Purpose of consultancy

The consultant will revise the Monitoring & Evaluation framework of the EYE Strategy and its monitoring approach before end of 2023 taking into account the findings and recommendations of the 2022 Midterm evaluation. The revision of the M&E framework needs to include relevant, appropriately disaggregated targets, additional milestones and indicators, adjusted targets based on midterm progress from both AFRO and PAHO regions, and will require to be expended.

Background

WHO and partners developed a long-term global Eliminate Yellow fever Epidemics (EYE) strategy during the second half of 2016 to respond to the increasing risk of large urban yellow fever outbreaks. To ensure and guide successful implementation, 3 strategic objectives were defined together with milestones to be attained throughout a 10-year timeline (2017-2026). To enhance progress monitoring and evaluation against these objectives and milestones, it is important to quantify and visualize progress made, hence the need for data visualization and interactive information products.

In 2022, an external Midterm evaluation of the EYE Strategy was conducted to assess progress and advise on the way forward.

Deliverables:

Task 1: To contribute to the identification of new milestones for strategic indicators with EYE Secretariat.

  • Deliverable 1: Annual and midterm (2024) milestones for the EYE Strategy are defined,
    Expected by end of February 2023.

Task 2: To update and expand the EYE dashboard on Power BI.

  • Deliverable 2: Selected EYE Strategic indicators available in the dashboard are modified in order to i) reflect expert advice on gender, equity and human rights, ii) to refer to IA2030 indicators and SDGs/UHC and iii) to include data from the Americas.
    Expected by end of quarter 1 of 2023.

Task 3: To ensure that all relevant indicators are defined, have baseline values, are disaggregated, and trends shown as suggested by the midterm evaluation.

  • Deliverable 3: EYE M&E dashboard indicators are disaggregated by at least country, age, and sex, have definitions and baseline values.
    Expected by end of quarter 1 of 2023.

Task 4: To provide technical support to AFRO for deployment of DHIS2 module case-based VPD surveillance in three priority countries in link with Emergency Preparedness.

  • Deliverable 4: Three online training sessions on VPD module use for YF surveillance are given in three priority countries.
    Expected by end of consultancy contract.

Task 5: To ensure that the M&E EYE dashboard is adopted by regional instances as suggested by Midterm evaluation by organizing sessions and updating user manual/SOP.

  • Deliverable 5a: At least two live training sessions on the EYE dashboard targeting relevant staff from both PAHO and AFRO regions are organized.
    Expected by end of consultancy contract.
  • Deliverable 5b: Updated user manual and SOPs for relevant datasets and features of dashboard as agreed with technical team of EYE Secretariat is developed.
    Expected by end of consultancy contract.

Task 6: To contribute to broadening access of M&E EYE dashboard.

  • Deliverable 6: Authorizations given by countries to share their data publicly are obtained.
    Expected by end of consultancy contract.

Task 7: To investigate all resources internal to WHO and to EYE partners that could be used by EYE Secretariat for data tabulation visualization (eg. Division of Data, Analytics and Delivery for Impact).

  • Deliverable 7: Internal document with list of options for sustained support for data analytics and visualization is developed.
    Expected by end of consultancy contract.

Task 8: To develop country M&E profiles dashboard in Power BI for all EYE high-risk countries in both English and French.

  • Deliverable 8: M&E datasets are updated to incorporate relevant country profile information, country M&E profiles authorized by countries and published with Power BI in both English and French.
    Expected by end of consultancy contract.

Task 9: To present quarterly M&E updates to the EYE programme management group (PMG).

  • Deliverable 9: Four quarterly 2023 EYE M&E report for EYE PMG members are presented at PMG meetings.
    Expected by end of consultancy contract.

Qualifications, experience, skills and languages.

Educational Qualifications:

Essential:

  • Advanced University degree in information management, computer science, public health, or similar field.

Experience

Essential:

  • At least five years of relevant experience related to humanitarian or public health data collection, analysis, data visualization, mapping, and M&E for Vaccine-preventable diseases.
  • Experience in data management, data analysis and knowledge of data visualization tools such as Power BI.
  • Experience with the humanitarian emergency or development sector, or other relevant international experience.

Desirable:

  • Experience with WHO, UN agencies, US CDC or a health cluster member organization.
  • Prior experience in areas related to health systems, health data or health services delivery.

Skills

  • Strong quantitative skills in developing databases.
  • Good communication and presentation skills.
  • Proficiency using GIS (ArcGIS, QGIS).
  • Ability to work together as a team with a variety of stakeholders and meet deadlines.
  • Proficiency in the Microsoft office suite of applications (Word, Excel, PowerPoint, Teams, SharePoint) and remote working technologies.
  • Good understanding of the work of UN agencies and the practical considerations of field deployments.
  • General knowledge of Viral Haemorrhagic Fevers and/or arboviral diseases.

Languages required:

Essential:

  • Expert knowledge of English.
  • Intermediate knowledge of French.

Off-site - Home based.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
