1. Project Background

The Project consists of the construction of a fixed road crossing between the Batam and Tanjung Sauh Islands. This crossing would be a segment of the proposed Batam-Bintan inter-island road crossing which consists of: (i) a road access to a fixed bridge crossing between Batam Island and Tanjung Sauh Island; (ii) a fixed bridge crossing between Batam Island to Tanjung Sauh Island; (iii) a road connecting the Batam-Tanjung Sauh Bridge, on Tanjung Sauh Island, to a bridge connecting Tanjung Sauh Island to Bintan Island; (iv) a fixed bridge crossing between Tanjung Sauh Island to Bintan Island; and (v) a road access on Bitan Island to the fixed bridge crossing between Tanjung Sauh Island and Bintan Island. This crossing will be the only fixed permanent crossing between Batam and Tanjung Sauh Islands. The Ministry is seeking AIIB’s financing the Batam-Tanjun Sauh segment of the crossing. The MPWH has appointed an E&S Consultant to carry out E&S studies including the Environmental and Social Impact Assessment (ESIA) and Land Acquisition and Resettlement Plan (LARP) and to bring existing domestic environmental and social documentation into compliance with the AIIB’s ESP.

2. Objectives of the Assignment

This consultancy assignment aims to work as a member of the Panel, to conduct quality control of the environmental aspects in the E&S studies of the Project and to be engaged as the stakeholder of the Project.

3. Scope of Services

The Consultant is expected to review the E&S studies for this Project to be prepared by MPWH’s E&S Consultant, to provide guidance to the consultant, conduct quality control of environmental aspects in the studies, and ensure the compliance with AIIB ESP and specific international standards. The Consultant, as part of the Panel will join the meetings with the stakeholders, which will be considered stakeholder engagement of the Project. The Panel is expected to be a consultative mechanism throughout the project preparation stage.

4. Consultancy Output / Deliverables

• Comments on E&S studies; • Training materials on environmental safeguards.

5. Implementation Arrangement

The Consultant will work closely with the Bank’s Environmental Specialists and Social Development Specialists, MPWH and its E&S consultant. The assignment includes desk work in her/his home office and site visits.

6. Support to the Consultant by the Bank

The Bank’s Environmental Specialists and Social Development Specialists will coordinate with the MPWH and its E&S consultant to ensure the requested documents/data available to the Consultant in time.

7. Knowledge Transfer and Training

Provide capacity building (e.g., workshops, case studies) to the MPWH, local government agencies and project beneficiaries on (i) international good practices in the field of Environmental Safeguards particularly on the differences between Indonesian regulations and AIIB ESP, (ii) implementation of E&S measures, and (iii) on other E&S-related topics.

Qualification Requirement

The Consultant should have Master’s degree or equivalent in environmental engineering/science with minimum 20 years of experience of which at least 15 years on environmental impact assessment with MDBs (World Bank, ADB or IFC). The Consultant should have deep understanding of differences between Indonesian regulations on environmental assessment and MDB’s safeguards requirements. Familiarity with international standards and experience in projects with similar level of complexity (for E&S assessment and management) are required. Experience in road projects is an asset. Fluent in the English and Bahasa languages is required for this assignment.
