Who are we?
The Danish Refugee Council (DRC) has delivered humanitarian relief and development programming in Yemen since 2008. DRC focuses on supporting refugees, migrants, and people displaced by conflict and natural disasters, working especially in areas with access challenges. DRC engages in protection, emergency, WASH, and mine risk education programming among other sectors, and has hub offices in Sana'a, Aden, Hodeidah, as well as several other locations throughout Yemen.
In response to the critical and constantly evolving humanitarian situation in Yemen, DRC has assumed a leading role in coordinating response at IDP hosting sites. Working at IDP sites involves working together with international and local organizations in order to coordinate implementation of humanitarian activities, support community-based site management mechanisms, and monitor standards, needs, and gaps..
Overall purpose of the role: The Supply Chain Officer – Warehouse is responsible to ensure the efficient support to run South Area warehouses and assist DRC DRC programmatic staffs. The position is line managed by Base manager West coast and matrix (technical) managed by Supply Chain Team Leader South. S/he has to spend significant time in all warehouses in South and roving around the south warehouses. For the contractual purposes, the position base is Khokha however frequently travel to other areas with roving benefits. The position is responsible to manage all warehouses in accordance with DRC Operational Handbook. S/he is responsible for managing all incoming deliveries; documentation, storage, stock inventory management, transfer within DRC and to liaise with the program and logistics team to carry out distributions.
Responsibilities:
Stock and Warehouse Management.
- Supervise the warehouse assistants and store Keepers in DRC South Area and managing the stock in the warehouse with ensuring adhering to DRC stock management procedures (records, filing, and identification), and ensure all documentation of receipt, issuance, and dispatch of goods are maintained properly as per DRC warehousing policies and regulations.
- Ensure up-to-date records on all stock flows on paper and electronics according to the approved systems. Follow up stock defects, irregularities and shortfalls as required and either take necessary actions yourself or bring it to the attention of line manager and matrix/technical manager.
- Ensure all supplies issued from the warehouse, purchased or received for onward transportation are appropriately documented and accompanied by the required waybills with Ensuring proper identification of all received/issued goods (quantity, quality, and delivery), and the Warehouse Register Book regularly for every receipt or issuance of goods updated without any delay.
- Supervise close inspection of Project items/materials delivered to the warehouse, to ensure that they are the right quantity and quality and follow-up with special attention on expiry date of stock especially for food and hygiene items, and notifies the concerned department at least two months before expiry date.
- Review and ensure all cargo and shipping documents (GRN, RO, Waybill… etc) in place before dispatching the goods for programmes.
- Supervise and monitor safe preparation and loading of cargo onto transportation vehicles, and also safe and proper unloading and receipt of goods in the warehouse.
- Supervise and Perform Logistic procedures for procurement of transportation Services for the dispatching and distribution of goods from/to the warehouse and any other relevant procurements including the preparation of all payment documents assigned by the Logistics and Warehousing Management in compliance with DRC procurement and Logistics policies and regulations.
- Reviewing and ensuring correct supply request documentation for items/materials are produced with an approval from the departments.
- Coordinating with programme staff to provide details of when and where project items are needed and ensuring that they are delivered to the correct location safely and within agreed time frame.
- Understand, implement and / or maintain standard DRC Stock inventory management policies and procedures.
- Implement and ensure clear safety procedures within and around the Warehouse Premises.
- Control the stock by making sure that all the items coming in/going out are registered and sign for it in the GRNs/ Release Orders/Waybills and coordinate with procurement/program team.
- Reception, inspection, stocking and expedition of all items and equipment is carried out correctly and efficiently in respect of DRC procedure;
- Implement and ensure clear loading/offloading procedures, correct stacking, and turnover (FIFO) procedures.
- Maintain the Warehouse Register book, record daily outgoing and incoming receipts and activities.
- Managing the stock in the base and give daily/weekly and monthly reports to the supervisor.
- Update the stock record on regular base, keep Bin cards neat, clean and updated with historical records.
- Conduct quarterly physical inventory report of stock, and report discrepancies.
- Ensure damaged/lost report are timely and properly done.
- Manage warehouse assistant, storekeepers, and casual workers (if any)
- Keep a clean and safe working environment and optimize space utilization.
- Ensure quality service standards and comply with procedures, rules, and regulations.
- Work independently and as part of the logistics team to provide support to program department for their routine activities.
- Be part of the team organizing reception of cargo and storage of the items received.
- Cover the duties of any Supply Chain Officer (when on leave) to ensure smooth running of supply chain activities.
- Regular visits to warehouses in other locations in South, do a visit report and identifying any miss management, missing items or recommendation for the improvement of warehouse management.
- Perform other duties as assigned by the supervisor.
Experience and technical competencies: (include years of experience)
Essential:
- At least 2-3 years of relevant experience.
- Must be able to speak and write proficiently in English language, and knowledge of Arabic and local language.
- Legible handwriting.
- Competent mathematic skills.
- Good organizational & communication skills.
- Ability to manage teams.
- Computer skills particularly in Microsoft Office.
- Flexible, ability to work both as an individual and as a team member and under stress.
- Must be punctual.
Education: (include certificates, licenses etc.)
• Bachelor’s in any relevant field.

We offer
DRC will offer the successful applicant a contract ending on 31 December 2023, renewable based on both funding and performance.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (NMH2), level (1) and will be reporting to the Base Manager and Supply Chain Team Leader (Technical Manager).
