Environmental Legal Officer
The Environmental Law Programme sits under IUCN’s Pacific Centre for Environmental Governance. In the next four years, it aims to build a team that will implement its Programme. IUCN is looking for an Environmental Legal Officer that will support the Senior Environmental Legal Officer to build this team and implement its programme.
The Environmental Legal Officer will be expected to undertake the following activities:
•Oversee the management of IUCN’s Contracts Review Process.
•Support the provision of corporate legal advice to the Office of the Regional Director in consultation with the Head Environmental Legal Officer.
•Provide quality legal and technical support to the Head Environmental Legal Officer as directed, as part of the Environmental Law Programme of the IUCN Oceania Regional Office (IUCN ORO), and in relation internal IUCN ORO business matters.
•Lead empirical research and analysis of national legislation, and regional and international agreements, case law and policy briefs as and when required in consultation with the Head Environmental Legal Officer.
•Take carriage of the secretarial work of the Pacific Network for Environmental Law including the dissemination of information to all members.
•Develop the newsletter for the Pacific Network for Environmental Law and providing the administration and overseeing its development on a quarterly basis in consultation with the Head Environmental Legal Officer and the Regional Communications Officer.
•Effectively establish and maintain relationships with partners and key government agencies in the region.
•Assist and collaborate with IUCN ORO staff in identifying legal issues and exploring options that may assist the Office meet and deliver its regional program objectives.
•Maintain an overview of various multilateral environmental agreement to which countries in the region are parties
•Create a database of all Regional and National Environmental Laws in the Pacific that the Pacific Center for Environmental Governance will maintain over the years and provide access to its network.
•Maintain an overview of the relevant legislation and policies relevant to protected areas, ecosystems, environmental and natural resource management in the Pacific Island countries.
•Lead or Assist with the facilitation of workshops, webinars, virtual meetings and conferences in raising awareness within the region in consultation with the Head Environmental Legal Officer.
•Lead or Assist in the development of plans and implement annual work programme and project activities as agreed to contribute to the emergence of a strategic IUCN Oceania Regional Office Environmental Law Programme in collaboration with relevant IUCN Oceania staff, IUCN members and partners.
Communication
•Draft and publish reports using appropriate language and feeding results into IUCN Global Law Programme and Oceania Regional Office communication activities;
•Lead the development of a communications strategy for the Environmental Law Programme.
Contracts
•Review and provide inputs into the development of draft contracts and agreements for IUCN Oceania Regional Office.
Other Duties
•Providing administrative support to the Head Environmental Legal Officer when directed.
•Represent IUCN at national forums as and when directed.
•Carry out other duties as required by the Head Environmental Legal Officer from time to time that are in line with this Terms of Reference.
