Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities – in more than 40 countries around the world. DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection, Water, Sanitation and Hygiene (WASH), Shelter and infrastructure, General Food Distribution (GFD) and Livelihoods.

Overall purpose of the role: 
This position is responsible for the supervision and delivery of the Protection and Inclusion activities in the field. The protection officer will oversee the effective of the performance of the integrated social worker provide effective support in the direct implementation, monitoring and evaluation of protection related activities at the designated level. S/he will work under the direct supervision of a Team Leader. The protection officer shall supervise the functionality of Age, gender and disability Friendly Space, Active Aging Clubs and CBMs to ensure PSN activities are implemented.

Main Responsibilities:

•    Assist the Community outreach team in the collection of data using tools developed and agreed upon.
•    Give feedback on the project community meetings with beneficiaries and Community.
•    Participate in awareness raising activities for commemoration of different international days for people with specific needs such as International albinism day, world refugee day, elder abuse awareness day etc and ensure PSN rights are mainstreamed throughout the commemoration events
•    Support people with mobility challenges to access services provided in the camps and organize transport for them during distribution days 
•    Facilitate the identification and linkage of people with specific needs in kitchen gardening, bio briquette production and engage the most vulnerable PSN in sources of generating activities to foster their livelihood.
•    Facilitate distribution of cash-based support and in-kind motivation to targeted PSNs and ensure that all PSNs’ concerns related to distribution are worked upon on timely manner
•    Provide assistive devices and techniques to people with disabilities, especially to people with physical and hearing impairment including physiotherapy, sign language, wheelchairs, commode chairs, clutches, and walking sticks etc
•    Conduct capacity building training to care takers of homebound patients and ensure they receive necessary material and technical support.
•    Organize and support recreational activities and sports events to PSN for their improved psycho-social support and wellbeing as well as promoting their talents.
•    Participate in setting up structures of PSN groups, capacitate them in identified needs, hold regular meetings with them for information sharing and capacity building.
•    Ensure risk assessment and protection solutions is done for assigned zone
•    Ensure proper reporting of PSN Protection issues in his/her zone in collaboration with protection assistants.
•    Ensure that PSN Safeguarding standards are considered in the activities with support from integrated protection team leader        
•    Ensure the action plans of PSN in the safe and inclusion spaces are closely followed -up with support from integrated protection team leader.
•    Ensure assessment, documentation, and good follow up of all referred cases and report accordingly
•    Perform any other duties assigned by your supervisor to support the attainment of organizational goal.

Programming & Operations
•    Ensure efficient and effective program implementation while following the budget and work plan
•    Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
•    Lead the team in carrying out monitoring and evaluation exercises
•    Take initiative on procurement, working with Protection Coordinator and Protection Manager and Supply chain to ensure smooth procurement process and correct use of budget spending. 
•    Coordination and representation
•    Collaborate with relevant internal and external technical experts on sector relevant issues
•    Represent DRC at meetings and other relevant technical coordination meetings
•    Ensure integration with other DRC sectors, such as Camp Coordination and Camp Management livelihoods, WASH, and General Food Distribution (GFD).
•    Project development 
•    Asist in developing project plans and budgets for funding 
•    Work with Protection Coordinator to develop projects tools 
•    Project implementation and reporting 
•    Work with MEAL department to monitor and evaluate project

Logistics/Finance
•    Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up 
•    Plan and coordinate proactively logistics and movements of staff from and to different operational areas
•    Initiate procurements and ensure their execution
•    Ensure distribution plans are prepared and shared with logistics in a timely manner

Qualifications and Experience

Essential Experience 
•    A degree in Community Development, social work, law, education, or related field with good knowledge of established protection and inclusion standards and Humanitarian principles, can be an advantage.
•    Experience and technical competencies: (include years of experience) 
•    2-year work experience in related field
•    previous experience working with refugees - preferable
•    previous experience working in international organizations – preferable 
•    Demonstrable interest in aging issues and experience in working with the refugee population is preferred.
•    Understanding protection and human rights issues concerning refugees is a plus. 
•    Excellent interpersonal skills, well-developed organizational and planning skills, Good report writing skills, and facilitation and training skills
