Mission and objectives

The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established by Security Council resolution 2100 of 25 April 2013 to support political processes in the country and to carry out a number of security-related tasks. The Mission has been asked to support the transitional authorities of Mali in the stabilization of the country and implementation of the transitional roadmap, focusing on major population centers and lines of communication, protecting civilians, human rights monitoring, the creation of conditions for the provision of humanitarian assistance and the return of displaced persons, the extension of State authority and the preparation of free, inclusive and peaceful elections. Context

In accordance with the tasks outlined above, the incumbent is expected to produce the following outputs: • Well-coordinated efficient information technology support to standard MS Outlook/e-mail/internet and Intranet services as well as to specialized inventory, procurement, personnel, and accounting. • Ensure applications are implemented according to UN established standards for IT technologies, programming languages and tools. • Provided operational support and maintenance of MS Outlook, MS Exchange, and Lotus Domino Servers. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs). • Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed

Task description

Under the direct supervision of the Sector East Regional Coordinator Unit in the Field Technology Section (FTS), the UN Volunteer will undertake the following tasks: • Analyses network projects and made appropriate recommendations to Unit’s head, in accordance with mission requirements/mandate. • Assists MINUSMA with overall network architecture including wireless, network security and generate, revise network diagrams/ documentation. • Designs, plans, operates, and maintains ICT Networks and systems in Sector East (Gao and Ansongo) including Wi-Fi, routing, switching, LAN, WAN, Firewalls, and related applications/databases. • Manage inter networking devices that interface with corporate and ISP satellite modems, MPLS, DMVPN, leased lines, Microwave, and other terrestrial links. • Supports to relevant FTS Sector East Sub-Units with their Network requirements, including Infrastructure, CCTV and Camp Protection assets. • Provides technical support to MINUSMA FTS in the coordination of its daily operations of networks for different field missions around the Mission area. • Reviews data security systems/configurations and recommend cost-effective upgrades to keep up with changing technology, growth of mission, and needs of Mission components ensuring maximum efficiency and protection of data assets/systems and services. • Prepares network backup and security policies and up to date Network Diagrams. • Supports and maintenance and organize’ s prompt network support by assigning the available technical resources while exercising quality assurance functions. • Works with other specialists and collaborates with external partners to ensure proper connectivity of the Mission network to the Internet and other external sources. • Provides technical guidance for other peer members of the Information Technology Operations Unit. • Uses network management and monitoring tools to prepare problem-analysis reports, system health, resources utilization data, suggests measures for network efficiency maximization and provides recommendations and reports for Unit’s head review. • Manages the operation of all LAN/WAN systems utilizing Cisco routers/ bridges/concentrators/switches/firewalls and servers. • Provides advanced technical support regarding the more complex and involved LAN/WAN problems and recommends upgrades when necessary. • Hands on experience to the implementation and maintenance of the routed and routing Protocols TCP/IP, EIGRP, BGP, allocation/assignment of IP address management, Internet access, Layer I/IIIII/ access control. • Provides technical support and problem-solving skills to the Mission’s Wide Area Network using mostly CISCO routing, switching and multi-services platforms. • Supports the design, implementation, and maintenance of Data Security projects with emphasis in CISCO and Checkpoint (Perimeter Firewalls, Intrusion Prevention Systems, Network Traffic Monitoring Systems, Secure Data Tunnels, Secure Remote Access Systems, Internet Proxy Servers and Content Filtering systems, Secure Wireless Networks, Wireless Controllers and Network Access Control Systems) • Supports the design and implementation of VPN (Virtual private Networks) Mission wide. • Coordinate and assess the implementation of Network security policies. • Work as part of FTS duty Technician responsible for emergency customer support calls after official working hours. • Supervises the Network Unit and acts as Officer in Charge of the ICT Operations Unit when the supervisor in not in the mission area. • Supports the operations of the LTE 4G network. • Plans and implements planned, emergency maintenance and management in compliance with the prevailing procedures. • Supports regular inventories of network assets and maintains up to date records to ensure accuracy of locations and users. • Performs any other duties assigned by the Regional Coordinator or supervisor
