Purpose of consultancy
The consultant will provide strategic and technical guidance in support of:
- Developing, enhancing and managing the WHO Knowledge Action Portal on NCDs (KAP), which is the Global Coordination Mechanism on NCDs’ (GCM/NCD) long-term, principal platform for multistakeholder knowledge collaboration and engagement with its Participants and partners.
- Developing, implementing and promoting innovative and strategic engagement, advocacy and knowledge sharing resources, activities, and events that support key GCM/NCD and GNP initiatives, in line with the launch of the GCM/NCD’s new Engagement Strategy (Q1 2023), and provide editorial and knowledge translation support, and help identifying new opportunities for partnerships and collaborations.
Background
The purpose of the Global NCD Platforms is to coordinate and mobilize meaningful and effective commitments and contributions from UN organizations, NGOs, academic institutions, philanthropic foundations and the private sector to support the overall strategic directions and priorities of WHO’s work on SDG target 3.4 and other NCD-related SDGs.
The Secretariat of the WHO GCM/NCD constitutes one of the Department’s Units which implements the departments purpose of facilitating and enhancing the coordination of activities, multi-stakeholder engagement and action across sectors at the national, regional and global levels, while avoiding duplication of efforts, using resources in an efficient and results-orientated way, and safeguarding WHO and public health from any undue influence by any form of real, perceived or potential conflicts of interest.
Responsibilities will extend to liaising, planning, and ensuring implementation of deliverables with GCM Secretariat, GNP colleagues, additional WHO colleagues across the 3 levels of the Organization, the external web-developer, and external stakeholders to finalize the full KAP platform redesign and relaunch and support to the implementation of the GCM engagement strategy, including providing editorial support and content management for the GCM/NCD’s and the GNP’s knowledge collaboration.
Deliverables:
Output 1: Provide technical expertise for the relaunch and continuous development and management of the WHO Knowledge Action Portal on NCDs (KAP).
- 1.1: Contribute to the development and implementation of additional key KAP modules (including the updated knowledge taxonomy, country story repository, and GCM sections), complete all content updates and ensure portal functionality for the relaunch of the portal (to be completed by 30 March 2023)
- 1.2: Facilitate the organization and promotion of the KAP launch event, and liaise with a pilot group of GCM Participants and partners to contribute to the KAP knowledge and news sections in line with the GCM engagement strategy (to be completed by 30 March 2023)
- 1.3: Contribute to the preparation of webinars and briefing sessions on the relaunched KAP with GCM/GNP, with broader WHO focal points and with GCM Participants and additional external partners (to be completed by 30 May 2023)
- 1.4: Contribute to the implementation of an interactive repository of country experiences in multisectoral action for NCD prevention and control and related case study series (to be completed by 30 May 2023)
- 1.5: Explore options to automatically integrate data from the new NCD data portal on map modules or as a data display module on the KAP with WHO partner offices and the external developers (to be completed by 31 December 2023)
- 1.6. Facilitate the creation of new KAP communities of practice and provide training and onboarding support to moderators of existing and new communities (to be completed by 31 December 2023)
- 1.7: Maintain existing engagement of GCM participants and partners and create new opportunities through user-friendly submission-modules on KAP and tailored outreach products (spotlight sections, newsletters), in line with the new GCM engagement strategy (to be completed by 31 December 2023)
- 1.8: Ensure continuous editorial support, content updates, content management, and user engagement on key GCM/GNP initiatives on KAP, including the creation of new thematic initiative pages and news (to be completed on a continuous basis by 31 December 2023)
- 1.9: Contribute to the preparation of webinars and briefing sessions to update on the KAP (functionalities, engagement opportunities, collaborations with partners, country action, etc) with GCM/GNP, with broader WHO focal points and with GCM Participants and additional external partners (to be supported on a continuous basis by 31 December 2023)
Output 2: Provide strategic outreach, knowledge translation, advocacy and engagement support to the implementation of the GCM engagement strategy.
- 2.1: Contribute to the development and dissemination of strategic advocacy products that promote the launch and support the implementation of the GCM’s new Engagement Strategy, contextualized to internal (WHO) and external audiences (to be completed by 30 June 2023).
- 2.2: Contribute to the development and dissemination of strategic advocacy products that ensure the translation of key GCM and GNP initiatives to internal (WHO) and external audiences.
Output 3: Provide technical editing and publication support to key GCM publications
- 3.1: Facilitate the WHO production clearance process and provide editorial support for upcoming GCM publications.
Qualifications, experience, skills and languages.
Educational Qualifications:
Essential:
- Advanced degree in public health, global health or international development or other related fields.
Experience
Essential:
- Minimum five years’ experience in Global Health in international organizations and/or nongovernmental organizations.
- Experience in strategic advocacy, knowledge translation and website management in the area of global public health.
- Experience working with civil society, individuals with living/lived experiences, and private sector entities in multi-stakeholder responses for the prevention and control of NCD and mental health.
- Experience in providing editorial and publication support and website management for technical products and public platforms.
- Experience working and building partnerships with diverse stakeholders across income settings.
Desirable:
- Experience in Global Health with WHO.
Skills
- Strong understanding of the NCD agenda Understanding of NCD advocacy and global health civil society movements.
- Strong writing, communication and presentation skills in English.
- Technical knowledge of global public health.
- Ability to work under pressure and meet short deadlines.
- Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of professional conduct.
