The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.
The Technical Assessment & Monitoring Directorate (TAM) supports the fulfilment of the CEB’s social development mandate by seeking to strengthen the quality and to scale up the benefits of the Bank’s lending operations and of the operations financed by third parties whose implementation is supported by the Bank. It comprises the Technical Advisors Division (TAM-TA), including the Environmental and Social Sustainability Unit, and the Procurement Division (TAM-PROC), dealing with both project-related procurement and corporate procurement.
TAM is currently looking for an experienced leader, driven by the social mandate of the Bank to set strategic goals and to lead the Directorate’s work in a results-oriented way.
The successful candidate will lead and motivate a multicultural team of approximately 30 professionals with the support of TAM’s management team. Reporting directly to the Governor, the TAM Director will be a member of the senior management team and contribute to the development and implementation of the Bank’s five-year Strategic Framework, recently approved for the period 2023-2027.
Main Responsibilities:
Translate the goals of the CEB’s Strategic Framework into clear and actionable goals for the Directorate and its Divisions, in coordination with TAM’s management team
Develop and lead TAM’s management team, ensure its cohesiveness and buy-in into the Bank’s and the Directorate’s objectives, and support their capacity to manage their respective teams for the fulfilment of the Directorate’s goals and objectives.
Oversee the delivery of the Bank’s technical preparation and appraisal of new projects being considered for CEB financing, and for the technical monitoring of approved projects under implementation or just completed. in close collaboration with the Directors of other Directorates, Divisions and their staff.
Identify and lead the analysis of structural, country or regional issues that need to be addressed.
Manage the Directorate’s resources to meet planned objectives and accommodate new requirements that may arise during the year, in coordination with TAM’s management team.
Advise the Governor, executive bodies and internal committees on key sector and thematic issues as well as technical aspects of the Bank’s projects, by participating in strategic working groups and in CEB management meetings.
Academic background:
A university degree in a relevant subject (such as engineering, social studies, procurement, finance, economics, or business administration), preferably complemented by an advanced degree (e.g. Master’s or MBA), preparing for the management of complex development and investment projects.
Professional background:
Demonstrated professional track record, spanning at least 15 years in international public or private sector organisations, and including at least 5 years of senior-level leadership and people management experience, with demonstrated positive results. A minimum of five years in project lending responsibilities, preferably with an IFI, is highly desirable.
Solid technical, hands-on, project management experience is an essential pre-requisite.
Demonstrated successful project lending responsibilities, with a focus on sectoral/technical, environmental, social and procurement aspects.
Good knowledge of the structure of European programmes for social investments in the countries where the CEB operates.
Operational experience in the implementation of development and social investment projects and policies in developing countries.
Excellent analytical and strategic thinking, including an ability to translate concepts and general policy orientation into concrete proposals.
Excellent capacity to develop and maintain an efficient professional network.
Excellent communication, interpersonal and presentation skills.
Language skills:
Excellent command of one of the two official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
Knowledge of other member countries languages would be an asset.
