The Asia Pacific Regional Office supports 38 National Societies, many of which have significant capacities and resources as well as domestic and international programs. Partner National Societies that fund activities are active both bilaterally and multilaterally in the Region, with IFRC coordination and support.  Significant programming is under way to help National Societies carry out their Strategic Plans and to assist them during disaster responses as well as for longer term development programs. 

IFRC-AP Strategic Engagement and Partnerships Unit (SEP) in which this position is located has five major responsibilities:  1) mobilizing the potential of shared leadership and co-creation 2) partnership meetings 3) proposal writing support 4) resource mobilization and 5) pledge management.   The unit leads on and coordinates the implementation of the IFRC partnership and cooperation agendas with public, private, inter-governmental and multilateral organizations and Movement partners in Asia Pacific, in coherence with the global IFRC PRD approach and priorities, the Global Resource Mobilization Strategy 2030, and with a view to maximizing IFRC resources and influence across the region. 

The Business Development Senior Officer is part of the SEP team in Asia Pacific. The position holder works in close liaison with the Head of Unit, the Partnerships and Resource Development (PRD) global team in Geneva, regional technical teams as well as Country Cluster Support Team (CCST) and Country Offices (CO) to lead multi-disciplinary teams to produce high quality promotional materials, technical brochures, project proposals and concept papers, and other documentation for sharing with targeted donors such as governments, multilateral development banks, UN agencies, corporations, foundations, and non-traditional partners.  

Job Purpose

The purpose of this job is to develop and manage processes of soliciting funding to donors for IFRC programs throughout the Asia Pacific region.  Working with relationship managers, country delegations, and technical units the position will be responsible for ensuring quality submissions to donors through coordination with others or independently producing complex proposals.  It will also help to enhance the public profile of IFRC through production of quality promotional materials in areas of specialty for IFRC.  

Job Duties and Responsibilities

Process Development and Maintenance

  • Design and socialize proposal development process protocols
  • Develop and keep updated capacity statements in key areas of IFRC work.
  • Develop tracking mechanisms for opportunities and all submissions across 13 IFRC offices.
  • Coordinate with technical and SMEs on establishing quality control mechanisms for proposal production.
  • Coordinate with Geneva HQ and other regions on processes to promote standardization of best practices.

Concept Paper and Proposal Production

  • Lead and coordinate proposal development to external donors.
  • Form and lead teams of subject matter experts and other functional areas for quality proposal preparation.
  • Create and run “RED” process of review for large proposals over CHF 5,000,000 or with new donors with high potential.
  • Write proposals or sections of proposals as required
  • Develop unsolicited concept papers and proposals in key programmatic and flagship areas
  • Edit proposals and concepts
  • Establish appropriate contacts with delegations for identification of opportunities
  • Deploy as necessary to IFRC delegations for proposal production

Intelligence on Application Processes

  • Stay abreast of current application processes and procedures for major external and RCRC donors
  • Opportunity research and tracking

Technical Promotional Documentation

  • Create regionally focused promotional documents for global flagship programs.
  • Develop sectoral fact sheets or documents for use with donors.

Marketing Document Production

  • Coordination of promotional documents for Emergency Appeals as well as regional and country level annual plans

Tracking of Proposal Success and Continuous Improvement

  • Establish and track KPIs for proposal success

Training

  • Training and guidance to delegations on proposal development and writing.

Education

Required

  • University degree or equivalent in a relevant discipline.
  • Relevant professional training courses

Preferred

  • Relevant post-graduate degree or MBA

Experience

Required

  • A least 8 years working with Red Cross/ Red Crescent, INGOs, or UN in business development and proposal coordination.
  • 3 years of experience engaging directly with or working for other donor workstreams such as multilaterals, corporations, or foundations. 
  • Experience in operations or partnerships in areas of disaster management, climate change, health, and migration.
  • Proven track record in writing successful proposals to institutional donors. 
  • Coordinating and leading teams in production of complex applications to institutional donor RFPs.
  • At least 5 years in positions with extensive English language writing as part of job
  • Production of marketing and promotional documents
