Organizational Setting

The Agrifood Economics Division (ESA) conducts economic research and policy analysis to support the transformation to more efficient, inclusive, resilient and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. ESA provides evidence-based support to national, regional and global policy processes and initiatives related to monitoring and analysing food and agricultural policies, agribusiness and value chain development, rural transformation and poverty, food security and nutrition information and analysis, resilience, bioeconomy, and climate-smart agriculture. The division also leads the production of two FAO flagship publications: The State of Food and Agriculture (SOFA) and The State of Food Security and Nutrition in the World (SOFI).

The Committee on World Food Security (CFS) is the foremost inclusive international and intergovernmental platform for a broad range of committed stakeholders to work together in a coordinated manner and in support of country-led processes towards the elimination of hunger and ensuring food security and nutrition for all. The CFS Secretariat is supported by FAO, IFAD and WFP, and housed within the Agrifood Economics Division (ESA) of FAO.

The post is located in the Secretariat of the Committee of World Food Security (CFS). The Secretariat provides technical support to the Committee, its Bureau and Advisory Group (AG) and its subsidiary bodies and working groups. CFS is a UN Platform for a broad range of committed stakeholders to work together towards the elimination of hunger and the achievement of food security and nutrition.

Reporting Lines

The consultant will work under the overall supervision of the CFS Secretary, and in close collaboration with the Programme Specialist who coordinates the activities of the CFS Data Workstream, and the Rapporteur, chairing the OEWG policy process. The successful candidate will work at the intersection of food security and nutrition data and information, and public policy.

Technical Focus

Food security and nutrition data and information, food security and nutrition policies, development policies, and capacity development.

She/he will assist the CFS Secretariat in preparing the Zero Draft of the Policy recommendations, compiling and analysing inputs, views, and suggestions from the members of the OEWG, Technical Task Team (TTT) members, other stakeholders, in a meaningful, professional, evidence-based manner.

Tasks and responsibilities

The assigned tasks and responsibilities related to this area of work include the following:

  • Draft, in collaboration with the CFS Secretariat and the TTT, a Zero draft of the Policy recommendations on Data collection and analysis tools for food security and nutrition;
  • Attend two/three meetings of the OEWG and share with the Secretariat an informal summary in writing;
  • Assist the CFS Secretariat in addressing the comments received in the OEWG meetings, and afterwards in writing;
  • Actively participate in TTT meetings to discuss the comments received at the OEWG meetings, and how to address them in other versions of the Policy recommendations;
  • Assist the Rapporteur and the CFS Secretariat during the negotiations of the Policy recommendations;
  • Perform other activities as necessary for the execution of the assignment.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • An advanced university degree in a relevant field (Agricultural Economics, Public Policy, Statistics, Food Policy, Nutrition, etc.)
  • Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO languages (French, Spanish, Arabic, Chinese or Russian) for Consultants. Working knowledge of English for PSA.SBS.
  • At least 5 years of experience working on agriculture, food security, and/or nutrition statistics and information systems (both qualitative and quantitative data)

  • Extent and relevance of experience in the field of food security and nutrition data and information management for prominent organizations, particularly at the international level.
  • Experience in both quantitative and qualitative data analysis and management.
  • Practical experience with food security and nutrition data analysis using R or comparable statistical tool/languages.
  • Extent and relevance of experience in working with government agencies and in providing capacity building activities to those agencies with regard to data and information systems.
  • Knowledgeable of policy issues in the fields of agriculture, nutrition and food security, through formal education and/or experience.
  • Relevant knowledge of food security and nutrition policy formulation, negotiation and implementation, and the challenges of data-informed decision-making.
  • Extent and relevance of experience in the development/analysis of food security and nutrition policies.
  • Ability to work with tight deadlines.
