The Directorate for Education and Skills (EDU) leads the Organisation’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. The Directorate carries this out by providing statistics, analysis and policy advice to countries on a wide range of educational topics.
EDU is looking for a Junior Policy Analyst to support the Career Readiness team which is responsible for providing analysis to countries on how the employment prospects of young people can be enhanced through programmes of career guidance and related initiatives delivered in primary and secondary education.
During 2021, the team undertook new analysis of longitudinal datasets in multiple countries to confirm the core characteristics of more effective career guidance. The team is currently building on this analysis by drawing on international data and practice to provide advice to countries on how guidance interventions can be most effectively delivered, how guidance systems can best respond to social inequalities and support the progression of students towards green jobs.
In addition, the team is creating an observatory on the use of digital technologies for youth. The new member of staff will play a central role in supporting the successful launch and delivery of the observatory over its first year of operation. Over recent years, many countries have seen a substantial increase in the use of digital technologies in guidance aimed at school students, but to date very little provision has been evaluated. The observatory will bring together expert advice, international research and examples of practice to help policy makers and practitioners to compare approaches in use around the world. A group of national contact points will support the work of the Observatory. In addition, the Career Readiness team undertakes a wide range of publications, drawing on international data and examples of practice. The new member of the team will play an important role in identifying, collecting relevant and effective examples of practice from a range of countries, contribute to the drafting of publications and arranging events to help in dissemination. Proficiency in a language well used across the OECD (notably, Spanish), in addition to either English or French, would consequently be an asset.
The Career Readiness teams provides expert support to the work of other groups within the Directorate for Education and Skills; it collaborates with OECD experts across the organisation; and works closely with other international organisations including the European Commission, UNESCO, and the International Labor Organisation.
The Policy Analyst will work under the supervision of the Team Leader of the Career Readiness Team within the Directorate for Education and Skills (EDU).
Main Responsibilities
Research, analysis and drafting
- Contribute to the conceptualisation and planning of policy analysis projects.
- Carry out high-quality, policy and practice relevant research and analysis on issues related to school to work transitions, including the writing up of case studies and summaries of research outputs.
- Contribute to the overall research and drafting of key OECD publications, as well as policy briefs and web content.
- Plan and conduct interviews with individuals and organizations focused on career education, gather research, and draft practice examples for inclusion on working papers and project websites.
- Review and comment on work prepared by others, both from within and outside the Directorate.
- Keep abreast of issues related to school to work transitions and on new initiatives, results and analysis in the academic and policy-relevant literature.
Project management and coordination
- Oversee the management and successful development of the new project observatory on the use of digital technologies in career guidance for youth, including management of interns working in the field.
- Coordinate and liaise internal IT and communications (DKI and PAC) teams in order to advance and enhance project delivery.
- Proactively identify, engage and manage external contributors of case studies, blogs and other materials, to ensure high quality, appropriate quantity and diverse range of content.
- Enable relationships with project stakeholders and the observatory’s network of National Contact Points through occasional meetings, regular communications, activities and maintenance of the project stakeholder mailing group and website.
- Collaborate in the planning and management of seminars, conferences and workshops.
- Contribute to planning country-review visits, managing missions, conducting fact-finding and stakeholder meetings.
Communication and stakeholder relations
- Using the organisation’s website editing CMS, edit, maintain, and add up-to-date content on project website, such as new publications, working papers and case studies.
- Present on project findings in webinars and conferences, as well as provide technical support as required.
- Contribute to disseminating analysis to achieve maximum visibility and impact of analysis across the OECD and the wider international community.
- Represent the OECD in relevant international and national settings, deliver presentations and support effective dissemination of the findings.
- Establish trusted and productive working relationships with country representatives, agencies and stakeholder groups involved in projects.
- Develop effective working relationships with leading researchers, policy analysts, and consultants who can advise and support the work of the programme.
- Respond to enquiries from country representatives, international organisations, news organisations, and other stakeholders.
Ideal Candidate Profile
Academic Background
- An advanced university degree in public policy or a similar discipline.
- Training in website design and maintenance.
Professional Background
- One to three years of experience in a government, international organisation or comparable setting.
- Experience drafting documents using well-organised, clear, and precise prose.
- Experience of website design and development. Proficiency in use of organisation web editing CMS, social media, image editing, and standard software applications (MS Office).
- Understanding of the role of career guidance in supporting the effective transitions of young people into work.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages used across OECD countries would be an asset.

Contract Duration
- One year fixed term appointment, with the possibility of renewal.
- Monthly base salary starting from 5 020.53 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen for the week of 23rd January and panel interviews are planned for early February.
