Consultant to conduct National Referral Mechanisms visit to Italy and produce country assessment report (SSA)

Background:

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) has been active in preventing and combating trafficking in human beings since 1999. It has the mandate to assist States in establishing National Referral Mechanisms (NRM), as well as technical assistance in their development, monitoring and reporting on the progression of NRMs in the OSCE participating States. 

Effective NRMs in conflict and refugee situations are crucial to preventing and combating the trafficking in women and children in countries of transit and destination of refugees. NRMs provide an effective framework for multidisciplinary actors and provide clearly defined roles and responsibilities within the NRM (e.g. law enforcement agencies, including labour inspectorates, health workers, educators, social service providers and civil society organisations, etc.) to facilitate the rapid collection and sharing of information on patterns of vulnerability and risks, the ever-changing tactics of perpetrators and potential sites of exploitation, to formulate effective and swift responses. 

As part of ODIHR’s rapid anti-trafficking response for military attack against Ukraine within Advancing the Human Dimension of Security in Ukraine Project and upon request, ODIHR will be conducting rapid NRM assessment visits to the destination countries of refugees from Ukraine focusing on strengthening anti-trafficking response systems to address the risk of trafficking for refugees from Ukraine. ODIHR as the OSCE knowledge and competence hub in relation to National Referral Mechanisms has unique expertise in assessing the risk gaps and challenges to provide specific recommendations to strengthen and support NRM frameworks and partnerships.

Duration of Special Service Agreement:  

The Consultant is expected to work up to 20 working days in the first quarter of 2023.
 

Objective of Assignment:

The main objective of this consultancy is to support ODIHR Anti-Trafficking Programme with rapid assessment visit to Italy in the first quarter of 2023 in order to assess the risk gaps and challenges relating to the risk of trafficking of refugees from Ukraine.

Tasks and responsibilities:

Under the supervision of the Adviser on Anti-Trafficking Issues, the consultant will be responsible for: 

1. Carrying out desk and legal research on the situation in Italy
2. Participation in an in-country visit to Italy to assess the situation on the ground, including:

• Mapping and contacting stakeholders from civil society and frontline responders.
• Conducting legal research and identifying gaps in anti-trafficking legal framework.
• Conducting interviews and liaising with relevant stakeholders, including civil society organizations and state representatives. 

3. The consultant will prepare the country assessment report together with the other consultant, including recommendations tailored to the specific situation in Italy of approximately 35 A4-pages, including recommendation of ca. 5 A4-pages. 

The ODIHR Anti-Trafficking Programme will accompany the consultant in her/his assessment visit to Italy;

The meetings with stakeholders from state authorities will be arranged by ODIHR, and consecutive interpretation will be provided as necessary.
 

Necessary Skills and Qualifications:

• Advanced university degree in international relations, international law, human rights, political science, social sciences, psychology, law enforcement or a related field;
• At least four years’ of professional experience in human rights with a particular focus on combating trafficking in human beings and National Referral Mechanisms;
• Strong knowledge of international human rights law, with a particular focus on combating trafficking in human beings;
• Hands-on practical experience in research and drafting of reports/guidelines,/policy papers/recommendations;
• Experience in conducting consultative processes and meetings for assessments and report drafting;
• Excellent research and drafting skills in English, working knowledge of Russian or Ukrainian will be considered an advantage;
• Strong gender awareness and demonstrated ability to incorporate gender perspectives into planning, research and drafting
• Familiarity with the work of intergovernmental organizations, in particular, the OSCE;
• Ability to work independently as well as collaboratively;
• Ability to adhere to deadlines.
   

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
