Job Description:

1. Background

The International Initiative for Impact Evaluation (3ie) promotes evidence-informed equitable, inclusive and sustainable development. We support the generation and effective use of high-quality evidence to inform decision-making and improve the lives of people living in poverty in low- and middle-income countries (L&MICs). We provide guidance and support to produce, synthesize and quality-assure evidence of what works, for whom, how, why and at what cost. 3ie is registered as a non-governmental organization in the United States. It has staff located around the world, with hubs in New Delhi, London and Washington, DC.

3ie seeks applicants for a Deputy Chief of Party (DCOP) for an anticipated USAID/India Health Learning activity. The purpose of the activity is to deploy timely and reliable organizational and programmatic monitoring and learning and generate effective learnings for the improvement of health for vulnerable populations for USAID India. The activity has an anticipated period of performance of four years.

2. Summary:

The DCOP will support the Chief of Party in program leadership, and oversee the management of staff and consultants, work plans and other activity documents. In addition, the DCOP will provide technical leadership in monitoring, evaluation and learning (MEL). The candidate should have demonstrated broad management and team building experience; deep technical knowledge of MEL and collaborating, learning and adapting (CLA) activities for international development activities; and experience in India or the region. The DCOP will support assessments and evaluations; data quality assessments (DQAs), CLA events, and oversee the strengthening of health learning capabilities of USAID/India staff, local partners, and the Government of India. The DCOP will work with the Mission’s leadership team, Program Office, technical office team leads, and COP of the India Health Learning activity managing USAID activities. This position is anticipated to be a four-year term based in New Delhi, India. Some local and regional travel is likely.

3. Key responsibilities may include*:

3.1 Project and grant administration management:

• Provide program management leadership and support to ensure the strategic, programmatic, technical, financial, and contractual integrity from activity start-up through implementation and completion
• Collaborate closely with the Mission’s leadership team, Program Office, technical office team leads, and COP of the India Health Learning activity managing USAID activity
• Ensure grant and contract implementation and spending are aligned with approved budgets, work plans and USAID policies and practices
• Undertake technical review of colleagues’ work and draft reports
• Recruit, on-board, manage and supervise staff and consultants, as required, and mentor junior staff, as needed

3.2 Monitoring, evaluation and learning:

• Oversee the design and implementation of MEL and CLA activities, consistent with USAID’s health learning approach, which may include selecting and defining indicators, setting targets, planning data collection, and analyzing data to measure the results of the activity and achievement of strategic objectives of USAID/India
• Oversee end-of-activity evaluations, surveys and other components of the health learning system
• Work with partners to ensure the application of high-quality MEL quantitative and qualitative methods and participatory methodologies, activities and data collection
• Provide supervision and technical assistance to partners, as needed, in the implementation of the health learning system
• Communicate findings with activity stakeholders

4. Qualifications and skills:

• PhD (or a master's degree plus four years’ experience) in areas such as public health, evaluation, organizational development, international development, economics, or related social science discipline preferred
• Minimum of three years of supervisory work experience, including direct supervision of professional and support staff required
• Demonstrated knowledge of MEL and CLA required
• Demonstrated knowledge of the health sector, health systems, or public health required
• Knowledge of USAID regulations and compliance required
• Excellent oral and written English language communication skills required
• Experience in India or the region preferred
• Progressively responsible experience managing complex donor-funded projects related to monitoring and evaluation preferred
