Project Background:

 

The Ayushman Bharat Digital Mission (ABDM) seeks to leverage digital technologies to make healthcare interventions affordable and accessible for Indian citizens. Under the Mission, an interoperable Information Technology ecosystem has been developed for integrating a wide array of digital health solutions availed in India. Since its national roll-out in September 2021, ABDM has developed and operationalised technology building blocks essential for enabling digital health solutions to interact with each other. With such technology in place, the Mission is now focusing on targeted engagements with specific stakeholder groups for enabling a welcome adoption of digital health technology by healthcare providers and healthcare seekers.


The idea is two-fold: a) connecting healthcare professionals from healthcare facilities (Government and Private), Standalone clinics, Laboratories, Diagnostic Centres, and others with the ABDM-enabled digital healthcare ecosystem, and b) communicating the real-world value propositions of an interoperable digital health system by highlighting stakeholder-specific benefits to ensure sustainable adoption of digital best practices in health.

 

WJCF supports the National Health Authority (NHA), an autonomous government body that is tasked with the implementation of ABDM, to strengthen the roll-out and scale-up this transformative digital health initiative.

 

Role Overview:

 

WJCF is looking for a Manager, ABDM, who can work closely with the leadership at the National Health Authority and steer WJCF's support towards implementation and management of the Ayushman Bharat Digital Mission. The individual is expected to be highly motivated, with outstanding credentials, strategic thinking, project management, and communication skills to help shape the shape the future of digital health policy and practice in India. The candidate must be unafraid to be ambitious, to question the status quo and to take risks. At the same time, they should be open minded and committed to intellectual. This is a great opportunity to spearhead an effort that is new, important, innovative and has the potential to serve as a model for changing the trajectory of digital health in India. The opportunities for new learning and collaborations are tremendous.


The Manager, ABDM, will be a core member of WJCF’s Digital Health program in India, responsible for the delivery of the ABDM adoption Initiative, including but not restricted to the following main overlapping phases of work:

  • Planning: Identifying potential partners and solutions for execution of the ABDM adoption vision. Developing detailed roll-out, risk mitigation and communication plans
  • Execution: Overseeing and enabling multiple pilots in identified geographies. Co-ordination with all relevant authorities and stakeholders, with a focus on developing systems, processes, and capacities for roll-out of adoption interventions
  • Evaluation: Monitoring, course correction and reporting outcomes of planned and executed interventions to drive the adoption of ABDM

The Manager, ABDM will be supported by and manage a three-person team (this position included) in this initiative, as well as guide collaborating filed teams, wherever applicable. While reporting to the Associate Director, the successful candidate will work closely with the rest of the Digital Health team and with CHAI India leadership in driving this initiative forward.


An ideal candidate would be able to steer the sunrise to sunset execution for driving the adoption of ABDM-enabled solutions in India’s healthcare ecosystem, including but not restricted to the following opportunities:

  • Opportunity to interact with and to drive interest among target groups such as healthcare professionals, health insurance players, and cutting-edge health technology start-ups, among others, to promote sustained use of ABDM-enabled digital health solutions
  • Opportunity to collaborate with various ecosystem enablers such as regulatory bodies, healthcare industry associations, Government and Private health administration personnel, among others, to activate various channels for digital technology adoption in healthcare
  • Opportunity to devise, own, and execute strategic pilots using various levers such as process simplification, monetary and non-monetary incentivisation, capacity building, and behaviour change communication for motivating early adopters of digital health technology in India
  • Opportunity for cross-functional learning and collaboration with leading development partners and funders from across India and the world to shape the trajectory of digital health technology adoption in India
Responsibilities
  • Identify and define WJCF's overall strategy towards ABDM Implementation, develop clear operational plans for execution, and continually identify opportunities for WJCF to add value and maximize impact
  • Develop and maintain strong, collaborative relationships with the central & state-level stakeholders towards effective implementation of ABDM and strategic initiatives
  • Work closely with program lead, WJCF leadership, state-level authorities, donor partners and other stakeholders to identify solutions for specific elements of the vision
  • Identify potential partners (e.g. technology, capacity building, research) to deliver the vision
  • Co-ordinate outreach and socialization of the concept with relevant authorities in collaborating States
  • Work with relevant authorities and partners to develop a detailed operational roll-out plan for targeted adoption interventions
  • Manage teams (3-member central team and a field team, if applicable) in execution of envisaged pilots to drive adoption of ABDM-enabled digital health solutions
  • Develop a robust monitoring framework for capturing the impact of planned interventions and plan and co-ordinate reporting
  • Work with global and in-country leadership to identify and pursue fund-raising opportunities
  • Support WJCF leadership in managing donor & grant, operations, and finances of the program to meet deliverables within the appropriate time frames
  • Draw on CHAI's global and local expertise as well as that of local and international development partners to leverage complimentary expertise, funding and/or technical collaborations
  • Perform other responsibilities as requested by WJCF / NHA leadership
Qualifications
  • Postgraduate degree in Health Systems, Health Insurance, Health Economics, Health Administration, or a closely related field with 7+ years of relevant work experience; or Bachelor’s degree with 10+ years of experience
  • Demonstrated experience engaging with governments at national and local levels
  • Demonstrated knowledge of India’s public health system and concepts in Digital Health
  • Ability to quickly move from hypotheses to validation to execution based on insights
  • Experience in designing and managing monitoring and evaluation, research and learning initiatives
  • Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills
  • Demonstrated success in coordinating various stakeholders/interests and developing strong relationships to drive a process successfully
  • Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
  • Willingness to travel to states if required and for extended periods (~20% travel)
  • Proven experience in mentoring and leading teams in a fast-paced and changing environment
  • Willingness to take risks
  • Comfortable working collaboratively with multiple stakeholders, with humility and a learning mindset
  • Fluent command of spoken and written English. Fluency in Hindi and additional Indian languages is an advantage

Preferred Qualifications

  • Experience of working with large scale e-governance/digital health interventions of central / state governments in India
  • Significant government stakeholder management experience shall be a strong positive
  • Experience in behaviour change communication/technology adoption pieces shall be a strong positive
  • Exposure in health informatics, digital health, or health-tech
