The United Nation Development Programme (“UNDP”) and the Secretariate of United Nations (“the Secretariate”) entered into a corporate Memorandum of Understanding (the “MoU”) for the provision of services to the UN Resident Coordinator System (“UNRCS”) funded under the UN Special Trusted Fund (“SPTF”). Based on corporate MoU, UNDP Uzbekistan has signed Service Level Agreement with UN RCO Uzbekistan to establish terms and conditions of services to be provided to The United Nation Development Programme (“UNDP”) and the Secretariate of United Nations (“the Secretariate”) entered into a corporate Memorandum of Understanding (the “MoU”) for the provision of services to the UN Resident Coordinator System (“UNRCS”) funded under the UN Special Trusted Fund (“SPTF”). The Administrative Finance Associate works in close collaboration with projects, UN agencies, programme and Operations teams in the CO to ensure consistent service delivery.
- Prepare detailed cost estimates and participates in budget analysis and projections as required to handle all financial operations of the project office and reconcile all accounts in the required time frame.
- Ensure leave monitoring of project staff, check the accuracy and proper completion of monthly leave reports.
- Provide MPTF project with procurement, administrative and financial services. Ensure smooth and timely delivery of operational support services in accordance with annual work plans; analyses potential problems and respond appropriately to ensure timely delivery of agreed inputs; define cost-effective measures for optimal utilization of resources.
- Ensure full compliance of administrative and financial processes and financial records with UNDP rules, regulations, policies and strategies.
- Prepare all financial and administrative documents related to the project implementation.
- Provide organizational and administrative support in the implementation of project activities including organization of roundtables, workshops, trainings, working meetings and other events.
- Support Administrative Services Unit in travel management by creating TRs, Travel profiles and Vendor profiles in Atlas for UN Agencies
- Support Administrative Services Unit in CO Gas, Water and Electricity report submission, preparation of documents for payment processing
- Support Administrative Services Unit in drafting and preparation of documents for payment of CO contracts, ICs and NPSAs
- Support Administrative Services Unit in preparation of invoices of provided services to UN agencies
- Encourage awareness of and promotion of gender equality among project staff and partners.
4. Institutional Arrangement
Under the supervision of the Head of the Administrative Services Unit the Administrative Finance Associate provides services related to administrative processes ensuring high quality and accuracy of work. Secondary Education is required, with specialized certification in Accounting and Finance OR university Degree in Finance, Economics, Business or Public Administration will be given due consideration.
Minimum 6 years (with Secondary education) or 3 years (with bachelor’s degree) of progressively responsible finance experience is required.
Required skills:
- Strong financial and administrative skills, result and client-orientation.
- Excellent knowledge of computer software packages for word processing, excel spreadsheets, internet, databases and operating web-based management systems.
- Ability to work under pressure and with tight deadlines, ethics and honesty.
- Ability to maintain a high level of accuracy, confidentiality concerning financial and employee files.
Desired skills in addition to the competencies covered in the Competencies section:
Work experience in international organization is an advantage.
Work experience with UN agencies or any other international development organization is an advantage.
Required Language(s) (at working level):
Fluency in English and Uzbek. Good command Russian is desirable.
Professional Certificates: Specialized certification in Accounting and Finance is desirable.
