The Government of Pakistan has recognized the threat from GLOFs in its National Climate Change Policy and other relevant policies. GLOF and flood related hazards are already greater than what the national public finance can manage. To be able to strengthen capacities of vulnerable communities to address the GLOF issue urgently in the scale that is needed, the Government of Pakistan, with support from UNDP secured GCF resources to upscale ongoing initiatives on enhancing resilience of communities to climate change induced disasters in KP and GB, particularly GLOF risks. The Scaling-up of GLOF risk reduction in Northern Pakistan (GLOF-II) project expands coverage to 24 valleys of Khyber Pakhtunkhwa and Gilgit-Baltistan. It will strengthen the technical capacity of national and sub-national decision makers to integrate climate change and disaster risk management into medium- and long-term development planning processes. The project will also implement several infrastructural activities, including construction of small-scale infrastructures, rehabilitation of irrigation channels, slope stabilization through bio-engineering and installation of Early Warning Systems (EWS). The project also focuses on preparing the most vulnerable communities of the Northern Areas on GLOF risk management through Community Based Disaster Risk Management (CBDRM) activities.

The project has a vast geographical region and require additional human resource for monitoring and evaluation purpose. The project will have significant benefits as a result of hiring the monitoring and evaluation coordinator as the coordinator will ensure monitoring of the on-going infrastructure (gabion walls, check dams, irrigation channels, EWS, safe havens, CBDRMC centres) and support the project staff in informed decision making.

Duties and Responsibilities

The Monitoring and Evaluation Assistant will be primarily responsible for providing support to GLOF II project office. S/he will work with GLOF II project, government, inter-governmental organizations, NGO’s, donors, and the private sector in accordance with GLOF-II project strategy.

       The M&E Assistant will be responsible for the following key functions and tasks:

  1. Provide support in the implementation of GLOF-II project Monitoring and Evaluation mechanism, ensuring gender inclusive data collection
  2. Monitor implementation of project activities and monthly reporting to PMU and PIU on progress of project activities on pre-defined project monitoring templates regarding key interventions including Early Warning System, small-scale infrastructure, irrigation channels, slope stabilization through bio- engineering techniques, CBDRMC rehabilitation centers, safe havens.
  3. Keep track of all ongoing/completed/planned project activities to ensure consistency with project implementation timelines.
  4. Assist in monitoring project risks and implementation of risk mitigation measures on monthly basis, and updating newly identified risks in the project risk register.
  5. e.

  7. Ensure quality of on-going works and report to the PMU and PIU on issues identified.
  8. Contribute in preparation of field visit reports, along with monthly, quarterly and annual reports.
  9. Identify and document success stories, achievements and lessons learned and ensure continuous knowledge sharing across project offices.
  10. Facilitate stakeholders in their exposure/ monitoring visits to project sites.
  11. Coordination with line departments and apprise PMU and PIU of the developments.
  12. Support in the implementation of online Project Management Information System through regular data reporting.
  13. Ensure cost comparisons for all activities is done and any cost escalations are recorded and reported to the PMU and PIU.
  14. Assist project team in conducting project steering committee, working group and other meetings through organization of meeting and recording of minutes.
  15. Assist in compiling, analyzing and disseminating quantitative and qualitative information for improved programs decision making.
  16. Provide support in completion of ESMP checklists by the relevant line departments and provide support in ESMP compliance.
  17. Develop and properly maintain change orders form with the prior approval of Project Management Unit and National Project Manager.
  18. Any other relevant task assigned by the project team.

Required Skills and Experience
Education:
  • Secondary education or High School Diploma is required or
  • Bachelor’s degree in project management, business administration, economics, management, social sciences or other relevant disciplines will be given due consideration
Experience:
  • Minimum 5 years with High School or 2 years with a Bachelor’s degree, of experience in design and implementation of M&E systems in development projects implemented by national or international bodies/government.

Required Skills:

  • Experience in the developing participatory M&E systems and analysing data, using statistical software, would be advantageous;
  • Substantive knowledge in planning and monitoring;
  • Experience in designing tools, gantt charts and strategies for data collection, analysis and production of reports;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Experience in handling of web-based management systems (PMIS, MS-Project etc.)
  • Sound knowledge of project management is a must to have.

Required Language (s)

Demonstrated proficiency in oral and written English and Urdu. Knowledge of other local languages is an asset.
