Terms of Reference

<Job Description for Protection Unit>
• Provide counseling support for Persons of Concern (PoC) and case review
• Research and analyze domestic and international refugee law and relevant case law
• Research and analyze Country of Origin Information (CoI)
• Assist advocacy activities and internal/external events
• Draft documents and meeting minutes, translation, and interpretation in a timely manner


<Working Condition>
• Length of assignment: For 7 months, full-time only (1 February 2023 – 31 August 2023) (Non-renewable under KOICA YP rules and regulations)
• Working hours: 9:00 am to 6:00 pm (Mon-Fri)
• Allowance paid in accordance with the KOICA YP Regulations, in line with the UNHCR’s revised Recruitment and Assignment Policy (UNHCR/HCP/2022/07, effective from 1 Oct 2022)

<Minimum Qualifications>
• Candidates should be Korean citizens aged between 19 to 34 years old, currently unemployed, as of 31 December 2022
- In accordance with Article 16(1) of the Support for Veterans Acts, the age requirement may be waived for candidates meeting the following conditions:
- Completion of more than two years of military service and aged 37 years old
- Completion of more than 1 but less than 2 years of service and aged 36 years old
- Less than 1 year of service and aged 35 years old
• No former YP experience working for KOICA’s development cooperation programme through Implementing partnership

<Detailed requirements>
• Bachelor /master’s degree holders (graduated within less than 12 months) or undergraduates in school for more than two years as of 2022 preferred
• Those available to serve full-time for 7 months
• Fluent in both English and Korean
• Proficient in computer skills
• Familiar with social media platforms
• Experienced in ENG/KOR and KOR/ENG translations
• Interested in local and international media and trends
• Proficient in MS Office (Word, Excel, PowerPoint)
• Interested in cultural and international events with relevant experience
• Interested in refugee issues and international organizations
• Those with previous YP experience are not eligible to reapply
- Applicant can participate once each as 1) YP in ODA partner organizations and 2) YP in KOICA overseas field offices (Can vary in accordance with the regulation of the Ministry of Economy and Finance every year)

<Special consideration>
• Social safety net beneficiaries: incl. people with disability, low income, patriots and veterans, recognized talent by the regional authority, North Korean defectors, female-headed households, marriage migrants, multicultural families, high school graduates, students from foster homes or nursery facilities
• Those holding KOICA ODA Generalist Certificate
