Mission and objectives
UNISFA was established in July 2011 under authority of the UN Department of Peacekeeping Operations (DPKO). UNISFA is mandated to Strengthen the capacity of the Abyei Police Service (APS) by providing support, including the training of personnel, and coordinate with the APS on matters of law and order, Monitor and verify the redeployment of armed forces from the Abyei area in accordance with the 20 June 2011 Agreement, Provide de-mining assistance and technical advice, Facilitate the delivery of humanitarian aid and free movement of humanitarian personnel in coordination with relevant Abyei Area bodies, When requested and in cooperation with the APS, provide security for oil infrastructure in the Abyei Administrative Area (AAA) and later to organize the referendum The Council also authorized UNISFA under Chapter VII to: • Protect UN Personnel, facilities, installations, and equipment. • Ensure the security and freedom of UN and humanitarian personnel and members of the Joint Military Observers Committee and Joint Military Observer Teams established by the 20 June Agreement. • Protect civilians under imminent threat of physical violence; and protect the Area from incursions by unauthorized elements and ensure security.
Context
This position is in the United Nations Interim Security Force for Abyei (UNISFA). The Facility Management Assistant reports to the Chief of Facilities and Environmental Management Unit to supports the operations and implementation of SMART Camps through data analysis and interpretation.
Task description
Within the delegated authority from the Chief of Facilities and Environmental Management Unit, the Facility Management Assistant shall be responsible for the following duties: 1. Implementation/Operations •Creating and reviewing data requirements and design documents to ensure camp management data needs are accurately provided. •Analyzing and interpreting FRIM data using statistical techniques for water, electricity and fuel consumption for decision making. •Designing, developing, implementing and modifying data infrastructure to accelerate the processes of data collection, analysis and reporting and other strategies that optimize statistical efficiency and quality. •Support and assist fieldworkers to use mobile and paper-based data collection systems. •Identify, analyze, and interpret trends or patterns in complex data sets. •Work with management to prioritize and define new process improvement opportunities in Camp Management. •Assist the Camp Management Supervisor in managing the accommodation of civilians and individual uniformed personnel. •Assist in scheduling and supervision for minor repairs, cleaning, waste collection including grounds maintenance in all the mission area. •Assist in carrying out technical assessments of existing buildings and infrastructure to resolve basic problems and inspect quality of work and work performance. •Issue instructions at site, record variances, supervise and record measurements of work taken with respect to work progress. •Inspect and report on maintenance work carried out by contractors and ensure proper utilization of available resources. •Maintain an accurate accommodation inventory records in electronic inventory management system for property control and accountability in conformance with administrative instructions, guidelines, manuals, and SOPs. •On time processing of accommodation recoveries on visitors, vendors, contractors whenever necessary. •Record keeping for all existing Memorandum of Understanding and ensure they are updated. 2. Planning •Assess the existing infrastructure and analyze consumption for water and energy to ensure compatibility and recommend adjustments/modifications for power grid and water supply system that are required prior to the implementation of the provided solutions using FRIM Data. •Assists with the monitoring of consumption of water and waste production and setting targets for consumption in conjunction with other stakeholders •Supports the Camp Management cell in the development of the quality assurance plan to provide systematic method to monitor facility and camp performance. •Participates in the development of risk assessments and risk management plans using FRIM Data. •Assists in the development of contract compliance checklists and implementation plans for facility and asset care management contracts. 3. Administration •Support the camp management of UNISFA HQ in supervising and monitoring the performance indicators UNISFA Camp Management Service Contractor •Prepares weekly and monthly report on water, electricity, and fuel consumptions. •Supports the Camp Management cell in office administration, record management and check-in/check-out process of staff. •Supports the promotion of best practices in relation to facility management, ensuring compliance with UN legislations and standards. •Advise on the most advanced, cost effective, and low maintenance smart/remote monitoring solutions for asset and facility management. 4. Any other assigned duties. Furthermore, UN Volunteers are encouraged to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; network and build relationships with local organizations, groups or individuals, and support and/or participate in local volunteering initiatives. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • initiate and/or participate in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site. • Promote or advise local groups on the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible; -Encourage, mobilize and support coworkers, fellow UNV volunteers and members of the local community to play an active part in peace and development activities on a voluntary basis. • Discuss with supervisors how volunteerism for peace and development can be mainstreamed in the assignment and integrate activities promoting volunteerism for peace and development into work plans. • Assist with the UNV “buddy Programme” for newly arriving UNV volunteers. Results/Expected Output: • The volunteer will have contributed to strengthening the UNISFA Health Services through quality assurance mechanisms. • Inclusion in Performance Appraisal Report of statement of achievements towards volunteerism for development and capacity building during your assignment such as specific quantification of mobilized volunteers, trained national colleagues, activities, capacities. • The Volunteer will have created an impact on the efficiency of the Clinic as the incumbent’s own initiative will be decisive in result of work and timely finalization.
