Associate Programme Officer
Organizational Setting and Work Relationships
The Associate Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Program officer and may supervise a small team of local staff. He/she may refer to UNHCR¿s Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.
The Associate Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
- Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
- Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
- Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
- Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards.
- Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
- Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
- Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices.
- Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes.
- Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.
- Perform other related duties as required.

Relevant Job Experience
Essential:
Demonstrated experience in programme management including familiarization with the OMC and sound knowledge of Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.
Desirable:
Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Desired Candidate Profile
The candidate is expected to have solid knowledge of programming, implementation and partner monitoring. The candidate should have demonstrated supervisory skills as the position requires supervising of a team of technical staffs comprising of WASH, Shelter, Environment and livelihood. The candidate should have good drafting skills, interpersonal skills and time management skills. SO Moyo is remote area, the candidate must have previously worked in remote areas and have skills of adaptation. The partner handling skill is key to the position. SO Moyo has 11 implementing partners and 30 operating partners. The candidate is expected to have good coordination skills to coordinate the programme activities of the partners. As the focus of the operation is on livelihood, livelihood skills are desirable.
The candidate should have good command in English and good writing skills. The candidate should have good knowledge of CRRF approach and humanitarian development nexus concepts and previous experience of working in the country implementing CRRF is an asset.

Nature of Position:
The position is a standard Associate Programme Officer position with its focus on programming, coordination, and monitoring, it is also guided by the adopted CRRF principles (Comprehensive Refugee Response Framework) by Uganda. The position reports to the Head of Sub-office, Moyo. For the above clear accountabilities, he/she should have practical experience in and familiarity with MSRP, FOCUS and RB, ability in conducting training and capacity building of Implementing and Government partners. Palorinya Refugee Settlement was established in December 2016 which currently hosts 124,000 refugees.
Incumbent overseas management of the operations in Palorinya Refugee Settlement located in Obongi District: manage partnership agreements of 11 implementing partners and 30 plus operational partners in collaboration with the government counterpart, leads annual and multi-year planning, implementation, monitoring and reporting of activities under SO Moyo/Obongi, prepares and analysis presentations for management on various programming issues. S/he is required to liaise with several units within the operation to ensure impact delivery of projects. S/he oversees the Supply Unit which has 3 staff, and supervises 9 staff including technical units -WASH, Health, Environment and Programme. The incumbent should have the experience of managing staffs, working in the remote areas and working in the refugee context.
Living and Working Conditions:
The Sub Office is located in Moyo town, the main municipal, administrative, and commercial centre of Moyo District. It is situated in northern Uganda approximately 490 km by road from Kampala. Moyo District shares a border with South Sudan to the North and East, Adjumani District to the south across the West Nile, Obongi and Yumbe District to the west. The population of Moyo District is mostly rural-based, and is estimated to be around 140,000 with 80% of the households engaged in subsistence agriculture as their main economic activity and only 9.7% engaged in salaried employment. Although the refugees are hosted in Palorinya refugees settlement in Obongi district, the UNHCR sub office, is located 5 km from Moyo town along the Kampala ¿ Moyo road.
Moyo is generally hot throughout the year averaging at 30 degrees centigrade. Physical infrastructure is characterized by poor roads, unstable and unreliable power supply, and a network coverage which is fairly okay with available internet connectivity. Travel through Moyo is mostly by road, with two locations to cross the River Nile from Adjumani District by ferry at Laropi or Obongi. Moyo is also reachable by road via Arua and Yumbe, where UNHCR has two Sub Offices. Moyo town has a small civilian airfield but it is not yet cleared for the UN travel. Moyo Town has roughly 20,000 inhabitants. The centre is dominated by Government buildings. There is one commercial bank with ATMs (Stanbic) where one may transact in Uganda Shillings and US Dollars. There is a market where basic commodities and fresh produce are sold. Moyo District Hospital and Moyo Mission hospital are the 2 major hospitals operating on a 24 hour basis. UNHCR staff receive medical treatment in Kampala and other towns. There are two UNDSS-cleared hotels as well as several restaurants where local food is served. The security situation is generally calm, with the main threat being petty crime. Moyo is a family duty station with a 12 weeks R&R cycle for international staff. There is housing available for rent, with the endorsement of UNDSS for MORSS compliance. Lack of schools and social amenities means that most staff have rented accommodation in Moyo Town and do not live with their families
