OVERVIEW OF THE FUNCTIONS OF THE POST

As the leading UN organization in Afghanistan for Youth and Adult Education, UNESCO Kabul Office has been implementing Youth and Adult Education since 2008, providing support to at least 1 million learners through the provision of Basic General Literacy (BGL) and skills-based literacy courses. Through a community-based approach, UNESCO continuous to provide youth and adults, especially women and adolescent girls who were previously excluded from education and training, the knowledge, skills, attitudes, and values they need to be productive, healthy, and responsible citizens prepared to contribute to the welfare of society and equipped for viable employment in the national labour market. In 2022 and 2023, UNESCO will be providing Basic General Literacy and pre-vocational skills to 25,000 youth and adults in more than 20 provinces through Implementation Partners (IPs). In addition, UNESCO provides guidance to the Youth and Adult Education sector in Afghanistan, develops teaching and learning materials for Youth and Adult Education and aims to increase the demand for and access to Youth and Adult Education, especially for women and adolescent girls through communication and advocacy efforts. 

To measure and assess the progress of its Youth and Adult Education interventions, especially Basic General Literacy, and to ensure that the programme meets its objectives, UNESCO is hiring a Monitoring and Evaluation (M&E) Assistant to support its Youth and Adult Education programme. The M&E Assistant will be supporting the M&E Officer with the development of a robust M&E system, monitor and report on the progress status of the programme, coordinate closely with UNESCO`s IPs and conduct evaluation mechanisms.

Main duties and responsibilities
Under the overall authority of the Director of the UNESCO Office in Kabul and Representative of UNESCO to Afghanistan, the Head of Education Unit and direct supervision of and close collaboration with the Youth and Adult Education Project Manager, the incumbent shall perform the functions indicated in the Terms of References below: 

1.Monitoring and Evaluation procedures

• Support with the implementation of the Monitoring & Evaluation system, including tracking of the programme’s results at different levels (outcome, output, activity and impact), especially the Basic General Literacy (BGL) intervention;
•Ensure that the Standards of Procedure (SoPs) and guidelines for the implementation of the M&E system are applied by UNESCO`s IPs;
•Process the reports coming from the standardized reporting mechanism to be used by all IPs; 
•Process the data from the Complaints and Feedback Mechanism (CFM) for the BGL intervention; and
•Support the M&E Officer in providing guidance to UNESCO`s youth and adult education team and IPs (present in 20 provinces, which will likely be expanded nationally) on the M&E system, processes and tools.

2.Monitoring and reporting
•Conduct regular field monitoring visits to conduct spot checks and to ensure data are being collected according to the M&E procedures and tools;
•Support the M&E Officer in the review of IP`s monthly progress reports and ensure they have evidence to back-up; and
•Support in updating the M&E dashboards with accurate data on a regular basis.


3.Evaluation
•Support the M&E Officer in the development of evaluation tools, mechanisms and procedures to collect feedback of IPs, BGL project personnel (literacy facilitators, community mobilizers and master trainers), beneficiaries and other stakeholders (at community level) with qualitative and quantitative assessments (questionnaires, focus group discussion templates, baseline/ endline survey, sampling methods, etc… );
•Support baseline surveys for new projects/ programs and participate in relevant evaluations for ongoing projects to meet UNESCO standards; and
•Support with the development of evaluation reports from the qualitative and quantitative assessments and CFM.

4.Non-Formal Education Management and Information System (NFE-MIS)
•Support the M&E Officer in the enhancement and maintenance of the existing NFE-MIS;
•Support in building the capacity of provincial statistical officers, UNESCO staff, and IPs in the data collection and entry;
•Support in the development of monthly, quarterly, and annual statistical reports in a required format (Province, district and village level) with corresponding dashboard;
•Ensure database backup, database performance, accuracy, and consistency; 
•Support in the design and development of survey/data collection forms; 
•Support in the collection of data at district level at the start and end of the literacy courses; and
•Support the verification of received data for completeness and accuracy and provide feedback to IPs on the quality of data.


5.Internal and External coordination
•Support in the development of presentations for the monthly BGL Project Coordination Meeting;
•Monitor contextual updates, keep abreast of new M&E approaches and tools and engage in relevant coordination/information-sharing meetings as required to inform the Youth and Adult education programme;
•Communicate with de-facto authorities at sub-national levels to ensure smooth implementation at field level; 
•Share relevant updates, identify linkages with other projects/sectors and contribute actively to the internal coordination of the Youth and Adult Education team; and
•In the absence of the M&E Officer, participate in relevant M&E Working Groups (e.g. UNDP Special Trust Fund for Afghanistan -STFA) and other required internal and external meetings.

Education 
At least an advanced university degree (Bachelor’s) in Statistics, project management, research, monitoring and evaluation, economic development and/or other related social sciences.    

 
Work experience
• At least 5 years of relevant work experience in the design and implementation of M&E in development/emergency projects implemented by national/international NGOs/UN bodies (Work experience with the UN or other international organization is an added advantage); 
• At least 5 years of relevant work experience in analyzing data using statistical software; and
• Experience in M&E of education projects is an added advantage.

Skills 
• Excellent strategic, analytical and communications skills;
• Excellent ICT skills, especially in the use of statistical software;
• Ability to interact with partners at various professional levels and diverse backgrounds;
• Excellent reporting and drafting skills; and
• Excellent coordination and networking skills.

Languages 
Fluency in written and spoken English and Dari/Pashto is required. Another UN language in an added advantage.
