OBJECTIVES OF THE PROGRAMME
The objective of the Division of Business Operations (BOS) is to support the work of the WHO Regional Office for Europe (WHO/Europe) through delivery of services within the areas of human resources, finance, contracting and procurement, legal advice, information & communications technology, printing, security, facilities management, fixed assets, conference support, travel and transport, and staff wellness and well-being. As an enabling function, the division enhances the productivity of the health technical programmes and country offices while at the same time overseeing accountability, transparency and compliance with WHO administrative rules and regulations. The BOS division strives to strengthen the capacity of WHO/Europe to react in an agile way to external and internal changes. The division projects are designed to increase productivity, ensure financial sustainability of the region’s structures, reinforce a client-oriented culture, strengthen country office capacities, and drive strategic initiatives to enhance staff motivation and well-being.
Description of Duties:
As a member of the Human Resources Talent Management Team, the Associate will perform duties under the supervision of a Human Resources Officer.
• Reviews requests for recruitment, researches and prepares relevant background documentation, provides first recommendation to supervisor for decisions, and processes the necessary actions in the online recruitment tool.
•Screens applications for relevant minimum qualifications, secures all documentation required, arranges and follows-up on each stage of the selection process.
• Participates in selection panels for GS and Professional up to P2, organizes interviews and supports in coordination of its process, assists in drafting of interview questions and the final selection report.
• Ensures compliance with the usage of standardized post descriptions and escalating on any deviation.
• Conduct first level analysis and review of requests for hiring of consultants and interns to ensure completeness and compliance of submissions with HR policies and escalate as needed.
2. Contract management support:
• Briefs and advises personnel at all levels on WHO rules and regulations, employment conditions, entitlements, and standard operating procedures, from recruitment to separation.
• Monitors contract extensions, probationary periods, separations and the timely initiation of all HR actions in compliance with WHO rules and regulations
3. HR Services and Entitlements
• Responds to queries on performance management policy and tool. Monitors compliance and timely completion of performance reports.
• Initiates correspondence and drafts recommendations related to various HR actions (waivers, acting arrangements, exceptions, lateral transfers, etc.). Initiates GSM transactions following consultation with the manager and Human Resources Officer (HRO).
• Liaises with WHO Service Centre on contract administration, entitlements and payroll.
• Initiates requests for advertisement and hiring and ensuring that the associated actions in GSM are initiated and the internal process is followed
• Assists staff and managers regarding employee and management self-service functions in the Global Management System (GSM).
• Monitors leave and absence in close consultation with the designated leave administrators within the programme.
4. Data monitoring and HR Reporting
• In close consultation with the HRO, supports the programme HR planning and implementation by providing updated reports and statistics of the workforce and status of vacant positions, updating these reports regularly.
• Supports restructuring/re-profiling and other review exercises by providing analysis, reports, data and organigrams as needed.
• Prepare regular HR reports and statistics as needed.
Performs other duties as requested by the HR Officer.
Essential: Completion of secondary school or equivalent.
Desirable: University degree in human resources, administration, or related area
At least 8 years of work experience in administrative/HR related work, with considerable exposure to HR practices, rules and policies in an organizational context
Demonstrated experience in an international environment or institution.
Relevant experience with(in) WHO or in the United Nations.
Training in human resources, online recruitment tools and/or employment relations
Use of Language skills:
Required: Advanced knowledge of English
Desirable: Working knowledge of Türkish, and/or another WHO/Europe working language (French, Russian, German)
Management of large databases and reporting, strong client relations focus, presentation skills, writing skills, organizational planning skills and diplomatic skills. Ability to identify and manage one’s own emotions, as well as helping others to do the same.

United States Dollars 19,611 as starting annual net base salary exempt from local income tax (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
