)
  • Understanding of EU donor reporting requirements,
  • Proven experience in Microsoft applications (Ms. Word, Excel, Power-Point and Outlook)
  • Stable and robust character and a good team-player, Proven ability to prioritize tasks    and meet deadlines
  • Excellent communication skills, calm and a good sense of humor.
  • Proven commitment to accountability practices

 Languages:

  • Fluency in written and spoken Somali & English.

Reporting to:     Area Manager

Duration:           12 Months with possibility of extension based on performance and funding

Contract:          This position is graded as Band H2-Non-Management for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
