South East Asia Multi-Country Office (SEAMCO)

The South East Asia and Pacific Multi Country Office (SEAMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. SEAMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across  North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines.  SEAMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine SEAMCOs: SEMCO Thailand, SEAMCO Indonesia,  SEAMCO Pacific Operations Cluster, SEAMCO Papua New Guinea, SEAMCO China, SEAMCO Vietnam, SEAMCO Lao PDR, SEAMCO Philippines and SEAMCO Cambodia.

In 2022, the UNOPS SEAMCO implemented projects worth more than USD 95.7 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.  

The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself. 

Operational Context

Under the guidance and direct supervision of the Administration Senior Officer, the ICT Officer is responsible for the provision of consistent, efficient and responsive ICT support services in all countries under SEAMCO and to other UNOPS entities receiving or utilizing SEAMCO general administration support in any of the SEAMCO countries, noting that the SEAMCO ICT team currently provides support to the Office of the Regional Director for UNOPS Asia Region, the UNOPS Asia Region Health Cluster (ARHC) and other entities located in Thailand.

The ICT Officer guides and provides technical supervision to ICT personnel located in countries across the MCO and ensures the elaboration and implementation of Standard Operating Procedures (SOPs) covering ICT.  He/she coordinates the implementation of various ICT strategies and protocols across the MCO and ensures that all personnel are aware of and familiar with ICT policies and cyber security measures.

The incumbent participates in the ICT Working Groups as designated, including in countries where SEAMCO does not have dedicated ICT personnel.

Duties and Responsibilities 

Under the general guidance and supervision of the Administration Senior Officer, the incumbent is responsible for the provision of consistent, efficient and responsive ICT services in all countries under SEAMCO and to other UNOPS entities receiving or utilizing SEAMCO general administration support in any of the SEAMCO countries. He/she supervises some of the ICT personnel in the MCO and coordinates the efforts of all ICT personnel located in all the duty stations under SEAMCO and is responsible for the following: 


Provision of effective and efficient ICT support,  focusing on achievement of the following result

  • Consistent and timely troubleshooting support provided to all projects and personnel 

  • Proactive assessment of user needs in terms of software and applications and installation of the same on computers for all relevant users

  • Availability of strong, reliable and adequate internet connectivity in all SEAMCO  offices

  • Implementation of a system across the MCO to ensure timely provision of roaming packages for travelers where justified  

  • Identification of new areas where computerization is advantageous and applicable.  Recommendation of applicable software packages to use, understanding user/clients specification, needs and requirements to achieve client satisfaction.

  • Technical support provided to the Procurement in defining specifications for ICT related equipment and services and participate in procurement bid evaluations as a technical expert

  • Technical support provided to projects and personnel in designing ICT related systems and platforms for automation of processes 

  • Implementation of corporate information technology policy changes applicable to the office, if any, to be compatible and up to par with other offices and achieve global IT plan

  • Each duty station has adequate, functional and user-friendly systems to facilitate teleconference with robust audio and visual capabilities 

  • Training provided to users on various ICT related topics and elaborate SOPs on various ICT related procedures 

  • All ICT services provided in compliance with UNOPS policies, regulations and rules, procedures and local SOPs


Effective management of ICT equipment, tools and applications, focusing on achievement of the following result

  • In-depth evaluation of ICT capacity and requirements of the SEAMCO offices.  Identification and prioritization of areas where improvements need to be addressed to be able to effectively:

  • Collaboration in the planning of global IT strategies and policies by representing the office and providing feedback on local IT requirements, technical capacity in terms of web technology, support and skills available.

  • Ongoing proactive evaluation of system performance, identifying areas of inefficiencies and potential problems. 

  • Collaboration with management for corrective actions to achieve improved and uninterrupted services. 

  • Recommendation of back-up options in potential problem areas that are beyond one’s control.

  • Ensuring security of information technology operation at all times.  Development of back-up programmes and ensuring strict implementation.

  • Establishment of control systems to ensure that all information technology equipment is maintained regularly and in proper working condition.

  • Interaction with HQ and IT staff in other UN agencies in the area and participation in information exchange meetings for systems co-ordination, consistency in direction, policy and standards; also for knowledge sharing on software expertise 

  • Maintenance of application systems and in collaboration with clients/users mutual agreement on changes/modifications to existing programmes and reports generated to ensure continued system effectiveness and relevance.  Provision of reports, ad hoc or otherwise, required for management information and as tool for decision-making

  • Recommendation of strategies to ensure and improve global connectivity and telecommunication facilities.

  • Proactive monitoring and maintenance of telecommunications equipment, including handheld radios and satellite phones to avoid interruption of services.

  • All warranty supporting documentation and materials are kept safe, secure and accessible during the validity period of each warranty 


Support the management of assets, focusing on achieving the following results 

  • All ICT assets and inventories are recorded in a timely and accurate manner in corporate and local registers 

  • All assets in all offices are registered in a timely manner and exception reports submitted to the supervisor in a timely manner 


Team management
  • Coordination and technical guidance/supervision of all ICT personnel under the MCO 

  • Facilitate the engagement and provision of high quality results and services of the team supervised through effective recruitment, work planning, performance management, coaching, and promotion of learning and development.

  • Provide oversight, ensuring compliance by team members with existing policies and best practices.


Knowledge building and knowledge sharing 
  • Organize, facilitate and/or deliver training and learning initiatives for Business Unit personnel on Procurement‐related topics.

  • Contribute to Procurement knowledge networks and communities of practice by providing collaborative synthesis of lessons learnt and dissemination of best practices in procurement.

  • Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

Education/Experience/Language requirements

Education: 

  • A First University degree in preferably in Computer Science, Information Technology, Network Administration/Engineering or related field is preferred. 

  • Advanced Degree or equivalent in the above mentioned fields is preferred.

Experience: 

  • A minimum of two (2) years’ experience in providing ICT services required in combination with a first university degree ( Bachelor’s or equivalent)

  • Experience in the international context (working in an international organization, working as an international personnel, etc) is required

  • Experience providing general admin support and/or managing assets is an added advantage

  • Personnel supervisory experience is an added advantage 

  • Experience in the usage of computers and Google Suite applications.

Language Requirements:

  • Full working knowledge of English is required.
