Creating a digital safety net for Unaccompanied Children

Signpost is a digitally enabled responsive information service that supports and empowers populations in crisis, including asylum-seekers, migrants, and people who have experienced violence. IRC launched the Signpost ImportaMí program in September 2021 to reach unaccompanied migrant and asylum-seeking children who are at risk of falling through the cracks, vulnerable to receiving in absentia removal orders (due to missing their hearing), or missed opportunities to secure lawful immigration status, as well as to exploitation, trafficking, or social exclusion. Since the start of ImportaMí, the need for legal consultations and legal services referrals from unaccompanied children across the country, have increased because:

  • children may be released from a shelter without receiving a Know Your Presentation or access to legal referrals,
  • children may often live in more remote or rural areas where access to quality legal services may be limited or they must travel long distances to meet with an attorney who speaks their language;
  • Children from Afghanistan, Ukraine, and other countries have unique legal options and may require additional support and resources.



JOB OVERVIEW: IRC seeks an Outreach and Content Program Manager to provide training, outreach insights, and content guidance to Immigration Intake Specialists, Digital Community Liaisons, and Content Development Coordinators who serve a range of particularly vulnerable unaccompanied children. This includes special populations like: children processed through Influx Care Facilities (ICF), Unaccompanied Afghan Minors (UAMs), and Unaccompanied Ukrainian Minors (UUMs). These children often have not received a Know Your Rights presentation, are more likely to face placement disruptions with sponsors, and may have more complicated legal case postures or limited forms of relief they are eligible for. As a result, the Outreach and Content Program Manager would support the expansion and implementation of post-release services for unaccompanied children and collaborate with the Supervising Attorney to establish a model of post-release services outreach and engagement with children that can be shared with partners. In addition, they will collaborate with partners to adapt and revise the model, based on feedback from children and partners. The Outreach and Content Manager will ensure consistency between outreach and content shared by Digital Community Liaisons and Intake Specialists. 

The Outreach and Content Program Manager provides training, insights, and guidance to ensure standard outreach, messaging, and resources shared by Digital Community Liaisons (DCLs) and Immigration Intake Specialists (IISs) through our various ImportaMí platforms, are consistent and child-centered. The Outreach and Content Program Manager will support content development and help coordinate website and social media articles and posts, respectively. Tasks include training, moderation of messaging and social media post comments, and helping to make it easier for children to navigate and find information on ImportaMí platforms. The Outreach and Content Program Manager is responsible for the supervision of Digital Community Liaisons and Content Development Coordinators. This would be a remote position.


Major Responsibilities:

Program Management and Training

  • Lead ImportaMí moderation in collaboration with input from Supervising Attorney.
  • Support implementation of outreach strategy, particularly focused on expansion of post-release services and collaborating to develop a model that can be replicated/modified by ICF partners.
  • Assist in the development of a standardized training and SOP for Immigration Intake Specialists, based on, and adapting, resources and insights from current DCL and IIS outreach efforts.      


Program and Staff Supervision

  • Provide feedback and ensure standard resources and responses shared with unaccompanied children by Immigration Intake Specialists and Digital Community Liaisons are accurate and consistent.
  • Maintain platform reputation by approving or copyediting content and assuring accurate translations.
  • Supervise Digital Community Liaisons (4-5 staff members) and Content Development Coordinators (1-2 staff members.
  • Manage and support DCL team in replying to messages and questions received through WhatsApp and Facebook by following moderation guidelines.
  • Ensure all staff, interns, and volunteers have a clear understanding of what activities constitute the unauthorized practice of law and how these boundaries should be applied in IRC’s legal service model.
  • Ensure DCLs can identify children who have high needs and refer to appropriate hotlines and programs based on established safety protocols. Escalate any communication from vulnerable cases to Crisis Response Officer and Protection Specialists.
  • Contribute to a Frequently Asked Questions document in English, Spanish, and Dari/Pashto that can be used to answer children’s questions and review/add macros to facilitate responses.
  • Collaborate with Content Development Coordinators in the creation of new content topics to feed into resources and related content pipeline, request relevant approvals, and translations.
  • Share feedback, contextual knowledge, and learning with the wider team on an ongoing basis.
  • Collaborate with Supervising Attorney and other staff to ensure maximum visibility.
  • Represent the team at meetings, internal and external workshops, conferences, and other events as needed.


Data Management & Reporting


Job Requirements:

  • Undergraduate degree required. Master’s degree in social work, legal studies, migration studies, communications, international development, public policy, or related field preferred.
  • At least 2 years of experience providing supervision and program management.
  • Demonstrated ability to develop and cultivate partnerships in furtherance of program development goals.
  • Demonstrated experience reviewing diverse content, ability to synthesize complex legal concepts into accessible language for unaccompanied children and sponsors, and explain how to adapt content for different audiences.
  • Demonstrated understanding of fiscal management and reporting required.
  • Excellent English written and oral communication skills, including presentation skills.
  • Proficiency in Spanish strongly preferred.
  • Ability and passion to train and mentor staff with less experience on content and immigration legal issues.
  • Ability and passion to strengthen programs through best practices and innovative approaches.  
  • Proven understanding of legal ethics standards and ability to instruct others on core principles of legal professional conduct.
  • Excellent organizational and time management skills
  • Ability to be flexible and work well under pressure in a fast-paced team environment.
  • Previous multi-cultural experience and proven ability to communicate well with people from diverse backgrounds strongly preferred.
  • Proven ability to work effectively as a member of a team and to exercise independent judgment responsibly.


Internal and External Relationships

  • The Outreach and Content Program Manager will supervise the Digital Community Liaisons and Content Development Coordinators.
  • They will work closely with IRC’s immigration teams and relevant partners to ensure content and legal accuracy.
  • They will liaise with IRC child protection experts, and Signpost’s Global Team


Working Environment: 

  • This is a fully remote position. 
  • May require occasional weekend and/or evening work.
