Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement) together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into several main divisions: (i) National Society Development and Operations Coordination NSDOC); (ii) Global Relations, Humanitarian Diplomacy and Digitalization (GRHDD); and (iii) Management Policy, Strategy and Corporate Services (MPSCS).

IFRC has five regional offices based in the following locations: (i) Africa Region, in Nairobi, Kenya; (ii) Asia Pacific Region, in Kuala Lumpur, Malaysia; (iii) Middle East and North Africa Region, in Beirut, Lebanon; (iv) Europe Region, in Budapest, Hungary; and Americas Region, in Panama City, Panama.

On 24 February 2022, a new phase in the armed conflict in Ukraine started with the intensification and spread of hostilities that now affect the entire country of Ukraine and has resulted in millions forcibly displaced beyond the borders of Ukraine, creating massive humanitarian needs across a wide region.

The CVA-IM Delegate is accountable for ensuring that information management support is properly integrated into Cash and Vouchers Assistance (CVA) programmes managed by National Societies and the IFRC, including the National Societies responding to the Ukraine and impacted countries operation.

Job Purpose

The CVA-IM Delegate will provide technical advice to the CVA teams and National Societies on data, processes, and tools related to Information Management to support decision making in the Cash and Voucher Assistance (CVA) programme. The CVA-IM Delegate will support the entire lifecycle of CVA interventions in terms of data and information management, and use of digital solutions.

The CVA-IM Delegate will support the ongoing CVA programmes, particularly in the collection and management of data for registrations and selection criteria, as well as ensuring correct functioning of systems in place. For implementation of new CVA programmes, the CVA-IM Delegate will provide support from their initial stages with the collection and analysis of data for assessments and market studies, and will propose digital solutions to ensure efficiency in data storage and availability

Job Duties and Responsibilities

Data and Information Management Services for CVA:

  • Ensure Information Management support for the CVA program of IFRC Poland Country Cluster, focused on the development and implementation of data processes and systems to ensure effectiveness and reliability on CVA programs implementation, as well as ensuring proper data collection, storing, management and
  • Support CVA teams to identify data requirements to support CVA assessments, market analysis, and definition of selection criteria, with the collection and analysis of primary and secondary data.
  • Support primary data collection for CVA programs (e.g. beneficiary registration, Cash distributions, Post-Distribution Monitoring, Exit surveys), and provide technical guidance on mobile data collection tools such as Kobo Toolbox and Red Rose, and support the implementation of Red Rose solutions for CVA programs, as well as ensuring technical support to National Societies.
  • Ensure that the data collected for CVA purposes complies with data protection principles and
  • Ensure the quality of data collected by directly taking care of data cleaning, de-duplication, and other necessary
  • Support National Societies and IFRC in ensuring the quality of data collection processes and data management including encoding, storing, and transferring data to key stakeholders.
  • Prepare IFRC and National Societies submissions to Cash Working Group 3W (Who, What, Where?) platforms, and act as a technical focal point to populate 3W templates.
  • In close coordination with Community Engagement and Accountability (CEA) and IM teams, support in the development and implementation of systems to track and collect community feedback, ensuring continuous improvement and effectiveness of CVA programs in the region. This includes the integration and maintenance of programmable communication tools (e.g. Twilio) and chatbots.
  • Liaise with CVA teams to ensure their operational IM needs are met, and work closely with IM Delegates and Roving IM Senior Delegates supporting CVA programs at the country/cluster level to ensure systems are meeting current data and information needs.
  • Ensure timely preparation and generation of information products to support the progress of CVA programs such as infographics, dashboards, and maps, in close coordination with Data Visualization and Mapping specialists to ensure IFRC standards are met.
  • Provide guidance and support in determining data protection considerations in the collection, management, storage, and sharing of data.

Data and Information Management Capacity Improvement:

  • Facilitate training and dissemination on information management standards, procedures, and tools to IFRC offices and National Societies with the view of enhancing their data and information management capacities.
  • Facilitate sessions, support, and technical guidance to IFRC and National Societies regarding data and information management to support CVA programs in the region.
  • Support National Societies to implement and integrate IFRC Mobile Data Collection standard tools and

Support to emergency operations:

  • Act as a cluster IM focal point for emergency operations, following the Information Management team’sroles and Responsibilities -or Standard Operating Procedures (SOPs)- in emergencies.
  • Provide remote or on-the-ground support to operations at field and cluster/country level, upon request, the development and implementation of systems to support CVA programs, in close coordination with the CVA
  • Support CVA team in the design and implementation of CVA strategies at country level, including the collection of secondary data to develop market studies and beneficiary selection criteria.
  • When deployed, act as an IFRC technical focal point at inter-agency level

Coordination and Networking:

  • Support the Counting Cash initiative for the region, and reporting CVA metrics and
  • Establish, maintain and collaborate in functional networks and coordination with Movement partners, UN Agencies and other humanitarian actors in regards Information Management for Cash and Vouchers Assistance approaches.
  • Closely collaborate with CVA-IM and IM peers in IFRC Geneva and regions in harmonization and alignment of CVA-IM standards, approaches and best practices.

Education

  • Relevant university degree / higher education or demonstrated equivalent humanitarian related experience.- Required
  • Recognized technical training in Information Technology, demography, statistics, GIS, data visualization, graphic design, social sciences, analysis, needs assessments or a related field.- Required
  • Recognized technical training in Cash and Vouchers Assistance, such as Practical Emergency Cash Transfer (PECT) Training or similar.- Required
  • IFRC training in Mobile Data Collection, Survey Design & Humanitarian Information Analysis.- Preferred

Experience

  • Minimum 3 years of proven experience of analysis of data and information in humanitarian settings.-Required
  • Minimum 3 years of experience in providing Information Management support in a disaster response and recovery emergency operation.- Required
  • Experience facilitating training.- Preferred
  • Experience in mobile data collection and survey design to support implementation of CVA program. - Required
  • Experience in analyzing primary and secondary data in emergencies. - Required
  • Experience/knowledge of mobile data collection tools, such as Kobo and ODK. - Required
  • Experience with programmable communication tools, such as Twilio. - Preferred
  • Experience with RedRose and working with third-party providers. - Preferred
  • Experience with data management systems. - Preferred
  • Experience/knowledge of data visualization and GIS tools, such as Power Bi, Tableau and QGIS. - Preferred
  • Experience building a network and/or team, especially a remote team. - Preferred
