Role objectives

·Oversee messaging within the district, ensuring that all messages are locally relevant according to the district findings and issues, and aligned to national guidelines (standard messages and monthly topics); disseminate monthly messages through district meetings, partners (DEMT/DoPH) and community influencers

·Coordinate and implement all communication activities in the district, including district level campaign inauguration, advocacy meetings, monthly meetings at cluster and health centres, etc. 

·Ensure appropriate and timely dissemination and display of IEC materials at least 2-3 days before each SIA

·Monitor and report access issues within the district to PCO in a timely manner for prompt action. Conduct local level interface dialogue with inaccessible CIPs together with district team to address inaccessibility

·Collect social data and communication data from campaign-based social mobilisers and send to PCO in a timely manner; coordinate and provide feedback to SMs.

·Facilitate the recruitment of campaign-based social mobilisers in the district in coordination with PCO and district selection committee.

·Ensure timely supervision of communication activities for campaign-based SM in the districts

·With support from PCO, plan and implement trainings for campaign-based SMs, influencers and other community mobilizers, based on needs assessment, and using agreed updated curriculum.

·Prepare the necessary documentation and facilitate payment of fees/incentive to all campaign-based SMs who have performed their tasks as per agreed deliverables after each SIA, and keep records for reference.

·Conduct Intra-campaign monitoring using ICM checklist

·Participate in all district level evening meetings during campaigns.

·Retrieve the list of children still missed after the campaign from DPO after each SIA and facilitate revisits and record coverage

·Spend 40% time for RI monitoring in fixed sites, mobile and outreach sessions

·Retrieve a copy of district RI micro plan from NGO/DEMT in charge and ensure all low performing areas and access compromised areas are planned for

·Retrieve and analyse RI data for BCG, OPV1/Hep 1 and OPV3/Hep 3; and follow up on low coverage and OPV/Hep 3 drop out greater than 10%

·Conduct at least 4 RI sessions monitoring in a month and provide feedback to DEMT/PEMT/DoPH using applicable format.

·Work in collaboration with the District Coordinator and District Polio Officer, District Management Team and District Health Officer to ensure the that the accountability framework for vaccine management is in place and that cold chain capacities are adequate:

Before campaign to monitor and report on:

·Cluster and vaccination teams are trained on the basics of type 2 vaccine management

·Cold chain inventories are conducted and shared it with the provincial level.

·The consumables, management tools and vaccines are delivered on time to clusters

During Campaign:

·Feedbacks on vaccine management during evening meetings are received and corrective actions are followed-up.

·Daily field visits to ensure compliance with good practices are conducted and capacities are strengthened.

·The use of vaccine and proper vaccine management is monitored on the online dashboard.

·Vaccine availability is monitored at cluster and team level daily and stock outs are solved as soon as possible.

·The Daily Summary Sheet and the Vaccine Vials Tracking Form are filled daily with figures from cluster level and that the ODK questionnaire on vaccine monitoring is filled daily.

After campaign:

·To monitor that all unusable vials are returned outside the cold chain and in plastic ziplock bags to the provincial level and that all usable vials are returned at provincial level in cold chain.

·The Form A is completed on the paper-based system and ODK within 3 days after completion of campaign

1.Data driven and evidence-based district communication plan is developed each month, and implemented

2.A set of locally-specific messages is defined each month in alignment with central guidance, and disseminated to all necessary recipients

3.Local issues (including access) are reported and dealt with daily basis during the campaigns

4.IEC materials are distributed timely and in appropriate quantities within the district

5.Feedback on vaccination services is acted upon and corrective measures implemented

6.Monthly Trip report by 25th of each month 

7.During campaign provide activity reports that include information on Logistics & Vaccine Management

Further information

Education:

·Minimum 12th grade education completed combined with at least 5 years of work experience. An university degree in communication, public health, social sciences, development planning, communication or other relevant field is desirable.

Work experience

·At least five years of experience working with communities, public or community health, communication or relevant field. Polio program or EPI program management will be an asset.

·candidates must live in the respective district where the position is announced.  

·Female candidates are strongly encouraged to apply.

Language

·Writing and speaking and fluency in locale language, Pashto and Dari. Knowledge of English is desirable.

·Ability to travel to the remote locations within the district.  

·Good knowledge of computer management and applications

·Good communication and conflict management skills
