The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The Finance Directorate (FIN) ensures that the CEB’s financial management preserves its robustness and resilience in the pursuit of its social mandate. FIN provides sustainable financial solutions for CEB’s clients and obtains financial resources at competitive terms through bond issues in the financial markets and investor relations management. The Directorate ensures the adequate liquidity level to cover lending activities while generating net profits and continuously strengthening the CEB’s own funds.

The CEB is looking for a skilled Front-Office Reporting Coordinator to provide reporting and analytical support with a strong sense of organisation, priorities and deadlines with a concern for quality and accuracy. The successful candidate will report to the Director of Funding and Treasury & ALM Divisions.

Main Responsibilities:
Support the different Front-Office activities (Funding, Treasury & ALM) in their reporting and analytical tasks.
Ensure database development and maintenance. Formulate queries to search and screen information and databases from among given criteria. Extract sensitive / critical information from specialised databases or information sources.
Provide the necessary assistance to underpin work processes / process cycle; liaise with other Directorates and external parties to obtain required information with a focus on content.
Structure data and information so as to present it in a clear understandable way or to insert it into reports. Gather, analyse and integrate a wide range of data, information and documentation in overviews / tables; ensure the calculation and consolidation of data. Ensure the comprehensiveness and relevance of the gathered data scope.
Prepare and draw up (status / periodic) reports with a focus on content and with variable data or performance indicators for monitoring/reporting purposes or decision-making purposes at executive level (Committees, Boards, etc.) and keep the latter up to date. Provide studies, analyse and highlight divergences and trends in a timely manner.
Assist in the definition, preparation, implementation and maintenance of management support tools to ensure efficient execution of the related activities; give impetus to improving or optimising working methods, procedures and tools.
Disseminate clear information to those concerned and gathers feedback.


Academic background:
At a minimum, secondary level education, preferably with a degree in finance, banking or related field.

Professional background:
Experience in database management and capacity to define and structure data models, ensuring their maintainability and adaptability. Strong conceptualising skills and judgement to ensure the integrity, the reliability and usefulness of produced reports.
Knowledge of financial markets, banking sector and financial products in general.
Excellent IT skills and proficiency in the use of standard office application tools (Word processing, PowerPoint presentation, Outlook, web publications) as well as programming skills (Excel spreadsheets including complex- or customised- formulas, databases – notably Access, querying languages and tactical coding languages such as VBA) and specific software related to the Directorate’s activities (e.g., Persee/Opera, T24/Globus).
Familiarity with Bloomberg and Reuters analytical tools would be an asset.
Demonstrated problem solving and judgment skills to find appropriate solutions within short deadlines.
Acute sense of integrity, given the confidential nature of data underlying internal reporting

Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
Knowledge of one or more other Member country language(s) is an asset.
