SUMMARY

This position is an exciting opportunity to join a growing organization in developing its global humanitarian practices. The MEAL CWC coordinator will work together with regional directors, country offices, IsraAID’s development department to ensure the quality design of IsraAID global programs and strategic action. CONTEXT
IsraAID, founded in 2001, is a non-profit, non-governmental organization committed to providing life-saving disaster relief and long term support. For over a decade, our teams of professional medics, search & rescue squads, post-trauma experts and community mobilizers, have been first on the front lines of nearly every major humanitarian response in the 21st century. Our mission is to efficiently support and meet the changing needs of populations as they strive to move from crisis to reconstruction/rehabilitation, and eventually, to sustainable living.
IsraAID HQ is based in Tel Aviv from which it offers support to all IsraAID programs, development and emergency, around the world. The MEAL CWC coordinator will initially work as part of the programs department to support the development of meal frameworks around the world, proceeding to the development of an independent positioning of the MEAL CWC coordinator role within the organization, striving to increase scope and depth of IsraAID activities worldwide.

GENERAL RESPONSIBILITIES
The Monitoring, Evaluation, Accountability, and Learning (MEAL) coordinator manages information, reporting processes and products to ensure professional, high-quality data and learnings about IsraAIDs programmatic activities and results. The MEAL CWC coordinator will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning with all field offices and across the organization. The MEAL CWC coordinator will assume responsibility for full-cycle monitoring and evaluation of IsraAID programs, developing appropriate participatory methodologies and tools to design evaluations and improve the organization´s communication with communities’ practices.

Primary Responsibilities:
• Develop, review and assess monitoring frameworks for IsraAID programs, aligning with
sector strategy, unifying and systemizing key global indicators.
• Promote improved monitoring and learning procedures of both ongoing and emergency
programs
• Support team leads in ensuring the periodic project learning processes.
• Conduct evaluations of strategically selected programs or strategies (1-3 yearly).
• Support continued design and use of digital monitoring platforms, promoting the collection
and production of relevant, usable data
• Initiate and work with staff and external consultants to facilitate effective external
evaluations that answer the organization’s needs.
• Initiate collaboration and manage partnerships with academic institutions for the external
evaluation of programs and methodologies.
• Generate global quarterly indicator reports for tracking progress against key indicators,
aggregate and analyze data on 6 months basis to contribute to management decision-making
and reporting.
• Lead the development and distribution of a global impact learning process, in alignment with
IsraAID’s theory of change.
• Provide technical leadership, capacity building and support to country and program staff and
partner organizations in planning and implementing MEAL CWC systems and
activities, Facilitate peer learning and provide support and guidance to MEAL Officers and
selected staff in the different missions
• Ensure the mainstreaming of IsraAID’s principles and values (e.g. Communication with
Communities (or Communities First), participatory) in the organization’s MEAL approach
and activities
• Conduct visits to IsraAID missions (2-3 yearly) in-line with the prioritized objectives.
• Support recruiting, interviewing, and training new M&E staff and/or consultants
• Gradually develop role towards trends research and strategic guidance for the organization
on a global/regional level.
• Representation- Raise the profile of IsraAID, its work and country missions through active
participation in Interaction forum, and external events when possible.

ESSENTIAL SKILLS, KNOWLEDGE, AND COMPETENCIES
• Bachelor’s degree required in statistics, demographics, or international development
preferred, Master degree will be considered an advantage
• Minimum of five (5) years of experience working in the field of monitoring and evaluation
• Proven success in designing, implementing, and operating MEAL systems from project initiation to close out (including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans)
• Experience in Project management
• Programmatic experience working in the international development and/or humanitarian sector.
• Experience in developing ‘means of verification’ as planning and managing surveys, developing and refining data collection tools, data quality assessments and oversight
• Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
• Ability to synthesize complex information and communicate it effectively to diverse
• Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural communication.
• Willingness and ability to travel independently and internationally (at least twice annually)
• Computer proficiency in Windows environment (Microsoft Word, Excel, Access, PowerPoint) and proficiency in online research (e.g., PubMed).

CONDITIONS

1. Full time position.

2. Office working days Sunday- Thursday.

3. Commitment to align with Israel working hours as required, and no less than 5 hours daily.

4. At least 3 working days per week from IsraAID office.

5. If home based- willingness to travel at least 3 times per year to the HQ.

6. minimum 2 deployments during the year of up to 3 weeks.
