The Multilateral Organisation Performance Assessment Network (MOPAN) is a dynamic network of 22 members and observers who fund multilateral organisations and together share a common interest in strengthening the effectiveness of the multilateral system. The network is supported by a Secretariat, hosted by the OECD, that carries out regularly and systematically, assessments of the effectiveness of multilateral organisations. These assessments are used to meet accountability and due diligence requirements of governments, to inform strategic dialogue with multilateral organisations, and to generate knowledge to strengthen both the effectiveness of organizations and the overall effectiveness of the multilateral system.
How well do multilateral organisations understand, communicate and deliver on their value proposition? How well do they position themselves strategically to navigate rapidly evolving and unpredictably changing contexts, while fulfilling their core mandate? How well are they governed and managed? To what extent are they acting sustainably? How well are organizations engaging among themselves and with stakeholders, to address global issues in coordinated and meaningful fashion? These are some of the key questions that MOPAN engages on.
We are looking for a dynamic and experienced Advisor with significant hands-on knowledge of organisational performance issues - from an international or national public and/or private sector perspective. The selected candidate will play a role in ensuring that MOPAN's institutional assessments produce useful, reliable and impartial information on the performance of assessed multilateral institutions. S/he will also proactively contribute to the ongoing development of MOPAN’s benchmarks for organisational governance and management.The Advisor’s work calls for a strong experience with corporate governance and management disciplines, experience with designing, overseeing and/or engaging in complex processes, demonstrated use of evaluative and performance information are essential in this role. Deeper experience with organisations in a particular sector\: for example organisations working in crises and fragile contexts, or multilateral development banks or normative organisations, could be an asset. Strong communications skills will also be considered an asset. The selected candidate will work under the supervision of MOPAN’s Senior Advisor.
Main Responsibilities
Analysis, Research and Drafting
- Oversee the timely delivery of a portfolio of institutional assessments, including managing relationships with all stakeholders (multilateral organisations, MOPAN members, service providers) and quality assure the assessment reports.
- Produce policy notes and fact sheets on assessed organisations, tailored to specific audiences.
- Provide analysis of organisational good practices and benchmarks drawing on MOPAN findings and research with a view to improving MOPAN’s relevance to, and impact on multilateral performance and results.
- Monitor and analyse developments in organisational theory and effectiveness.
- Work collaboratively with the assessment team to ensure lessons learned are passed on from one assessment cycle to the next.
Communication and Outreach
- Contribute to MOPAN’s communications efforts, including actively communicate and disseminate MOPAN’s work, internally and externally.
- Contribute to positioning MOPAN as a global go-to-source for credible and professional source of information on multilateral organisational effectiveness and reforms.
- Represent the MOPAN Secretariat in relevant international fora, as required and establish a network of professional contacts
Contribute to corporate tasks and priorities
- Contribute to the overall monitoring of MOPAN assessment process in order to continually improve the delivery, quality and dissemination of the Network’s products.
- Contribute to a strengthened knowledge management system by MOPAN of information on organisational and development effectiveness.
- Assist the Senior Advisor and Head of Secretariat in contributing to corporate processes when needed and carry out other tasks as directed by the Senior Advisor.
Ideal Candidate Profile
Academic Background
An advanced university degree in business administration, management, public administration or public policy or a discipline relevant to the requirements of the position.
Professional Background
- At least five years’ relevant experience in a national or multilateral development agency or in a relevant private sector institution, preferably both at headquarters and in the field.
- Demonstrated knowledge of organisational development and reforms, results based and financial management.
- Good command of organisational performance concepts and evaluations ideally in the context of bilateral and/or multilateral organisations.
- Proven ability to draft high-quality analysis and ability to present complex issues clearly and succinctly.
- Proven ability to conduct analytical research and draft concise, high-quality reports.
- Demonstrated understanding of the broader multilateral policy environment.
- Experience in managing multilateral programmes or board support/participation will be advantage.
Languages
- Fluency in one of the two official languages of the Organisation (English or French) and knowledge of the other, with a commitment to reaching a good working level.
- Knowledge of other languages would be an asset.

Contract Duration
One-year fixed-term appointment with the possibility of renewal, starting as soon as possible.
- Depending on level of experience, monthly salary starts at either 6,415 EUR or 7,915 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
Written tests are scheduled for the second half of January 2023. Retained candidates will be invited to panel interviews at the end of January 2023.
