OVERVIEW OF THE FUNCTIONS OF THE POSTI. Background
The Social and Human Sciences Bangkok focuses on:
• Youth Engagement for Peace – The main cluster activity is the Asia Indigenous Youth Platform. Support is also provided to the global Youth as Researchers and International Youth Media Summit initiatives. Together for Peace and Hooked on Peace are UNESCO Bangkok’s flagship on building peace and sustainability through education and youth’s engagement in Public Lecture and Dialogue Series.
• Sport for Development and Social Cohesion– The main cluster activities are the Youth and Sport Task Force and providing support to the global Fit for Life initiative.
• Inclusive Cities – The main cluster activity is the Asia Pacific Coalition of Cities Against Discrimination which is focused on the APCAD Social Inclusion Marker System, Cities Art Lab, ICCAR Boot Camp, Masterclass Against Racism and the World Human Rights Cities Forum.
• Management of Social Transformations – Through UNESCO’s long-standing partnership with the Thai National Commission for UNESCO and Chulalongkorn University, an initiative on sustainable agroecology in rural Southeast Asia has been supported.
• Ethics of Science and Technology –UNESCO is engaging and supporting governments to implement the 2021 Recommendation on Ethics of Artificial Intelligence.
Fit for Life
Fit for Life is UNESCO's sport-based flagship designed to accelerate COVID-19 recovery, support inclusive and integrated policy making, and enhance the wellbeing of youth around the world. Powered by a global compact of partners, Fit for Life uses data driven sport interventions to tackle intersecting crises in physical inactivity, mental health, and inequality.
Youth and Sport Task Force
The Youth and Sport Task Force is a partnership between UNESCO and youthandsport.org that has supported youth in the Asia Pacific region to use sport as a tool for sustainable development. It was launched in early 2017 to represent youth working on sport for development in Asia and the Pacific. A coordinating committee for the Youth and Sport Task Force was established in 2021 and they have developed a strategic plan and hosted the third Funshop, held virtually in December 2021.
II. Scope of Assignment
Under the overall authority of the Director of UNESCO Bangkok, and the direct supervision of the Regional Adviser for Social and Human Sciences, in close consultation with UNESCO Jakarta and UNESCO Kathmandu, the Individual Specialist (Asia Pacific SHS and Sports Specialist) shall provide technical support to the Social and Human Sciences sector including:
1. In collaboration with UNESCO Bangkok: support the strategic rethinking of the Social and Human Sciences’ portfolio and priorities in line with the contexts and needs of the member States and with the Sector’s global mandate and expertise. This will require the consultant to complete research work, desk reviews, and contribute to, and document, consultations with the relevant stakeholders.
2. Ensure the continuation of the existing positive youth development pilot with the International Centre for Martial Arts, and support the Asia Pacific Youth and Sport Task Force Board and, write proposals for, and seek opportunities to, mobilise resources.
3. In collaboration with UNESCO Kathmandu, scope, design, and develop a Fit for Life pilot project which incorporates elements of traditional sports and games. Importantly, this pilot project will need to meet the objectives of headquarters and have the potential to be scaled up throughout the region.
4. In collaboration with UNESCO Jakarta, continue to provide technical expertise on the implementation of the “ASEAN Declaration on Fostering ASEAN Identity through the Safeguarding of Traditional Sports and Games in the Modern World” and the “ASEAN Declaration on Leveraging the Role of Sports in ASEAN Community-Building and Achieving the SDGs” (2022) which identifies UNESCO as the technical partner. Also build on the “Open Digital Library on Traditional Sports and Games” and “UNESCO – ASEAN Revitalizing Traditional Sports and Games” project concepts, provide technical expertise on the development of the “Digitizing Traditional Sports and Games” project. Further, in collaboration with the Resource Mobilization Officer, develop and provide technical expertise to existing "Youth and Sports" workstream projects with the Malaysian Baseball Foundation, Williams Formula One Racing and other sports partners.
5. Assist in aligning existing national sports projects with global Fit for Life initiative.
The work is expected to be undertaken approximately three days per week throughout the contractual period.
Long DescriptionIII. Deliverables
Submit the following deliverables to UNESCO Bangkok office for its approval:
1. Monthly reports covering the substance of the work undertaken, issues encountered and identifying next steps, to be submitted by the 25th day of each month (January – May). Each report shall be appended with copies of substantive outcomes:
• Kathmandu Office Fit for Life and traditional sports and games pilot proposal;
• Records of the YSTF meetings and events;
• Resource mobilization approach for UNESCO Bangkok Office;
• UNESCO Bangkok Office SHS strategy;
• Correspondence with the International Centre for Martial Arts and a draft agreement if the project proceeds;
• A “Youth and Sports” project proposal established in conjunction with the UNESCO Jakarta Office with partners including Williams Racing, and Petronas; and
• A strategic plan for the ongoing engagement between ASEAN and UNESCO Jakarta in the field of traditional sports and games.
2. A final report including up-dated handover notes, copy of all files and recommendations for future actions to ensure continuity in all activities to be delivered by 25 May 2023.
In line with UNESCO’s overall inclusion and gender mainstreaming strategy, the Individual Specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. An inclusion lens should be taken to ensure youth with disabilities are included.
Long DescriptionLogistics
The selected consultant will be responsible for arranging his/her own logistics: office space, administrative and secretarial support, team members, telecommunications, travel arrangement, printing of documentation, etc. The costs of these logistics will be included in the lump sum payment of the consultancy contract. Any travel related to the assignments will be added as amendment to the contract as needed.
• Advanced academic degree (Masters) in social sciences, political sciences, economics or any other relevant field.
• At least eight years of professional experience relevant to the assignments (in the field of sport, youth, community development, human rights, etc)
• Excellent report writing skills in English.
Previous experience working in social and human sciences.
