Purpose of consultancy
To provide technical expertise to WHO diabetes team in stakeholder convenings, internal and external meetings and relevant events.
Background
The WHO Global Diabetes Compact has the vision of reducing the risk of diabetes and ensuring that all people who are diagnosed with diabetes have access to equitable, comprehensive, affordable, and quality treatment and care. The work undertaken as part of the Compact will also support the prevention of type 2 diabetes from obesity, unhealthy diet, and physical inactivity.
The Global Diabetes Compact consists of six workstreams:
- Access to essential diabetes medicine and associated health technologies.
- Technical products.
- Prevention, health promotion and health literacy.
- Country work.
- Research and innovation.
- Governance, strategy, and partnerships.
Member States have shown support to the prioritize diabetes through the adoption by the 74th session of the World Health Assembly of the resolution entitled 'Reducing the burden of noncommunicable diseases through strengthening prevention and control of diabetes' (WHA74.4), including a first ever global coverage targets for diabetes, recently adopted by Member States during May of 2022, at the 75th World Health Assembly (Decision WHA75.11).
The targets endorsed are:
- 80% of people with diabetes are diagnosed.
- 80% of people with diagnosed diabetes have good control of glycaemia.
- 80% of people with diagnosed diabetes have good control of blood pressure.
- 60% of people with diabetes of 40 years or older receive statins; and
- 100% of people with type 1 diabetes have access to affordable insulin treatment and blood glucose self-monitoring.
This consultancy will contribute to workstream 6 (Governance, strategy, and partnership).
Deliverables:
Specific Terms of Reference (TORs), including the exact deliverables, duration and place of assignment will be shared with the selected candidate at the time of hiring for a specific consultancy.
- Deliverable 1: Facilitate engagement of stakeholder meetings (e.g., Global Diabetes Compact Forum, People living with diabetes, Technical Advisory Group of Diabetes), internal and external meetings and other events (e.g., side events on major conferences, strategic spotlight, hard talks).
- Deliverable 1.1: In collaboration with relevant partners draft concept note engagement and meeting approval.
- Deliverable 1.2: Assess applicants for attending the venue.
- Deliverable 1.3: Facilitate meeting preparations (draft agenda, meeting approvals, speaker briefings, event logistics) in collaboration with relevant technical focal points.
- Deliverable 1.4: Draft emails to speakers and participants for review of staff.
- Deliverable 1.5: Provide inputs to advocacy material.
- Deliverable 1.6: Prepare note-takers and moderators ahead of convenings.
- Deliverable 1.7: Draft post-meeting documents.
- Deliverable 1.8: Contribute to translation and design of post-meeting documents.
- Deliverable 1.9: Provide overview of planned side events for stakeholders around Executive Board meeting/World Health Assembly and World Diabetes Day 2023/2024.
Qualifications, experience, skills and languages.
Educational Qualifications:
Essential:
- University degree in medicine, public health or related discipline.
Experience:

- Over 5 years of relevant experience related to advocacy, event planning or stakeholder engagement of diabetes.
Desirable:
- Relevant work experience with WHO and/or UN agencies, health cluster partners, or relevant non-governmental organizations.
- Experience with countries from low-and middle-income settings.
Skills
- Proven skills of working with various stakeholders at national, regional or international levels.
- Ability to work independently and collaboratively.
- Ability to prioritize and manage work to critical project timelines in a fast-paced environment.
- Excellent written and oral communication skills.
- Exceptional diplomatic and interpersonal skills.
Languages required:

- Expert knowledge of English.
Desirable:
- Intermediate knowledge of other WHO languages.

Travel
The consultant is expected to travel.
Remuneration and budget (travel costs are excluded):
Remuneration:
Band level B -USD 7,000-9,980 per month.
Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:
1-11 months. Additional contracts may be offered based on satisfactory performance.
